May 13 Staff Report presented. Applicant present: Fred Springer, Developer with Walker, Pinkston 4491 W. Shaw, Fresno, California The Applicant questioned the grading requirements and the maintenance of a parcel across the street which was not theirs. The City Engineer noted that the parcels on both sides were affected and that a Maintenance District ,vas to be established. PTJBLIC BFARING ITEMII~: GREYHOUND HENT-A-CA-B./UP-80-548/CATEr'DRICAL EXEMPTION Application for Use Permit to establish a car rental agency for office use only at 100 Utah in the ~1-2 ZDne District. May 13 Staff Report presented. Applicant present. No comments. Commission stated concern about landscaping and lighting. Staff noted that the proposed landscaping was approximately 10 percent and that the existing landscaping is well maintained. Also, that the AmDur property adjacent (290 Utah) had recently upgraded their landscaptng with additional trees around the storage area. Sergeant Sullivan noted that the proposed lighttng was acceptable. Also, that Arrrour was too close to Greyhound due to past history of burglaries, but that the fencing would seem to solve this problem. DENTAL ASSOCIATES /lJP-80-549 /NEGATlVE DECLARATION NO. 263 Application for Use Permit to construct private, no-charge extension of existing parking facilities on vacant property located adjacent to 1131 Mission Road in the "u" Zone District. May 13 Staff Report presented. Applicant representative present. The Commission noted concern about the land to be filled which is a gulley presently acting as a catch basin. May 13, 1980 PUBLIC HEARING ITEMS: (cont.) DENTAL ASSOCIATES (cont.) Staff noted that this matter would be addressed before any construction was started. The first Special Condition was amended to read: The use of the tandem portion of the parking lot shall be restricted to employee parking only for the adjacent office building and signs to that effect shall be clearly posted. It was noted that the tier closest to the building was available to large vehicles. Motion-Campredon/Second-Getz; To approve Negative Declaration No. 263 and UP-80-549 based on findings and subject to conditions contained in Staff Report. Unanimously approved. GOLFREDO DINI/RPD-80-17/SA-80-65/NEGATI\rn DEClJ~TION NO. 265 Application for Residential Planned Development on developed property located at 512 and 514 Grand Avenue to construct 14 condominium units and related parking and landscaping in the R-3 Zone District. May 13 Staff Report presented. Applicant present. No comments. Commission questioned density. Also noted that plans similar to recent project on Miller Avenue. Staff responded that the floor plan was similar but that the exterior appearance would be different. Motion-Bertucelli/Second-Grimes; To approve Negative Declaration No. 265, RPD-BO-17 and SA-80-65 based on findings and subject to eonditions contained in Staff Report. Unanimously approved. MARCOS/V-80-225/CATEGORICAL EXEJI.1PTION Application for a Variance to encroach 9 feet into the required rear yard setback on developed property located at 2925 Shannon Drive in the R-l Zone District. May 13 Staff Report presented. Applicant present. Mr. Anderson, 2272 Delvin Way, questioned the encroachment area. Staff noted that sufficient setbacks were being proposed on the subject property, and it would not effect the neighbors' property. Commission noted concern about concrete slab continuing into yard area; entry to area; possibility of area being used as living area rather than recreational area. Staff noted Condition 4 stating that concrete beyond enclosure is to be removed and remainder of yard landscaped; that entry is gained from existing structure. Requested to add to Special Condition 3 that special permit would be required for any modifica- tion to this approved use. SUTTER HILL, LTD. /UP-78-455 (MOD-l)/CERTIFIED EIR Application for Use Permit Modification to consider various specific alternative uses on developed property known as Fairway Plaza at 925, 945 and 955 ElCamino Real in the C-O Commercial Office Zone District. May 13 Staff Report presented. Applicant present - David McKie, Sutter Hill, Ltd. The Staff proposed amendments to Special Condition 9 were discussed with the follow- ing changes proposed by the Applicant. 9(p) Leather Goods - exclude clothing; allow lJelts, luggage, hats, accessory items. 9(aa) Exercise/Dance Studio - limit to 15 cars except prior to 9:00 a.m. and after 6:00 p.m. 9(cc) Regarding administrative decisions withollt public hearing on uses considered similar to existing list - to be deleted. Noted Exhibit "B" 4.6lc (C-O District uses) does not apply to this type of structure. Mr. Martin Lehrberger, 849 West Orange Avenue and Ms Helen Hoopes, 825 West Orange Avenue spoke to agreement of neighborhood with compromises reached with Sutter Hill. JOHN & KATHY'E}'TJP-78-458 (HOD-l)/CERTIFIED CATEGORICAL EXEMPTION Application to modify original Planning Corrmission hours of operation to be ex- tended to 2: 00 a. m., seven days a week, on developed property located at 203 Linden Avenue in the C-2 Zone District. May 13 Staff Report presented. Applicant present; also representative Charlotte Ferrari. Applicant's representative requested deletion of 1 year review as requested by Police Department. Commission questioned correction of mechanical ventilation which is defective; also asked reason for year review. Staff noted that the mechanical ventilation would be checked by the Building Divi- sion. Sergeant Sullivan noted that this was an increase from two days per week of late closing to seven days per week and that the year review was requested due to the potential difficulties in that part of the domltown area which have been histori- cally documented. Staff supports the one year review. CITY OF SOlJTH SAN FRANCISm WALN(JT AVENUE PARKING rar Proposed on-street parking reconfiguration on Walnut Avenue between Grand Avenue and Miller Avenues in the C-2, Urban Core, Zone District. The Planning Commission Chairman directed that this item be tabled to the next meeting. PUBLIC HEARING ITEM: MR. R. MENNUCUCCI (HABITAT GROUP, INC.) /F.PD-79--l3/SA-79-63/NEGATlVE DECLARATION NO. 245 Application to construct a 36 unit condominium building on vacant property located on the west side of Blondin Way in the R-3 Zone District. (Referred back to Plan- ning Commission from City Council Meeting of May 7, 1980). Mr. Scopesi's letter, supporting the proposed condominium project, was read into the record. 11ay 13 Staff Report presented. Applicant representative present: David Van Atta, Attorney at Law - requested that project proceed; that Threshold Report be accepted and Negative Declaration accepted. Opponents: Lillian O'Rourke, 264 Country Club Drive, SSF Ronald Brown, 217 Country Club Drive, SSF Alan Siner, 229 Alta Vista Drive, SSF Adolph Corucini, 223 Country Club 11rive, SSF Some Commission members again expressed desire for scoped EIR; also questioned difference in sewer capacity reports. Staff noted that City Council expressed satisfaction with Environmental Issues addressed by Applicant; also noted that initial sewer report presented to Corrmis- sion was a preliminary one, later report was compiled with assistance' of consultant and with field tests completed. Attorney Van Atta noted, in response to opponents, that plenty of public input had occurred; that there was no connection with the Rotary Plaza rezoning; that the proposed buffer zone was not necessary; that the sewer capacity had been declared adequate, and also that the time elements for the initially proposed apartment project had been met. ( cont. ) Attorney Van Atta also noted, in conjunction with the following Commission motion, that a previous vote had been deadlocked at 3-:3, which indicated a denial and right to appeal to Council. Motion-Getz/Second-Hoyer: Recommend to City Council, at meeting of 5/21/80, that the Chairman of this Comnission and Corrrnissioner Getz go as representatives to make that request, that they still believe there are significant environmental questions unanswered and that they still beli~Je a scoped EIR in the three areas addressed - cumulative impact, adequacy of existing sanitary sewers, and the buffer zone alternatives - have not been adequately addressed and recoIYmend to Council that they agree that a scoped EIR to answer those questions is still needed. Questionj has arisen about minimum lot size (Country Club Park) with respect to animal population - i.e. 1 animal for 20,000 square feet. Request horses and cattle only (Country Club Park) - San Mateo County standards to be checked. Letter regarding Goldman property - set for June 10, 1980.
