A recommendation that the Planning Commission adopt a Resolution setting July

P-C-M Zone provided a Use Permit is first obtained.

Chairman Grimes questioned. where the old wells, including covered-over wells,
were on the site. California Water Service representative stated that they have
a record of all abandoned wells and that there were none on this parcel. Mr. Yee
stated he has no problEmS with this application other than those noted in his
mEmOrandum .
Carmissioner Martin expressed appreciation to the Design Review Board for the
landscaping on this project.
Applicant's representative questioned the Police Department conditions. Sgt Ron
Petrocchi said he would work with the applicants in this regard. California Water
Service representative stated that. they would meet all Police Department require-
ments. Special Condition No.2Clwas amended to include the following: "existing
landscaping will be trinmed and cleaned. YI

The neighbors voiced concern over the noise (loud chanting) early in the A.M.
and late at night. They also were concerned about the heavy traffic. They felt
this Church was not a "neighborhood" church, that people not living in the corrmunity
were attending the services. One neighbor (Mr. Parks) said that debris was being
thrown into his property.
The Commission questioned:
a) Exactly how many people are attending services?
Mohamnedd Khan replied to this question. The largest attendance is on
Fridays when there are approximately 15 people in · attendance.
b) The chanting and noise:
M. Khan stated that there was no chanting as a part of the service. He
stated that a bell was rung to begin the worship. He invited the Ccmnission
to stop by at any time to verify this.
Corrmissioner Grimes camlented that a Use Permit was allowed in 1976 for this Church
with no apparent protest fran neighbors. Now the Church was proposing a better
looking building with parking facilities and the neighbors were unhappy. Ccmnissioner
Martin suggested that the Church representatives meet with the residents in the
area to resolve the differences. It was also suggested that a discussion be held
about traffic and that efforts be made to reduce sound or noise levels.
Motion-MartinjSecond Terry: To continue to Meeting of July 9, 1981 in order to
allow the applicant and neighbors a chance to meet and resolve differences.
Unanimously approved.

Review and consideration of the Gateway Specific Plan and Enabling Ordinance to
implement the proposed. Gateway Redevelopnent Plan on property located east of the
Southern Pacific Transporation Canpany Railroad right-of-way between East Grand
Avenue and Oyster Point Blvd., west of the Cabot, Cabot and Forbes Industrial
Park in accordance with Section 6.60 et. seq. of Ordinance No. 353, as amended.

Mr. Dell' Angela advised. the Carmission that Hanart. Developnent Canpany
Staff were in~reanent on all issues except for page 29 of the Specific Plan
paragraph 1, Section D of the Ordinance. Staff recarrTIended that wording of this
section should be amended to state: "All Buildings and improvEments located on any
Site shall be constructed by the Owner of such Site in accordance with the require-
ments of the Redeveloprlent Agency... ". Attorney Mackey stated that Hanart
opposed this wording.
Motion~Martin/Second Hoyer: To adopt the Resolution recamlending that the City
Council approve the Gateway Specific Plan dated June 5, 1981 with amendments
contained in a letter to Staff dated June II" 1981 and additional amendments noted
in Exhibit "e' (including Section D,l) as recanmended by Staff based on the
findings contained in the Resolution. Unanimously approved.
Capital ImprovanentPrdgram
Review and Consideration of proposed 1979/80 and 1980/81 Capital ImprOVEment Program
of the City of South San Francisco.
June 11, 1981 Staff Report Presented.
Motion-Hoyer jSecond Martin: To adqpt the resolution recoImlending that the City
Council approve the Capital ImprOVEment Program based on the recarmendations contained
in the Resolution. Unanimously approved.

Items from Staff
Staff recOOIDended that the Canmission cancel the August 8, 1981 Meeting. Comnissioner
Mantegani made a motion that the August 8 meeting be cancelled; Carmissioner Terry
seconded the motion and it was approved by unanimous voice vote.
Staff noted that Ms Agee asked that future Ccmnission Agendas be amended to provide
a "Good & Welfare" at the end of the meeting as well as at the beginning.

Carmissioner Terry stated that he had attended the June 2, 1981 Design Review Board
Meeting and that he was impressed with the professionalisnof this Board.
Canmissioner Hoyer and Carmissioner Terry will attend the July 1981 DRB Meeting.
The Cmmission noted that there v.ould be two Canmission meetings in July.
