September 23, 1980 meeting of the South San Francisco Planning Commission

Commissioner Getz noted a Condition now being imposed on industrial usages in Brisbane
regarding ride sharing. Suggested Staff explore feasibility for our City.

Application to demolish existing Bethlehem Steel Plant and Edwards Wire Rope Factory
located between East Grand Avenue and Oyster Point Boulevard, easterly of the Southern
Pacific Railroad right-of-way.
September 23 Staff Report presented.
Applicant present. Peter Haverkamp
George Homolka, 5335 Greenridge Road, Castro Valley
The Applicant responded to the following areas of CDncern regarding this project.
Hillside Boulevard will not be used as a haul route.
Dust control will be maintained by wetting do\Vll.
Noise level impact will be confined to the site of the explosion; should not be any
significant noise impact on the slrrrounding area.
The dump sites will be - for salvageable steel, San Francisco, and for rubble, Colma
Dump on Junipero Serra Boulevard. The hauling routes were discussed.
The Corrmission was assured that all hauling routes would be reviewed and cleared by
the Police, Fire, Engineering, and Community Develcpment Departments.
The Commission requested that both Daly City and Colma 'be contacted to be sure that
those cities are aware of the hauling routes.

Homart Development Company to demolish existing Bethlehem Steel Plant and the Edwards
Wire Rope Factory, based on findings and subject to all mitigatin~ conditions contained
in the Staff Report.
Unanimously approved.

Application for General Plan Amendment for the Gateway Redevelopment Project located
between East Grand Avenue and Oyster Point Boulevard, easterly of the Southern Pacific
Railroad right-of-way.
September 23 Staff Report presented. Staff noted that the adjoining property owners
had been notified.
A letter from American Bridge was read into the record. American Bridge expressed con-
cern with the arterial proposed between East Grand Avenue and Oyster Point Boulevard.

DECLARATION
Final Subdivision Map to construct a 16 unit air space condominimn office/warehouse
complex on vacant property located on the east side of Maple Avenue approximately
550 feet north of Victory Avenue in the M-l Zone District.
September 23 Staff Report presented. Staff noted that the City Attorney had reviewed
and approved the map and the C. C. & R' s, and that the City Engineer had approved the
map.
Motion-BertucellijSecond-Grimes; To approve SA-SO-57 based on findings and subject
to conditions contained in the Staff Report.
Unanimously approved.
PUBLIC HEARINGS:
JOSEPH P. & CLAIRE HAGGARTYjUP-SO-563jNEGATIVE DECLAHATION NO. 274
Use Permit application to construct a mini-storage unit complex, one caretaker
residential unit and related facilities on vacant property located on the east side
of Carter Drive between Meath Drive and Westborough Boulevard in the P-C Planned
Community Zone District.

September 23 Staff Report presented.
Staff presented the recommendation that the Hearing be continued until a seismic
geologist had the opportunity to review the proj ect .
Several citizens had requested to be heard in opposition to the project:
William Craib, 3550 Carter Drive, #48, South San Francisco
Stephen Fox, Manager of Skyline Village Condominiunf} Owners Association
Tom Posz, 3550 Carter Drive, #34, South San Francisco
Since the Applicant was not present and additional information needed to be obtained,
it was decided that all public comment should be postponed to the October 14, 1980
Public Hearing.
Motion-GetzjSecond-Martin; To continue the Public Hearing on UP-80-563 to the Planning
Comnission meeting of October 14, 1980.
Unanimously approved by voice vote.

Use Permit and Tentative Subdivision Map application to construct a 48 unit condominium
project and related facilities on vacant property located on the northeasterly side of
Mission Road approximately 150 feet westerly of Chestnut Road in the C-O Zone District.
September 23 Staff Report presented.
Staff requested that three Special Conditions be added to those already submitted.
10. Applicant shall incorporate additional decorative block elements into the exterior
elevation of the" buildings) subject to review and approval of the Design Review
Board and the Department of Community Development.
11. Applicant shall landscape and sprinkler property at northwest corner of Chestnut
and Mission, subject to approval of the Department of Parks and Recreation and
prior to occupancy of any of the units.
12. Applicant shall obtain approval of California Water District for landscaping
andjor dedication of the property on the south side of Mission Road to the City
of South San Francisco prior to occupancy of any of the units.

Applicant stated he agreed with all C~nditions.
Staff noted that the required soils reports were to be completed and subrrdtted within
fourteen days and that the C.C.& R's. were being prepared.

Staff also noted a telephone objection from Dr. Charles Bona, 1131 Mission Road, who
could not be present at the meeting.
Mr. D. Uccelli voiced his concern with the condition that specifies a six foot wall be
built between the two properties. He considers this a poor separation if there is to
be an attempt to tie the properties together from the standpoint of landscaping and com-
patible appearance of future development.
~1r. Barney Tumey, California Water, replied to the Corrrrdssion's concern that there are
no current plans for the corner property held by California Water.
Motion-GetzjSecond-Martin; To approve Negative Declaration No. 224 and UP-79-503 based
on findings and subject to all Conditions, including added Special Conditions 10 through
12, and the requirements of the various City Departments as contained in the Staff Report.

The Commission agreed to continu~ off Calendar, SA--80-68. It was noted that, if the
Subdivision Map is not approved, the Use Permit is null and void.
REPORTS:
A Resolution commending Mark Wheeler for his service with the City was presented to the
Commissioners.
Motion-CampredonjSecond-Mantegani; To approve and sign the Resolution comnending Mark
Wheeler.
Unanimously approved by voice vote.
CDMMUNICATIONS:
PLANNING COMMISSION MEETING NOVEMBER 11, 1980
Elimination of originally scheduled Planning Corrrrdssion meeting of November 11, 1980
due to Veterans' Day holiday.
Motion-MartinjSecond-Getz; To eliminate the scheduled Planning CDmrrrrssion meeting of
November 11, 1980 due to Veterans' Day conflict and, instead, meet on November 13, 1980.
Unanimously approved by voice vote.
Corrrrdssioner Grimes requested that Staff, with the cooperation of the Building Department,
make a general field inspection tour of residential areas in the City. He is concerned
that a great deal of construction is occurring without approval or permits.
