Commissioner Bertucelli seconded the motion and the minutes were approved by the following roll call vote: AYES: Chairman Campredon, Vice-Chairman Mullin, Commissioners Bertu- celli, Grimes and Mantegani NOES: None ABSTAIN: ABSENT: Commissioner Mathewson Commissioner Slade ANNOUNCEMENT CONCERNING TAPE RECORDING OF MEETING Announcement was made that this meeting of the South San Francisco Planning Commission would be recorded on tape, and that anyone who wished to come before the Commission to be heard is requested to come to the front microphone so that his or her comments become part of the official record. -4035- November 14, 1978 Secretary Costanzo indicated that Public Hearing Item No.6 (UP-78-463 and Categorical Exemption) had been requested in writing to be continued for 30 days. An application by David A. Goldman for a Use Permit for a structural addi- tion to a non-conforming residence located at 640 Commercial Avenue in the R-3 Multi-family Zone District. The Commission concurred and the item was so continued until the Regular Planning Commission Meeting of December 12, 1978. CONTINUED PUBLIC HEARING ITEMS UP-78-449 and Negative Declaration No. 173 An application by Foster & Kleiser for a Use Permit for the construction of one new outdoor advertising structure and relocation and construction of an existing outdoor advertising structure located on developed property at #1 Oyster Point Boulevard in the M-2 Heavy Industrial Zone District. Secretary Costanzo presented the staff report. Vice-Chairman Mullin asked if there had been any new changes or information presented since this item was last heard. Secretary Costanzo stated that a redevelopment agency is in the process of being formed for this area. He further indicated that it would be at least two years until this program would be in motion. Commissioner Mathewson questioned the safety factor of the building and people beneath this proposed construction. Secretary Costanzo answered by saying that this factor would definitely be a liability. Mr. Walt Moreno, Representative of Foster & Kleiser Mr. Moreno indicated that the alternative site suggested was determined by his company's real estate division to be unacceptable. Commissioner Bertucelli questioned the staff report and the residential com- munity that was referenced. Secretary Costanzo stated that the area in question is the Peck's Lot Subdivision. Secretary Costanzo continued by saying that he could not object to a condi- tional permit based on the recommendations in UP-77-388. He further requested the applicant to contact the Planning Staff to work out the final conditions for a Conditional Use Permit based on the future development of the surrounding ar~a. The Commission agreed and it was so ordered to continue the matter until the regular Planning Commission Meeting of November 28, 1978. -4036- November 14, 1978 SUBDIVISION AND PARCEL MAPS PM-78-l63 and Negative Declaration No. 166 An application by California Water Service for a Final Parcel Map to create four parcels from one existing parcel on property located north of r~ission Road between Chestnut and Oak Avenues in the C-O Zone District. Secretary Costanzo presented the staff report. The Commission concurred that the Final Parcel Map was acceptable. Vice-Chairman Mullin moved that PM-78-l63 and Neg'ative Declaration No. 166 be approved subject to all Special Conditions and recommendations. Commis- sioner Mathewson seconded the motion, and it was passed by a unanimous roll call vote. pr~-78- 170 and Negative Declaration No. 183 An application for a Final Parcel Map by Louis Arata for Armanino & Collamer Associates to create 2 parcels from 1 on property located on the west side of Mission Road at Sequoia Avenue in the "U" Unclassified Zone District. Secretary Costanzo presented the staff report. The Commission concurred that the Final Parcel Map was acceptable. Vice-Chairman Mullin moved that PM-78-l70 and Negative Declaration No. 183 be approved subject to all Special Conditions and recommendations. Commis- sioner Mathewson seconded the motion, and it was passed by a unanimous roll call vote. PM-78-174 and Categorical Exemption An application by Le-Jo Inc. for a Tentative Parcel Map for a minor lot line adjustment of the rear portion of the lots on the west side of Dundee Drive in the R-l Single Family Zone District. Secretary Costanzo presented the staff report. Secretary Costanzo requested the addition of Special Condition No. 5 to read as follows: That prior to the recordation of the Final Map the applicant shall submit a letter from the City of Daly City indicating that they shall not issue a grading permit unless and until such time as said grading plan is approved by the City of South San Francisco City Engineer's Office. November 14, 1978 Mr. Dick Price, Representative, Le-Jo Inc. Mr. Price responded that it is his desire to record this map as soon as possible and that he has no objection to the addition of Special Condition No.5 requiring South San Francisco to review the grading. Commissioner Mathewson moved that PM-78-l74 and Categorical Exemption be approved subject to all Special Conditions and recommendations. Commissioner Bertucelli seconded the motion and it was passed by a unanimous roll call vote. PUBLIC HEARING ITEMS UP-7~r246l and Categorical Exemption An application by Guiseppe and Idolina Cuneo fora Use Permit to amend Con- dition No. 1 of UP-75-326 to permit a non-agricultural land use in an ex- isting building located at 1317 Mission Road in the "U" Unclassified Zone District. Secretary Costanzo presented the staff report. Steve Casanova, Representative for the Applicants 320 Avalon Drive South San Francisco, CA Mr. Casanova objected to Special Condition No.7 regarding the painting out of the existing large fence sign as it was a school class project. The Commission agreed to delete the original Special Condition No.7. He further objected to Special Condition No. 10 to screen the outside storage area because of the height of the fence if constructed. Special Condition No. 10 was amended to read: A six-foot-high masonry or wood fence shall be installed on the north side of the building to screen all outdoor storage areas locafed Onthaf ~slde()f -thehi,dTdin-g'subject to review and approval of the Design Review Board. Vice-Chairman Mullin questioned the operation and its relationship to the Senior High School across the street. Secretary Costanzo indicated the use is proposed to be an Italian delica- tessan and would be an adjunct to the existing produce store. Commissioner Bertucelli further clarified the meaning of an Italian delica- tessan and that it would cater to a larger group of people than just the students. Secretary Costanzo further clarified his position with regard to the compati- bility of the proposed use with the surrounding area. Special Condition No. 12 was reworded to read. ........parking areas will be located outside the future ~O foot right-of-way. -4038- November 14, 1978 Commissioner Mathewson moved that UP-78-46l and Categorical Exemption be approved subject to all Special and Standard Conditions and recommendations. Commissioner Mantegani seconded the motion and it was passed by a unanimous roll call vote. UP-78-464 and Negative Declaration No. 186 An application by Grovenor Airport Inn for a Use Permit for modifications and replacement of signs in excess of 100 square feet in area on developed property located at 380 South Airport Boulevard i'n the M-2 Heavy Industrial Zone District. Secretary Costanzo presented the staff report. Mr. James May, Representative of the Applicant Mr. May objected to Special Conditions No.1, 4 and 6 and agreed to all other conditions as stated. Mr. May continued that the red band is not around the entire building as indicated in the staff report. Mr. Matt M~rshall, Vice President Grovenor Airport Inn Mr. Marshall further stated that the red band the entire width of the para- pet is necessary for proper identification. Vice-Chairman Mullin questioned the aesthetic value of eliminating the red band on South Airport Boulevard. He was assured that this would not be ob- jectionable by the designer. Commissioner Mathewson suggested some minor reV1Slons to the Special Conditions. Original Special Condition No.6 is to be deleted, and Special Condition No.1 is to be amended to read. .....directly behind the actual sign copy area ~- round the entire building. Special Condition No.4 is amended to read ........ on the adjacent covered canopy including the stucco planter areas to the satis- faction of the Design Review Board. Commissioner Mathewson moved that UP-78-464 and Negative Declaration No. 186 be approved subject to all Special and Standard Conditions and recommendations. Commissioner Bertucelli seconded the motion and it was passed by a unanimous roll call vote. -4039- November 14, 1978 UP-.78-465 and Categorical Exemption An application by Shell Oil Company for a Use Permit for modifications to an existing gasoline service station located at 710 El Camino Real in the C-2 Central Commercial Zone District. Secretary Costanzo presented the staff report. Mr. John Williams, Representative of Applicant Mr. Williams agreed with all of the conditions as stated. Commissioner Mantegani moved that UP-78-465 and Categorical Exemption be approved subject to all Special and Standard Conditions and recommendations. Commissioner Grimes seconded the motion and it was passed by a unanimous roll call vote. ZA-77-l0 and Negative Declaration No. 189 Consideration and review of the City of South San Francisco proposed Draft Sign Ordinance to delete Ordinance 455 of the City of South San Francisco for the purpose of adopting a new Sign Ordinance. Staff presented the staff report and requested the Commission to set a date for a future public hearing. The Commission concurred to set the date for a hearing for the regular Planning Commission Meeting of January 9, 1979. GP-78-10 Preliminary consideration and review of the proposed up-dated Land Use Element of the General Plan of the City of South San Francisco. Staff suggested this item be placed on the upcoming joint Planning Commission and City Council Meeting. Time and date for this meeting will be forthcoming. REPORTS The Planning Commission requested to hear the Colina II project under the RPD permit procedure. -4040- November 14, 1978 The Planning Commission listened to a presentation from the Architects of the Best Products to receive input on the proposed "Garden Showhouse" building to be located on Gellert Boulevard next to the new K-Mart building. The Commission concurred with the proposal as presented and directed the architects to pursue the project through the proper channels. COMMUNICATIONS The Commission requested that staff advise the Carriage House to repair their broken sign. It was so noted. GOOD AND WELFARE There being nothing to discuss under Good and Welfare of matters of interest for the Commission, Chairman Campredon announced that the next regular meeting of the Planning Commission would be held on November 28, 1978 at 7:30 p.m. in the West Orange Library Auditorium.
