June 24, 1980 study session of the South San Francisco Planning Commission

Commissioner Grimes asked a question about the time limit on the street improvements
on the South Spruce mini-warehouse project. City Engineer Yee responded that he be-
lieved there was a 30 day limit to install those street improvements and that he would
look into the matter.
INTERVIEWS:
Design Review Board - Selection of ResidentjElector MEmber.
Chairman Mantegani stated that, since there were no additional candidates for the
Design Review Board, the Planning Corrmission appoint Mrs. Doris Agee to the Board.
Motion-GrimesjSecond-Bertucelli; To appoint Mrs. Doris Agee to the Design Review
Board.
Unanimously approved.

CITY OF SOum: SAt-T FRANCISCO PARKING PLACE COMMISSIONjWALNUT AVENUE PARKING
Proposed on-street parking reconfiguration on Walnut Avenue between Grand Avenue
and Miller Avenue in the C-2, Urban Core, Zone District.
fraffpresented a report and stated that the Parking Place Commission could not
attend this meeting and requested a continuance to July 8, 1980. Staff noted that
the plan was revised to show a 20 foot wide travel lane to accommodate fire appar-
atus.
The Superintendent of Parks and Landscaping noted that the City has just installed
a sprinkler system and a main meter which would both have to be relocated if this
parking plan is adopted.

The Superintendent of Parks and Landscaping also noted that the two mature trees
currently serve as a windbreak for City Hall and that their remval would not be
desirable.
Corrrnissioner Hoyer stated that the costs to relocate the irrigation system and meter
should be addressed. He also asked if the Masonic Temple had been contacted.
Director Dell 'Angela responded that the Staff had recently talked vvith a represen-
tative of the Masonic Temple; that the wider lane and additional parking may lessen
their opposition; but that their governing body had not yet taken an official posi-
tion.
Corrrnissioner Martin expressed concern about the removal of the trees, the costs to
relocate the new irrigation system, and the traffic concerns expressed in the Staff
Report. He also stated that he was not yet rea~y to vote on this matter and re-
quested more information on the amount of parking spaces that will be lost in the
Downtown project.
Comnissioner Grimes noted that, at the previous meeting, it was stated that the
trees would be replaced but that the new plan would affect the large trees and
could not be replaced easily.
Commissioner Bertucelli suggested other lots that the Parking Place Corrrrdssion
could possibly obtain for parking.
Staff responded that there were inquiries made but that no one was \\Tilling to sell.
However, even if another property cannot be obtained, Walnut Avenue may not be a
desirable parking lot.
Chairman Mantegani stated his concern that the Parking- Place Commission did not at-
tend this meeting.
Commissioner Gr~es asked what replacement trees could be used for the large trees.
Mr. Duplessis responded that they could use 48 inch box specimens, but that it
would take years to grow back to their present size.
Commissioner Martin suggested that the overall Parking Master Plan for Downtown
should be discussed along with the traffic impacts. Commissioner Grimes also re-
quested information on the cost to relocate the irrigation system.
Chairman Mantegani continued this matter to July 8, 1980.
REPORTS:
CDNIDMINIUM CDI\1VERSIONS
Appointment of Subcommittee - Discussion of Areas of Concern.
Staff indicated that the City Council would have a study session on July 9, 1980
to discuss condominiums and that the Commission was invited. Director Dell 'Angela
asked for input from the Commission regarding their position on condominium conver-
sions and what new regulations and provisions shJuld be included.

Staff jJs concerned about the number of condominium units in a project; condition
of structures; effects on tenants; whether there should be a vacancy factor, et
cetera. The current moratorium will expire in September, 1980, and a new Ordinance
should be adopted by then.
The Commission indicated that they had already adopted a new Ordinance and that
many of the issues had already been discussed.
Staff responded that the Comnission had only adopted a policy Resolution last year,
and that a new Ordinance was desirable to replace the 1975 Condominium Conversion
Ordinance.
Chairman Mantegani appointed Cornrrdssioner Getz, Commissioner Grimes and himself to
serve on a subcommittee to discuss condominium conversion further on July 1, 1980
at 7:30 p.m. in the Conference Room at City Hall"
HOME OCCUPATIONS
Review of Ordinance 559
Staff reviewed the current Home Occupation Ordinance with the Commission. Director
Dell'Angela indicated that the present Ordinance does not permit contractors' offices
and asked the Commission for their comments on the matter.
The PlanningComnission discussed the Ordinance; that many small contractors, such
as landscapers, currently work out of homes; that auto repairs are a problem; that
business should be kept in business areas, et cetera.
Staff stated that the Staff has made an assumption that any contractor may state
that he would not have outside employees and that the burden of proof is presently
on the Staff.
Commissioner Hoyer noted that Section (e) could be expanded to permit a company
vehicle, and that uses not located inside the house (except for a vehicle) could
be turned down by paragraph (a).
Staff responded that the City does not have enough manpower to monitor the problem
unless a neighbor complains.
The Planning Commission agreed that the main prd)lem was enforcement and continued
to discuss the matter.
Motion-GrimesjSecond-Bertucelli; That it is the policy of the Planning Commission
to allow small contractors home occupation provided they have no more than one
business vehicle and they sign an affadavit to comply with Ordinance 559, the Home
Occupation Ordinance.
The Planning Corrmission unanimously agreed.

NORTH SPRUCE AVENUE EXTENSION
City EngineerjCity Council Request
A Staff Report was presented, and it was noted that the City Council had referred
this matter to the Planning: Comnission for comnents. Mr. Dell'Angela stated that,
after an EIR on this project is completed, a Public Hearing on the matter will be
held.
Chairman Mantegani asked about the participation on this project by the developer.
At th~s point, Mr. IIQY<?:t:' stated that, technically, he did not think he should take
part in this itEm. He left the Corrmission table for th.e remainder of the item.
Mr. Yee discussed the participation of the developer and the County on the Hillside
Boulevard project; the additional costs in the a)nnecting of Spruce Avenue to Hill-
side Avenue at the place opposite North Spruce; and the Staff alternative to jog
the connection farther east.
The Planning Comnission asked questions about the previous approvals of this project;
the safety of the proposed job; the connection at Airport Boulevard; and the need
for more input from the Fire and Police Departments.
City Engineer Yee responded that the Hillside Boulevard geometry had been approved;
that the current proposal was slightly different since the land would be completely
dedicated and built at one time; that it would be safe since it would not be a di-
rect thoroughfare; that the County probably would not do a traffic study on North
Spruce but would approve either connection.
Sergeant Sullivan stated that the Police Department is supportive of a connection,
and it would save approximately one to two minutes, which could mean someone's life.
~tr. Dell'Angela stated that the Staff believes the General Plan could be interpreted
to connect at either point, but that an indirect connection would have less impact
on the North Spruce neighborhood but that the Planning Corrrrdssion should leave their
option open until an EIR is prepared.
Motion-MartinjSecond-Bertucelli; To keep the Plarming Conmission' s option open on
a connection to Hillside Boulevard.
The Planning Commission unanimously concurred.
CQ\1MUNICATIONS:
Chairman Mantegani stated that the recent letter from the State of California Depart-
ment of Housing and Community Development indicates the need to obtain further as-
sistance to complete the Housing Element.
Staff discussed the meaning and contents of the letter.

The Planning Commission continued discussion of the HOl~ing Element in conjunction
with the letter from the State Department of Housing and Corrmunity Development.
The meeting was adjourned to the next regular meeting of July 8, 1980.
