April 1 Staff Report presented.
Applicant is not in attendance as is on emergency duty (Fireman).
Commissioners questioned size of trees to be planted for screening.
Condition was added stating there are to be two to three trees/15 gallon size.

Request to start construction of model complexes for Appian Village condominium
project.
April 1 Staff Report presented.
Applicant: Jim Casper - Representative for Broadmoor Homes
Requested permission to lay foundati.ons for remainder of buildings in
addition to models.
Commissioners questioned if laying foundations for two buildings would present any
legal problems.
City Engineer noted that parking should be provided on-site rather than depending on
street parking. He felt that this should be a eondition of approval for the project.
He noted that the model should not be opened before street improvements are concluded.
He questioned laying the two foundations before project fully approved.
Mr. Tronoff pointed out that by laying the full foundations, plumbing problems would
be prevented.
The Commissioners requested further information on the parking, noting that Appian
Way was to have no on-street parking.
The Comnission was informed that there were 11 spaces shown on the map to take care
of the traffic; remainder of the parking need wcmld be served by on-street parking.
Staff offered to work with the applicant and designate another area for overflow
parking.

The City Engineer stated that the improvement of Appian Way as shown on the Tentative
Map should be completed before the models are opened.
It was noted that there should be an added condition for a left turn stacking lane.
Motion-Bertucelli/Second-Martin; To waive Sections 10.25 and 13.01 of the City Sub-
division Ordinance to allow Broadmoor Homes developer to proceed with construction
of models subject to Findings/Conditions in Staff Report.
Unanimously approved - (Commissioner Getz present).

property located on the west side of Blondin Way' in the R-3 Zone District.
April 1 Staff Report presented. Applicant present.

Requested EIR as Planning Commission ordered.

Questioned status of rental project on same site.

Was opposed to EIR submitted by applicant. Stated it was not objective.
Requested Commission stay with original EIR requirement.

Questioned high density development next to low density area.

Proponent: M. Galligan, 1795 E. Camino Real, Millbrae
Still prefer condominiums to apartmEnts. Purpose of mini or scoped EIR
to address specific problems with project. Independent traffic consultant
did the survey presented to Planning Commission; has also done others
for City. City Staff can decide whether report is satisfactory.
Elaine Stevenson requested that complete EIR be prepared - should address rrore than
five areas of concern.
R. Brown noted that residents were not given co~~ of EIR.
Joy Ann Wendler, 321 Granada Drive - Questions traffic report submitted by applicant.
Commissioner Getz - Questioned whether information presented was sufficient. Also
questioned right of applicant to proceed on apartment project; concerned about sewer
capacity.
City Engineer R. Yee noted that certain correcti.ons were needed. This was indicated
on rn~,1 Hill report.
Applicant stated he will address corrections.
Commissioner Grimes - Questioned if improvements to be made to sewer system before
any new units are connected to lines.
COITrnissioner Getz - Questioned if applicant agreed with sewer report.
Commissioner Martin noted sanitary sewer situation has to be corrected before con-
struction begins on this project.
~Ar. Galligan noted developer willing to participate in correcting sewer deficiencies
to the extent of his contribution to problem.
Commissioner Getz noted that cumulative effect of project should be addressed by EIR.
Applicant feels that cumulative effect of projeet has been answered by existing and
proposed zoning.
Corrmissioner Hoyer stated that the Commission must exhaust every avenue to be sure
all questions are answered.
Commissioner Campredon noted that EIR was not required for apartment project on same
site.
Commissioner Grimes - Questioned impact of apartment project on surrounding area.
City Attorney discussed legal aspects. He noted that Commission may require EIR with
respect to apartments.
Commissioner Getz stated that EIR can be requested if significant impact found for
either apartments or condominiums. He did not accept limited information presented.

* Motion-Getz/Second-~1artin/Scoped EIR is still to be required. Applicant should be
directed to study sewage, cumulative impact of project, buffer zone transition, crime,
greenhouses, traffic, and off-street parking.
Commissioner Bertucelli questions if sewer lines were a problem when other projects
were approved in the area.
Mr. Galligan stated that Applicant is willing to correct sewer problem.
It was noted that the City now has a Sewer Master Plan which discloses many of the
problems discussed for this area and surrounding areas impacted - Master Plan was
new and should be followed.

Staff reported to the Commission that the illegal signs at South City Ford property
had been removed.
It was noted that meetings were being held to resolve the problems of storage and
parking at Valencia Brothers Wrecking Yard.
Mr. L. Poletti expressed his concern with the n"lusance problem at the Valencia
Wrecking Yard.
