Following persons spoke in opposition to applicaticm:
Mr. Posz, 3550 Carter Drive, #34, Association Vice President - wants more time to review.
11r. Finnerty, 3550 Carter Drive, #14, Association President - believes there has been
plan change, has question about hours, number of units, noise level, crirne potential,
traffic and signs.
Mr. Craib, 3550 Carter Drive, #48.
Comrrdssion questioned lack of information with rela~ion to earthquake fault.
Commission expressed coneern with hours (Condition 5). Felt that Saturday and Sunday"
at least, should be from 10:00 a.m. to 8:00 p.m. Also concerned with false chimneys
shown on plan - fault hazard. Do not want comnercial storage. Landscaping' not to
be decreased; also interested in what kind. Questioned two story structure, again due
to fault area.

tion of technical aspects, a list of which is to be provided to Applicant.

The Commission expressed several concerns.
Motion-GetzjSecond-Campredon; To recoIIIDend to Council that, due to the Comnission' s
concern about the Letter of Understanding, no final action be taken by City Council
on this matter on October 15, 1980. Further, that a joint meeting should be held
between City CDuncil, the Planning Commission and the County officials involved.
Approved by unanimous vote.

Application for Use Permit to construct a 21 unit nDtel plus manager's unit on vacant
property located on the west side of Airport Boulevard between Pine and Cypress Avenues
in the C-3 Zone District.
October 14 Staff Report presented.
Applicant's Representative present: Ted Walker, Architect, 2214 - 21st Street, Sacramento
Stated the use was appropriate for the area; that the proposed plan was on a par with
Motel 6 and Super 8; that the occupancy should com:pliment the neighborhood; that traffic
problems should be alleviated by the street improvements on Airport; and that the peal<
traffic hours for the motel would be different from commuter traffic.
~tt. Walker presented a petition of neighbors recorrn~nding the use.
The Comnission expressed concern about hourly transciency at the motel. It was requested
that a Condition be added regarding room rental time.
There was also a Commission request for an additional CDndition regardinv electric
garage door openers.
The following Conditions were added.
Condition 7: No hourly room rates may be allowed, and no room may be rented more than
once during any 12 hour period.
Condition 8: Electric garage door openers and other security requirements of the Police
Department shall be installed.
The Applicant was asked if he was in agreement wi th all CDndi tions. He replied in the
affirmative.

Responded to Staff objections.
The Commission and Staff expressed concern regardir~ traffic flow on East Grand, the
general traffic movement, operation hours, landscaping, the irrpact on Gateway Redevelop-
ment, the fact that the property is on a twenty year lease basis from Southern Pacific
and Pacific Gas and Electric and whether the tenant has the use of the back spa)ce of
the property.
Motion-MartinjSecond-Getz; To continue the hearinf" to the next meeting to allow time
for Applicant to meet with Staff to mitigate concerns.
Unanimous voice vote.
The Commission Chairman announced that the 11:00 p.m. closing would be waived for this
meeting.

Use Permit application to remodel existing residential living quarters into church
related facilities including a Pastor's study, office, kitchen, social hall, lounge
and storage on developed property located at 205 and 207 West Orange Avenue in the
R-2 Zone District.

General Plan Amendment of the City of South San Francisco to amend the Land Use Element
from Medium-High Density Residential to Heavy Commercial on properties located on the
westerly side of Airport Boulevard between Butler Avenue and the northern City limit
line.

Application to rezone from C-2 Central CDmmercial Zone District and R-3 Multiple Family
Zone District to C-3 Heavy Commercial Zone District on properties located on the
westerly side of Airport Boulevard between a point approximately 350 feet southerly
of Chapman Avenue and the northern City limit line.
Citizen opposing: Royce Morgan, 713 Chapman
The Comnission expressed the opinion that a C-2 zone was mre restrictive than C-3
and would encourage more attractive uses along this entry to the City. Also, there
was concern about the serious parking problem in this area.
Motion-GetzjSecond-Bertucelli; To deny r~neral Plan and Zone changes.

Resolution of Intention settinp.: November 13, 1980 as a public hearing date to consider
deletion of the "U" Unclassified Zone District from Ordinance 353, as amended, and
rezone all "U" Unclassified zoned properties to appropriate zone districts.
