July 8, 1980 meeting of the South San Francisco Planning Commission

Discussion regarding San Bruno Mountain project hearings.
Citizens participating: Marie Cox, C.A.L., 466 Holly

Larry Casey, 364 Forest View Drive
Jim Keegan, 1224 Crestwood Drive
Citizens requested that meetings on the proposed project along the South Slope be
open to the public; held in the evening; and held in the City to maximize public input.
The Commission agreed to support the above request.
Also under Good and Welfare, a question was asked about condominium conversions.
The Director informed the audience that the City O)uncil would be addressing that
issue at their meeting of July 9, 1980. He recommended that those interested and con-
cerned appear at that meeting and be prepared to offer their comments.
The remainder of the minutes will reflect the items in the sequence heard by the Com-
mission which ~~ll differ from the agenda numbering.

Staff recomnendation that hearing be continued to resolve Desif'TI Review Board recom-
mendations with the Applicant.
Hearing continued to July 22, 1980.

Proposed on-street parking reconfiguration on Walnut Avenue between Grand Avenue and
Miller Avenue in the C-2, Urban Core, Zone District.

Speaking against the plan: Floyd Sparks, 512 Lassen, Masonic TEmple representative
Allan Weinstein, 332 Susie "\^lay, Masonic Temple representative
Objections noted from the standpoint of traffic; the necessary removal of trees; the
expense for such few spaces; and the loss of landseaping.
Thus far, there has been no formal position taken by the lodge administration.
The Commission expressed concern over the expense lJf the project; the fact that it
seemed to be for Employees only, not the general public; the new irrigation systEm
that would have to be torn up; and the tree removal.
They noted that a Master Parking Plan had repeatedly been requested and that it had not
yet been provided. They also noted their continuing objection to such piecemeal planning.
Motion-MartinjSecond-Getz; That a scoped EIR be provided to address the issues created
by the proposed plan for Walnut Avenue parking. Unanimously approved.
PUBLIC HEARING ITEMS:

Application for Use Permit to establish traffic violators school in the Choral Room of
El Crumino High School located at 1320 Mission Road in the R-l Zone District.
Chairman Mantegani stepped down for this hearing to allay any concern regarding conflict
of interest. Vice Chairman Grimes conducted the Commission hearing on this item.

Applicant present - Ronald Acosta
Mr. Acosta spoke to the discussion in the Staff Report, first paragraph, Background
information, in which it was noted that the school would be conducted every other week.
Since the use is a quasi public one, and attendance can increase, providing a need for
more classes. the Applicant asked that this reference be removed.
Staff and the Commission found no difficulty in allovnng the option for the school to
be conducted on a weekly basis.

conditions contained in the Staff Report ,vith the exception of the every other week
stipulation.

There was extensive questioning of the Applicant with regard to the Special Conditions
imposed on the Use Permit. It was agreed that some of the on-going Conditions could
be met during occupancy; however, the major Conditions must be met prior to occupancy.
The Applicant "vas made aware that the Condition regarding painting the building must
proceed according to the Design Review Board satisfaction. There was also a discussion
regarding the hours of operation.
The following Conditions were clarified or added in addition to those contained with
the Staff Report.

There are to be no additional buildings at the sitl8.
There is to be no outside storage of inoperable vehicles.
There are to be no evening hours (after, approximately, 6:00 p.m.) and no Sunday
operation.

Due to the close relationship between this and UP-80-556 (Levene), the two cases were
heard together.

CANCELLATION OF MEETINrB:
Cancellation of the August, 1980 meetings of the Planning Commission.
This recommendation was made by Staff due to the fact that vacations ,viII involve Staff
and Commission members.
Motion-MartinjSecond-Grimes; To cancel the Planning Comnission meetings for August,
1980.
Unanimously approved.
The Commission expressed the following concerns which they requested Staff to review.
The fact that Spruce Avenue is still torn up and the thirty day limit has passed.
The K-Mart landscaping is again deteriorating.

The Corrmission was also given a report on the meeting' of the Condominium Conversion
Subcorrmittee.
