MINUTES OF PREVIOUS MEETING
Minutes of the Planning Commission Meeting of November 28, 1978
Vice-Chairman Mullin moved that the minutes of the regular meeting of the
South San Francisco Planning Commission of November 28, 1978, be approved.
Commissioner Bertucelli seconded the motion and the minutes were approved
by the following roll call vote:

CONTINUED PUBLIC HEARING ITEMS
UP-78-463
and
Categorical Exemption
An application by David Goldman for a Use Permit to construct a room addi-
tion in the required side yard setback on an existing non-conforming dwell-
ing at 640 Commercial Avenue in the R-3 Zone District.
Secretary Costanzo presented the staff report.

Mr. Fotenos, representing the applicant,indicated that a portion of the
foundation exists and the applicant is only requesting to restore what had
existed on this foundation previously.
Secretary Costanzo stated that the foundation had been abandoned for more
than six months and a Use Permit in accordance with the applicable code re-
quirements is necessary for any reconstruction.
Mr. Fotenos went on to relay that the issuance of the building permit was
completely legal and that the stop work order stopped the work legally being
constructed. He further indicated that the room addition had been roofed in
before the stop work order was issued.
Secretary Costanzo replied to Mr. Fotenos' statement by saying that the roof
was not over the room addition as stated when the stop work order was issued.

Mr. Goldman indicated that the roof was over the room addition when the stop
work order was issued. He further stated that Secretary Costanzo was not
present when the stop work order was issued as stated.
Mr. Roy Ghilardi, Chief Building Inspector, indicated that on July 21, 1977,
a stop work order was issued for violations of approved construction plans,
Mr. Ghilardi further indicated that work had proceeded after the stop work
order was issued.

Mr. Elmore stated that the roof eaves extended 18", not 3-41 as stated by
the applicant. Mr. Elmore went on to draw on the blackboard how the situation
looks today as well as back in history to 1974. Mr. Elmore also showed pictures

to further clarify his points regarding the possibility of this area ever
being a room addition as stated by the applicant.
~1r. Ghilardi requested Mr. Goldman return the plans he or his attorney re-
moved from his office. Mr. Ghilardi also requested a follow-up on his
letter to Mr. Goldman that was never answered.
Mr. Kibil indicated that all permits were taken out legally and honestly.
Vice-Chairman Mullin made a motion that UP-78-463 and Categorical Exemp-
tion be denied based on staff's recommendations. Commissioner Bertucelli
seconded the motion and it was passed by a unanimous roll call vote.

An application by the City of South San Francisco for a Final Parcel Map

Secretary Costanzo presented the staff report.
Vice-Chairman Mullin moved that PM-77-155 and Negative Declaration No. 142
be approved subject to all Special Conditions and recommendations. Commis-
sioner Mantegani seconded the motion and it was passed by a unanimous roll
call vote.

Negative Declaration No. 194
PM-78-175 and Negative Declaration No. 194 - An application by Kaiser
Foundation Health Plan, Inc. for a Tentative Parcel Map to create two (2)
parcels on developed property located at 1200 El Camino Real in the llUII
Unclassified Zone District.
UP-78-471 and Negative Declaration No. 194 - An application by Kaiser Founda-
tion Health Plan, Inc. for a Use Permit to construct an approximately 700
car parking facility and related improvements on developed property located
at 1200 El Camino Real in the "U" Unclassified Zone District.
Secretary Costanzo presented the staff report.
Dwight Fitter, M.D., Kaiser Hospital
Dr. Fitter expressed his desire to move on this matter for health and safety
reasons currently existing in this area.
Howard Provante, hotel owner, recommended approval of this project.
Dr. Fitter further stated that the temporary alternate parking could be
handled through utilization of the Value Giant parking lot.
Commissioner Slade questioned the viable connection between Mission Road
and El Camino Real.
Secretary Costanzo indicated a connector road could be constructed between
Mission Road and El Camino at Arroyo Drive to Grand Avenue. A second al-
ternative would be a connection along the north property line. A third con-
nection would be at Hickey Boulevard. Secretary Costanzo concluded by saying
that the traffic study would greatly assist in determining the need at baBd:
and helf to select the best location.
John Diefenbach, Kaiser Architect
Mr. Diefenbach stated that parking now is for 600 cars. He stated that
future needs indicate a need for approximately 1000 spaces. He further stated
that the proposal here tonight would meet this need.
Commissioner Slade questioned the applicants with regard to the Special Condi-
tions as submitted.
Mr. David Vanant, Kaiser Representative, responded that complete compliance
as stated is the intention of Kaiser.
Ms. Alva Wheatley, Kaiser Administrator, indicated that their intent is to
control the parking to discourage all day parking by non-hospital users.
Additional comments followed regarding the connection alternatives and the
effects of parking during construction.

Chairman Campredon questioned the deviations from the approved Use Permit.
The deviation was so noted; however no further comments were made on this
point.
Commissioner Mantegani moved to approve PM-78-175 and UP-78-471 based on the
testimony received during the hearing and subject to all of the conditions
and limitations including all Special and Standard Conditions and that the
Negative Declaration No. 194 is complete and ready for certification in ac-
cordance with the California Environmental Quality Act of 1970, as amended
and has been reviewed as a part of this consideration. Commissioner Bertu-
celli seconded the motion and it was passed by a unanimous roll call vote.

An application by Louis Cheung for a Use Permit to enclose the patio area
between the dwelling structure and the garage on developed property located
at 2449 Williams Court in the P-C Zone District.

Bertucelli seconded the motion and it was passed by a unanimous roll call vote.

An application by Oaland Body Shop for a Use Permit to establish an auto body
facility on property located on the southeast corner of El Camino Real and
First Street in the C-2 Zone District.
Secretary Costanzo presented the staff report.

Commissioner Mantegani questioned the door requirement and Secretary Costanzo
clarified the special condition as stated requiring the public parking area
to be open and available during working hours.
Commissioner Grimes moved that UP-78-467 and Negative Declaration No. 195
be approved subject to all recommendations, Special and Standard Conditions.
Commissioner Mantegani seconded the motion and it was passed by a unanimous
roll call vote.

Negative Declaration No. 196
An application by Super 8 Motels for a Use Permit to construct a 118 unit
motel on propoerty located on the northwest corner of Mitchell Avenue and West
Harris Avenue in the M-2 Zone District.
Mr. Daniel Christians, Senior Planner, presented the staff report.
Proponent: Mr. Phil Grotewohl

San Mateo, CA
Mr. Grotewohl agreed with all recommendations and conditions.
Commissioner Slade questioned the distance from the building to some of the
parking spaces.
Secretary Costanzo responded that as an airport orientated motel, these spaces
far away from the building will be utilized for overflow and not generally for
hotel guests.
Commissioner Grimes moved that UP-78-468 and Negative Declaration No. 196 be
approved subject to all recommendations and conditions. Vice-Chairman Mullin
seconded the motion and it was passed by a unanimous roll call vote.

An application by Classic Van for a Use Permit to establish a light manufactur-
ing facility at 105 Linden Avenue in the C-2 Zone District.
Secretary Costanzo presented the staff report and made reference to a letter
from Mrs. Yolanda Mahoney in the file.

Mr. Thompson indicated that his employer has agreed with all the conditions
as stated.

Mrs. Yolanda Mahoney

Mrs. Mahoney stated that the parking and congestion is very bad since the
business has been at this location.
Secretary Costanzo clarified several questions pertaining to the current
use and the retail sales operation. He further indicated that the manu-
facturing use will be relocated to another location.
Commissioner Bertucelli questioned the possibility of a three month report
from the applicant to the Planning Commission.
Special Condition No.3 was amended to read. . .. . . that when the ac-
quisition and improvement of the westerly lot occurs, the applicant shall
eliminate the overhead door and driveway fronting on the corner of Linden
Avenue and Commercial Avenue.
Special Condition No.9 was added to read as follows:
That on or before March 12, 1979, the applicant shall submit
a written report to the Planning Commission which shall setforth
their progress on Conditions No. 1 through 8 and at that time if
the PTanningCommission finds that substantial compliance is not
forthcoming, this permit shall be revoked.
Mrs. Mahoney reported that the deliveries are being made from the red no-
parking zone and creating a very hazardous condition.
Commissioner Bertucelli moved that UP-78-469 and Categorical Exemption be
approved subject to all recommendations, Standard and Special Conditions,
Commissioner Grimes seconded the motion and it was passed by a unanimous
roll call vote.
It was so moved to continue hearing the remaining items despite the late
hour - 11:30 p.m.

Categorical Exemption
An application by Jon Erickson for a Use Permit to establish an auto repair
facility at 915 Linden Avenue in the C-3 Zone District.
Secretary Costanzo presented the staff report.

sioner Mantegani seconded the motion and it was passed by a unanimous roll
call vote.
UP - 75- 331 ( MO D 1)
and
Negative Declaration No. 66
An application by the City of South San Francisco Housing Authority to
modify UP-75-331 to construct a minor addition to the Management/Maintenance
facility on developed property located at the terminus of "C" Street in the
RPD-10Zone District.
Bert Rowe, Representative of the City of South San Francisco Housing Author-
ity, indicated a maintenance mechanic has been hired to maintain the land-
scaping.
Commissioner Grimes questioned the flood hazard zone. Staff indicated that
the flood hazard zone will be duly verified.
Commissioner Mantegani moved that UP-75-331 (MOD 1) and Negative Declaration
No. 66 be approved subject to all recommendations and Special Conditions.
Commissioner Bertucelli seconded the motion and it was approved by a unani-
mous roll call vote.
REPORTS
Darby Dan's - UP-76-343
The Commission concurred with staff's recommendation to set a date of
January 9, 1979 for a public hearing to show cause why UP-76-343 should not
be revoked for violations of conditions and limitations.
Election of Chairman and Vice-Chairman
Vice-Chairman Mullin nominated Chairman Campredon for Chairman of the Planning
Commission for the calendar year of 1979.
Commissioner Bertucelli moved that this appointment be approved; Commissioner
Grimes seconded the motion and it was passed by a unanimous roll call vote.
Commissioner Slade nominated Commissioner Mantegani for Vice-Chairman of the
Planning Commission for the calendar year of 1979. Commissioner Grimes
seconded the nomination and it was passed by a unanimous roll call vote.

Residential Uses in Commercial Zones
A RESOLUTION OF INTENTION OF THE PLANNING COMMISSION OF THE CITY OF SOUTH
SAN FRANCISCO SETTING A PUBLIC HEARING DATE TO CONSIDER AMENDMENTS TO
ORDINANCE NO. 353, AS AMENDED, TO PROHIBIT OR RESTRICT RESIDENTIAL USES
IN COMMERCIAL ZONES.
Resolution No. 2242 was adopted; the Commission concurred to set the date
of January 23, 1979, for the public hearing.
Hickey Boulevard - Phase II Alignment
The Commission concurred to set a date of Jnauary 9, 1979, for a public
hearing of the Hickey Boulevard - Phase II Alignment. It was so ordered.
COMMUNICATIONS
The reular Planning Commission Meeting of December 26, 1978, was cancelled
as previously noted.
GOOD AND WELFARE
Mr. James Elmore told the Commission that he felt that the Planning Commis-
sion gave him an unfair hearing a year ago.
Vice-Chairman Mullin responded that as a decision making body the Commission
must rely on the staff expertise in ordinance regulations.
Commission Slade defended Mr. Elmore's right to speak his piece in a public
hearing. Commissioner Salde went on to state that further discussion on the
matter would accomplish nothing.
There being nothing further to discuss under Good and Welfare of matters of
interest for the Commission, Chairman Campredon announced that the next
regular meeting of the Planning Commission would be held on January 9, 1979,
at 7:30 p.m. in the West Orange Library Auditorium.
The meeting was adjourned at 12:30 a.m.
