UP-79-525, Use Permit application to construct fast food restaurant on vacant
property located on west side of Gellert Boulevard approximately 150 feet north
of Westborough Boulevard/C-l Zone District.
~1arch 11, 1980 Staff Report presented. Staff noted City Council desired to approve
UP-79-525 but desired Corrrrdssion to set conditions of approval. Staff would pre-
pare findings.
For Applicant: Mike Emmert, Real Estate Representative for McDonald's, stated
that conditions stated in Staff Report were acceptable to McDonald's.
Corrmission questioned contents of traffic survey and hours of operation of res-
taurant.
Motion-Campredon/Second-Bertucelli/To recommend to City Council conditions rec-
ommended in Staff Report of March 11, 19t80 if project is approved.

Larry Casey, 363 Forestview, South San Francisco, spoke in favor. He requested
that Use Permit be amended to include that use be reviewed in one year's time.
Applicant agreed to this condition.

findings and conditions contained in Staff Report; Unanimously approved.
REPORTS:
Director made Commissioners aware that appeal on the Rare Earth Final Subdivision
Map had to be postponed to the April 2, 1980 City Council meeting; the delay not
the fault of the Applicant. The approved Prel:iJminary Map will expire on April 10,
1980. To avoid legal problems in the event City Council delays decision beyond
the April 10 date, Director recoITmended Commission grant applicant six (6) months
extension (to October 10, 1980) to record Final Map for this subdivision.
Motion-Campredon/Second-Bertucelli/To extend recording date for SA-78-49 six months;
AYES: Bertucelli, Campredon, and Martin; NOES: Grimes and Getz; Abstain-
ing: Mantegani.
GENERAL PLAN STATUS REPORT
Draft text and maps partially completed.
EIR needed - would take up to 6 months - Energy Conservation concerns need to be
addressed - special study areas should be considered in more detail - outside
help needed on graphics. Consultant assistance needed to complete documents.
Commission questioned source for funds for special consultants.

Commission suggested Staff expedite request for consultant services to complete
General Plan.

Letter received fran Habitat requesting reconsideration of EIR requirement for
Habitat 36 unit condominium project on Blondin Way.
Staff advised Commission that EIR process could take up to six months.
Applicant requested opoortuni ty to submit technical information on areas of con-
cern.
Commission voted to set April [~ 1980 as public hearing date to reconsider BIR
requirement for this project.
ADDITIONAL GCDD AND WELFARE
Chairman Mantegani questioned how Design Review Board members are chosen.
Staff responded that applications are accepted :Erom public. CDmmission then
interviews and makes appointments.
Carmissioner Grimes noted space by California State Employment Service offices
building is in bad need 0:E cleaning of litter and weeds again; to be requested
to do so and to be put on notice that Use Permit is in jeopardy.
Mr. James Keegan requested information on whether there was a law that would
require an abandoned building, such as the gas station on Mission Road next to
the 7-11 store, to be torn down.
Staff will investigate.
Mr. Keegan requested that complete packets be provided at both libraries.
There being nothing further to consider under Good and Welfare, Chairman Mantegani
announced that the meeting was adjourned.
