MINUTES OF PREVIOUS MEETING
Minutes of the Planning Commission Meeting of September 26, 1978
Vice-Chairman Mullin moved that the minutes of the regular meeting of the
South San Francisco Planning Commission of September 26, 1978, be approved
with the following corrections: ZA-78-l3 - Page 4009, second to last para-
graph; Mr. Hubrel stated his desire to see the property remain......., and
Hillside Boulevard Improvements - Page 4011, first paragraph; Mr. Butler,
Vice-President of United Taxpayers of So. San Francisco...Commissioner Grimes
seconded the motion and the minutes were approved with the noted corrections
by the following roll call vote; ,

Announcement was made that this meeting of the South San Francisco Planning

Secretary Costanzo requested, on advise of the City Attorney, John Noonan,
that continued Item SA-78-49 and Negative Declaration No. 180 be heard to-
night. The Commission concurred.
Commissioner r~athewson moved that Items No.2, 3, and 4 on tonight's agenda
be continued. Commissioner Slade seconded the motion and it was passed by
a unanimous roll call vote.
Item No.2 - UP-78-454 and Categorical Exemption continued to regular Plan-
ning Commission Meeting of November 14, 1978.

any questions be directed to the engineer.
Commissioner Campredon questioned the engineer regarding the future sewer
connections.

Mr. Tronoff indicated that adequate sewer connections through recorded ease-
ments would be possible through the use of an injector system to Constitution
Way.
Secretary Costanzo questioned the leach field and septic tank effects on
future development.
Chief Building Inspector Roy Ghilardi requested incorporation of a record of
all leach field and septic tank locations.
Mr. Tronoff indicated they would comply with the request on a separate map
directed to the Building Division.
Commissioner Mathewson asked for response from those in the audience who live
in the Country Club Area; there being none, he continued by asking the City
Planner what the City Attorney had to say regarding the conglomeration effect
of future development patterns. Secretary Costanzo indicated the City Attorney
had not been contacted on the question.
Secretary Costanzo requested that two special conditions be added to read as
follows:
7. That the location of the septic tank and leach field should be shown and
a copy delivered to the Bui"lding Division for their permanent file.
8. That the location of the sewer easements shall be placed on the final
map.
Vice-Chairman Mullin moved that SA-78-49 and Negative Declaration No. 180
be approved subject to all Special and Standard Conditions. Commissioner
Mantegani seconded the motion and it was passed by a unanimous roll call vote.

and
Categorical Exemption
An application by Berline & Associates for a Final Parcel Map for a minor lot
line adjustment to establish a lease area on property located at 160 Produce
Avenue in the M-2 Heavy Industrial Zone District.
Staff presented the staff report.
Chairman Campredon requested a statement regarding the installation of the re-
quired landscaping.

Mr. Chevez indicated his desire to continue salt content tests prior to
installing any landscaping.
Chairman Campredon commented he observed drain pipes running into adjacent
properties from the planter areas.
~1r. Robert Yee, City Engineer, responded that he\'l/as not aware of this situ-
ation and would check it out immediately.
Tb~ Commission agreed to withhold the Final Map approval until the matter of
the drainage was resolved.
Commissioner Slade moved that PM-78-l62 and Categorical Exemption be approved
subject to Special Conditions and final recording approval satisfying all
the requirements of the City Engineer and the office of the City Planner,
Commissioner Mathewson seconded the motion and it was passed by a unanimous
roll call vote.
PUBLIC HEARING ITEMS
UP-78-458
and
Categorical Exemption
An application by K. J. Wimsatt (John & Kathy's) for a Use Permit for an
entertainment permit in conjunction with an existing bar/restaurant operation
at 203-207 Linden Avenue in the C-2 Central Commercial Zone District in accord-
ance with Section 5.l0B of Ordinance 353, as amended.
Staff presented staff report.

Ms. Podesta agreed with all conditions and recommendations presented in the
staff report.
Vice-Chairman Mullin asked how many other bars were located in the immediate
area.
Secretary Costanzo indicated approximately one dozen.
Vice-Chairman Mullin further questioned the addition of yet another bar, re-
gardless of the past record, into this area.
Secretary Costanzo indicated that the main objective of the current fiscal re-
port for the downtown effort is to encourage restaurants and related uses in
the urban core area.

Commissioner Grimes stated that he would support this entertainment permit
because of its relationships with the existing restaurant.
ChairmanCampredon indicated his desire to limit the dancing termination to
1:00 a.m.; not 1:30 a.m. as pro~osed.
~1s. Podesta stated that this entertainment permit is supported by local custo-
mers and that the friendly atmosphere would not be effected by this request.
Vice-Chairman ~1ullin requested a count on the amount of dancing activities in
the area.
Commissioner Grimes moved that UP-78-458 and Categorical Exemption be approved
subject to all recommendations, Standard Conditions and Special Conditions in-
cluding additonal Special Condition No.7 stated in the staff report which
reads as follows:
7. That the entertainment permit requested herein is subject to a
six month review at which time the Police Department will be re-
quired to submit a report and based on this report, the Planning
Commission will determine whether at this time the permit granted
should be revoked or the hours of operation limited to mitigate
any adverse effect on the surrounding community.
And the rewording of Special Condition No.1 to read as follows:
1. That the applicant shall secure the proper license from and comply with
all requirements of the City of South San Francisco.
Commissioner Slade seconded the motion and it was passed by the following
roll call vote:

Mr. George Avanessian asked why the total sign area is being limited to a
maximum of 100 square feet.
Secretary Costanzo responded by saying that the purpose is to obtain a
comprehensive sign program for the entire building.
Commissioner Grimes requested an update on the status of the landscaping
along South Spruce Avenue. Secretary Costanzo replied by referring to
the on-going problem of maintenance with the EDD building and its absentee
landlord.
Vice-Chairman Mullin asked what the proposed uses in this particular build-
ing would be. Mr. Avanessian replied that he did not know.
Vice-Chairman Mullin suggested the addition of Special Condition No.7 to
limit the time to 10:00 p.m. with the exception of office uses.
Special Condition No.7 is added to read as follows:
7. Use of the property would be limited to 10:00 p.m. except for the
office uses.
Commissioner Mathewson moved to approve UP-78-459 and Negative Declaration
No. 192 subject to all recommendations and Special Conditions. Commissioner
Slade seconded the motion and it was passed by a unanimous roll call vote.

An application by Louis J~ Poletti to construct an office building on the
west side of Mission Road at Sequoia Avenue in the HU" Unclassified Zone
District.
Staff presented the staff report.

Ms. Crout questioned the compatibility of these types of uses in this area
as related to traffic congestion and speeding as well as parking~
Ms. Crout asked why a woman was not on the Commission and further volunteered
to become a member of the Planning Commission if possible.

Mr. Keegan questioned the design of the parking layout that required backing
out onto Mission Road.
He further questioned the parking requirement as to the actual need as it
exists today. Secretary Costanzo indicated compliance to all City standards
as proposed.

Mr. Poletti indicated his desire to clear the record on certain items. He
stated that at the time of the first request a woman was on the Planning
Commission and she, in fact, had contributed a great deal of input into the
design of the exterior. He further indicated the hearing of this item at
a previous meeting did not last until 1:30 a.m. as stated previously by one
of the speakers. He concluded by saying he is very concerned with parking
in the area and is limiting all uses strictly to office users.
Secretary Costanzo clarified that the roof was designed to screen the known
air conditioning and heating units placed on the roof.
Vice-Chairman Mullin moved that UP-78-460 and Negative Declaration No. 191
be approved subject to all recommendations and conditions. Commissioner
Mathewson seconded the motion and it was passed by a unanimous roll call vote.

An application by Federal Express for a Use Permit to instal' signs in excess
of 100 square feet on property located at 100 East Grand Avenue in the M-2
Heavy Industrial Zone District.
The Commission concurred to table this item indefinitely.

Negative Declaration No. 181
An application by Tim Brosnan, Sr. to rezone the property located at 362 Alida
Way from "U" Unclassified to R-3 Multi-family Zone District.
Per request of the applicant, this item i~ to be continued off calendar until
the applicant can finalize the necessary steps needed to proceed ahead.

REPORTS
Regional Planning Committee's (RPC) Policies of County-wide Significance
and Draft Bayfront Planning Goals - Recommendation that the Planning Com-
mission adopt the Resolution recommending that the City Council review
and consider the RPC County-wide policies on circulation, housing, energy,
parks, recreation, and open space; and support the Draft RPC Bayfront Plan-
ning Goals.
Staff presented the report and introduced the Resolution No. 2240 titled
"RESOLUTION OF THE CITY OF SOUTH SAN FRANCISCO PLANNING COMMISSION RECOMMEND~
ING THAT THE CITY COUNCIL REVIEW AND CONSIDER THE ATTACHED POLICIES OF THE
REGIONAL PLANNING COMMITTEE OF SAN MATEO COUNTY AND SUPPORT THE DRAFT RPC
BAYFRONT PLANNING GOALS."
Vice-Chairman Mullin questioned the formation of larger regulatory agencies
as well as the funding of speculative purchasing.
Secretary Costanzo stated that the concepts are being proposed and even
tested in some cities.
Commissioner Mathewson questioned the increase in fuel consumption as re-
lated to new buildings in San Francisco orientated to mass transit.
Secretary Costanzo indicated that until there is a mass transit system that
is adequate, the parking should be provided for in San Francisco.
Commissioner Slade requested careful thought be given to the local needs as
related to the housing market and the centralization of the housing function.
He concluded by stating that the local needs must be identified before the
tools to deliver the product could possibly be developed. Staff so noted the
specific comments and agreed to consider them in future efforts.
Commissioner Slade also requested local motivation be initiated to encourage
solar energy research as possible solutions.
Vice-Chairman Mullin motioned that the Regional Planning Committee's Report
and Resolution No. 2240 be approved and forwarded to the City Council. The
motion was passed by a unanimous roll call vote.
R-E Zone District - Rural Estates
Staff advised the Commission that a meeting to discuss the R-E Zone District,
Rural Estates, would be held Thursday evening October 12, 1978.
Commiss i oner Slade recommended tha t property owners other tha n Cou nty res i-
dents should be in attendance at this meeting to review the proposed zone
district.

Commissioner t.1athewson advised the Commission that he would not bc;~1'1 at-
tendance at the next regularly scheduled Planning Commission Meeting U~
October 24, 1978.
GOOD Arm WELFARE
There being nothing to discuss under Good and Welfare of matters of interest
for the Commission, Chairman Campredon announced that the next regular meet-
ing of the Planning Commission would be held on October 24, 1978, at 7:30 p.m.
in the West Orange Library Auditorium.
