Yee Pledge of Allegiance APPROVAL OF MINUTES: Motion-Grimes/Second Mantegani: To approve the minutes of the March 11, 1982 Meeting as presented. Approved by unanimous voice vote. ORAL COMMUNICATIONS Commissioner Grimes mentioned the Olympic Station on So. Airport Boulevard. It seems to him there is a new advertising sign on it every time he passes by. Corrmissioner Grimes wished to know who was approving these signs. Mr . Gorny will check into this. Commissioner Terry expressed concerns about all the signs in the City which are visible when driving along the Bayshore Highway. He feels that someone should take some action on these signs. In particular, the Accutune Sign was mentioned. This particular sign was approved by the Design Review Board without referral to the Planning Corrmnission. Mr. Dell'Angela stated that a report would be furnished the Commission by the next meeting. CONSENT CALENDAR Budget Rent-A-Car, PM-80-185 Time extension request on partially developed property on the northeast corner of South Airport Boulevard and Bayshore Freeway (Highway 101). Goldredo Dini, RPD-80-17 One year time extension to begin construction of a 14 unit condominiunl building located at 512 and 514 Grand Avenue in the R-3 Zone. Thomas Belvini, RPD-81-22 and V-81-239 Request for a one year time extension to construct a second single family dwelling at 610 Grand Avenue. - 4436 - April 8, 1982 CONSENT CALENDAR (Continued) The above items were read into the record. Motion-Grimes/Second Hoyer: To approve all items on the consent calendar in accordance with Staff recomnendations. Approved by unanimous voice vote. AGENDA ADDITION Mr. Dell'Angela requested that Item 6C be added to Items from Staff to discuss Amusement Device Ordinance and some zoning ruffiendments related thereto. Commission concurred with the addition. AGENDA ITEMS Mese Hsin Tung Yang Food Co., UP-81-607 Use Permit to establish a meat processing plant in an existing building at 405 South Airport Boulevard. April 8, 1982 Staff Report presented. Mbtion-Bertucelli/Second Hoyer: To continue this item to the meeting of May 13, 1982 at the applicant's request and based on information contained in the Staff Report. Unanimously approved. Kirk D. Lassiter, UP-81-609 Reconsideration of a Use Permit to establish an auto repair, auto body shop and paint priming facility located in an existing building at 612 Cypress Avenue. April 8, 1982 Staff Report presented. Applicant Present: Kirk D. Lassiter 3621 Sunset Drive San Bruno Speaking in Behalf of the Applicant: William Webb 617 Cypress Avenue Mr. Lassiter agreed to all special conditions of approval. He presented the Comnission with a lease he had obtained for a period of 3 years (with a 3 year option to renew) to provide 4 parking spaces for his customers. Mr. Webb, an adjacent home owner, advised the Commission that Mr. Lassiter had cleaned the area up and has also kept the area clear of parked cars. He felt there was an improvement in the appearance of the business since Mr. Lassiter had taken it over. The Commission discussed the appropriateness of the use and expressed their concerns about a use as intensive as this on this particular site. The general feeling was that with appropriate mitigation measures set ;'forth in the conditions of approval and with a one year review for the parking situation, the use could be permitted. However, at Commissioner Getz's suggestion an alternative motion was presented in the event that the City Council found that the use was not appropriate. April 8, 1982 AGENDA ITEMS (Continued) First Motion-Getz/Second Hoyer: To approve the Use Permit for a 3 year period, with a one year review for the parking, subject to all special and departmental and standard conditions of approval. AYES: Corrmissioner Terry, Corrmissioner Grimes, Commdssioner Getz, Commdssioner Bertucelli, Vice-Chairman Hoyer, Chairman Martin. NOES: Corrmissioner Mantegani. Second Motion-Getz/Second Hoyer: That if the City Council feels the use is not appropriate, UP-81-609 should be denied. Approved by unanimous voice vote. Shrumiana, Inc., UP-81-605 Use Permit to establish a manufacturing firm for upholstered forum furniture and decorative pillows in an existing structure at 523 Mayfair Avenue in the P-C-M Planned Commercial Light Industrial Zone District. This application was withdrawn by the applicant. No action necessary. Howard Waugh, UP-82-616 Use Permit to construct a storage area addition to an existing dwelling at 3700 Palos Verdes Way in the P-C Planned Community Zone District. April 8, 1982 Staff Report presented. Applicant Present: Howard Waugh 3700 Palos Verdes Motion-Hoyer/Second Terry: To approve UP-82-616 based on findings and subject to all conditions contained in the Staff Report. Unanimously approved. ITEMS FROM STAFF Commission/City Council Study Session A discussion was held on items which Shouldbe discussed at the April 14, 1982 joint City Council/Planning Commission study session. Commission and Staff agreed to limit the items for discussion to five. Westbourough/Gellert Boulevard Traffic Improvement Proposals Mr. Yee discussed the proposals. He advised the Commission that he had been unable to make any progress on the subject. The Westborough Square property owner is out of the country. He had a meeting scheduled for the following Wednesday with the owner and some of his tenants. The Commission set May 27th as a public hearing date to discuss this issue. Mr. Yee recommended that the Commission also bring this matter up at the joint Planning Commission/City Council Meeting. Coin Operated Amusement Devices Mr. Dell'Angela discussed the proposed zoning amendment with the Corrmission. The Corrmission concurred with Staff's recommendation that an arcade should be defined as five or more machines and that arcades should be restricted to the April 8, 1982 ITEMS FROM STAFF (Continued) C-l Zone. A public hearing date on this Ordinance was set for May 13, 1982. ITEMS FROM CDMMISSION Vice-Chairman Hoyer advised the Commission of the letter Mr. Gorny sent to the Santo Christo Hall regarding repaving of the parking lot. Mr. C'JOrny advised the Commission that, to date, he had had no response to the letter and was unable to reach anyone by telephone . He further advised the Commission that he will continue to pursue this matter. Commissioner Mantegani referred to the letter that Mr. Gorny sent the property owner regarding the fence that had been built around two automobiles at the intersection of Hickey Blvd. and El Camino Real. Mr. Gorny advised the Commission that the fence and automobiles will be removed by the end of April. Commissioner Grimes called to Mr. Yee's attention the damage done by the recent s'torm at the Treasury store site. Adjournment: 9:45 P.M.
