HomeMy WebLinkAboutMinutes 07/29/1982 MINUTES July 29, 1982 Special Meeting of the South San Francisco Planning Commission PLACE: MUNICIPAL SERVICES BUILDING, 33 Arroyo Drive, South San Francisco MEMBERS PRESENT: Chairman Martin, Vice-Chairman Hoyer, Commissioners Bertucelli, Getz, Grimes, Mantegani and Terry ALSO PRESENT: Community Development Staff Louis Dell 'Angela Daniel B. Ron Petrocchi Fred Lagmarsino Jake Wittwer Planning Consultant Neal Martin Staff presented the General Plan Members from the public spoke as follows: Joel M. Valencia 408 Lux Avenue He objected the use of the term "junk yard" and opposed the phasing out of these types of businesses. He proposed that these business be upgraded and required changes be made. Corrmissioner Getz commented that the citations have been continually issued to the businesses in question and there has been no improvement. Mr. Valencia resonded by stating there were plans for improvement. Tony Valencia 408 Larch Avenue (Owner BV Auto Salvage) He objected to the comment that this property was depreciating the value of property in the area and said that property in this area is worth 10 times more than when he purchased it. Also, EIR did not show that his property was in the flood zone. The property was under 3' of water last year. Douglas Butler 133 Adrian Avenue He commended the General Plan policies on the removal of signs, card rooms, entertain- ment establishments and maintaining California Golf Club and Juncus Ravine as permanent open space. He questioned the effect of reducing rear yard setbacks on neighoring properties. He felt that open space should be retained on Belle Air Island and at the Healy Tibbetts & McLellan Nursery sites. He also commented that one-half of the Marina is now proposed to be planned corrmercial. Mr. Butler wanted to know how the City compares with national standards for Open Space. He also commented that the open space on the south slope was too steep for recreational use. He stated his concern about high rise buildings located east of the Bayshore Freeway and suggested a limit on the height of buildings. - 4457 - July 29, 1982 PUBLIC COMMENTS (Continued) Margaret Warren 790 Stonegate Ms. Warren commented that much of the open space shown on the plan is not useable. The California Golf Course is shown as open space on the Plan but it is not use- able unless you play golf. She was against designating the McLellan Nursery as Medium Density Residential and felt this land should be left in agriculture/ hori cultural use. Ms. Warren also commented on Transportation System in our City and suggested additional bus service into the industrial park area. Mrs. Roderick McLellan Devon McLellan Heck Sandra McLellan Heck 1450 El Camino Real Mrs. McLellan stated that it was their intent to keep the nursery open for tours. Mr. Dell'Angela responded that the designation of this Nursery to Medium Density Residential in the General Plan was only in the event that the Nursery was eventually sold and annexed into the City. Mr. McLellan Heck questioned the procedure for annexing the Nursery to the City and what, if any, the tax implications would be. Sandra McLellan Heck asked what gave the Planning Commission the right to determine zoning changes. She also wanted to know what the term amortizing signs meant. The Commission asked the McLellans what land use designation they wanted their property to have on the Plan. The McLellan's were not sure at this time but would let the Commission know. Tom Vlasic 3240 Alpine Road Portola Valley (Representing Michael Callan) Mr. Vlasic advised the Commission that he was reserving the right to make more detailed comments. He said that the definition of units per "net acre" was difficult to understand. He asked if an underground parking garage would be counted in the proposed 3 story height limit. ~Mr. Dell'Angela responded that under- ground parking is not counted in 3 story'. He questioned "low and moderate" income restriction on the Carter Drive properties and wondered why this site was singled out for this restriction. Paul Tracy 314 Tamarack Lane (SSF Historical Society) He asked the City to try to save Magnolia School because of its colorful history in South San Francisco. - 4458 - July 29, 1982 PUBLIC COMMENTS (Continued) Robert Reid 625 Newman Drive He stated his concern about existing storm water drainage problems near his business at the southwest corner of East Grand Ave/Harbor Way and after the Gateway is built. Commissioner Mantegani pointed out that the flooding area is very minimal on the flood map. 'Mr. Dell'Angela stated that we use the Federal Government floodplain map and Staff will discuss it with the City Engineer to see if the map needs modification.' Albert Piccetti, San Francisco Sausage 493 Forbes Blvd. Mr. Piccetti questioned the term meat processing plant and what effect not allowing meat processing plants would have on his Company at 493 Forbes Blvd. Mr. Dell I Angela responded that it would have no effect on existing companies. Robert D. Miller 29 Como St., Daly City (Owner DonIs Auto Wreckers) Mr. Miller wondered how the City could phase out auto wrecker businesses without a lawsuit. He stated he took swamp land and paved it and takes care of removing cars from the streets at theCity's request. John McIntee, Executive Dir. Auto Dismantlers Assn Mr. McIntee commented that the date of the meeting as published in the Enterprise Journal was incorrect and he had made a trip for the meeting on the 28th of July. Chairman Martin stated that the Public Hearing would be continued to August 26, 1982. Commission concurred.
