AYES: Chairman Martin, Vice-Chairman Hoyer, Corrmissioners Bertucelli, Getz, Grimes and Terry. ABSTAIN: Corrmissioner Mantegani. ORAL COMr\1UNICATIONS Agenda Change: Item Number 6 on the Agenda was moved to the Consent Calendar as Item 3A. It was noted that the continuance for this project (Norman C. Hynding, UP-82-625) was to the meeting of November 16, 1982. CONSENT CALENDAR Ron Stabile, UP-82-630, Negative Declaration No. 371 A Use Permit application to permit the operation of automotive repair facility with landscaping and parking at 821 Cypress Avenue in the C-3 Heavy Corrmercial Zone District. Motion-Mantegani/Second Gr~es: To continue this application to the meeting of October 14, 1982 at the request of the applicant and based on information contained in the Staff Report. Unanimously approved. Joseph A. Perry, Jr., UP-82-627, Mitigated Negative Declaration No. 368 A Use Permit application to allow construction of a 12 story, 220 room hotel with supporting restaurant and meeting room facilities on a 1.65 acre site located at the southwest corner of San Mateo Avenue and Produce Avenue in the M-2 Industrial Zone District. Motion-Mantegani/Second Grimes: To continue this application to the meeting of October 14, 1982 at the request of the applicant and based on information contained in the Staff Report. Unanimously approved. - 4467 - September 9, 1982 CONSENT CALENDAR (Continued) R. & J. Filamor, UP-82-628 Use Permit to allow construction of a proposed patio enclosure at 2424 Wright Court in the P-C Planned Community Residential Zone District. Motion-Mantegani/Second Grimes: To continue this application to the meeting of October 14, 1982 at the request of the applicant and based on information contained in the Staff Report. Unanimously approved. Norman C. Hynding, UP-82-625, Negative Declaration No. 366 A Use Permit application to allow construction of two, two-story buildings containing offices, retail and storage uses with related parking and landscaping on vacant land at the northwest corner of South Spruce and Myrtle Avenues in the PCM Planned Corrrnercial and Limited Industrial Zone District. Motion-Mantegani/Second Grimes: To continue this application to the meeting of November 16, 1982 at the request of the applicant and based on information contained in the Staff Report. Unanimously approved. AGENDA ITEMS David & Joan Ford, DR-S-81-55 Appeal of Design Review Board and Department of Corrmunity Development determinations regarding the wall and freestanding signs for Shelley's Place Restaurant located at 909 Antionette Lane in the C-l Neighborhood Corrrnercial Zone District. September 9, 1982 Staff Report presented. Applicant not present. Motion-Grimes/Second Terry: To deny the appeal and direct the applicant to establish a new sign progrrum in accordance with the recommendation of the Design Review Board and Department of Community Development based on information contained in the Staff Report. Unanimously approved. Fiji Jamat, UP-81-590/Mod 1, Negative Declaration No. 369 Use Permit modification to allow for proposed living area and social hall expansion of the previously approved Mosque at 373 Alta Vista Drive. September 9, 1982 Staff Report presented. Applicant Present: Mohamed Hassin, President Speaking in Opposition of the Application: Mrs. M. Garcia 260 Conmur Mrs. Ernie Garcia 270 Conmur - 4468 - September 9, 1982 AGENDA ITEMS (Continued) The neighbors expressed concerns regarding noise, traffic and failure of the applicant to meet conditions previously imposed. They were concerned that the residence would be used by out of town members and questioned the enforceability of the special condition which shows 10 P.M. as the closing time. They noted that services have gone on later. Special Condition No. 5 was amended to read as follows: "5. Operation hours of the Mosque, including services and social activities, should not occur before 8 A.M. or after 10 P.M." Special Condition No. 11 was added as follows: "11. This modified Use Permit shall expire one (1) year from the date of issuance. This Use Permit shall, after review by the Planning Commission, be renewed if it has been determined that the applicant has complied with standard and special condit ions. 'I The Commission made the following additional finding: 1'6. The purpose of setting operation hours, under Special Condition 5, is because of the nature of the neighborhood and the inter- action between a Church having services and a neighborhood corrmunity. II The Chairman advised the neighbors to inform the Commission, in writing, if violations occurred. He also advised the applicant that all conditions must be adhered to as written. Motion-Getz/Second Bertucelli: To approve UP-81-590/Mod 1 and Negative Declaration No. 369, based on findings, including Finding No. 6 added above, and subject to all conditions, including modified Condition No. 5 and added Condition No. 11, contained in the Staff Report. AYES: Chairman Martin, Vice-Chairman Hoyer, Comnissioners Bertucelli, Getz and Grimes. NOES: Comnissioners Mantegani and Terry. City of South San Francisco Abandonment of a portion of the southwest side of Airport Boulevard, City of South San Francisco Street Right-of-Way (ROW), adjacent to the Southern Pacific Railroad overpass. September 9, 1982 Staff Report presented. Motion-Getz/Second Hoyer: To adopt the Resolution recommending that the City Council vacate a portion of city street right-of-way along Airport Boulevard, adjacent to and northwest of Southern Pacific Railroad tracks based on information contained in the Resolution. Unanimously approved. - 4469 - September 9, 1982 ITEMS FROM THE COMMISSION Commissioner Getz felt that the letterreceived from BART on the Chestnut Avenue station (re General Plan) implied we wanted to have a Chestnut Avenue Station. Mr. Dell'Angela stated he would clarify this with BART. Commissioner Getz questioned the Use Permit being considered by Colma for expansion of a sandpi t and removal of farm land. He felt the project might be visible from Hillside Boulevard and wanted to know if the EIR was circulated. ,Mr. Dell' Angela advised that the application is for excavation on the north side of Hillside Boulevard, (1500' west of Evergreen.) Property is owned by the Holy Cross Cemetery. The EIR has been reviewed. Staff has expressed concerns. The Council will consider the EIR at their next meeting. Colma will act during the week of September 20th. Commissioner Getz asked the Department of Community Development to inform Council that the Commission is concerned. Commissioner Grimes commented on the junk that has been dumped across the street from the Pacific Telephone Company on Huntington Ave. He was advised that the South San Francisco Scavenger Company would pick it up if requested to do so. Commissioner Bertucelli asked about the new paint job on the South San Francisco Lumber Company with the trees painted on it. He wanted to know who approved this. Chairman Martin reminded Commission of the Joint Meeting with the San Mateo County Planning Commission on South Slope (Terrabay) on September 22, 1982. ITEMS FROM THE PUBLIC;, Doris Agee 819 Ridge Court Ms. Agee asked about the policy regarding window signs. Mr. Dell'Angela advised Ms. Agee that he would get an answer and put this on the agenda for the joint Design"Review Board/Planning Commission meeting. Adjournment: 8:45 P.M. ~.:::.
