APPROVAL OF MINUrES: Comnissioner Getz requested that the minutes of the
January 14, 1982 minutes, page 4418 be changed as follows: "Cam1issioner
Getz stepped. down and abstained from action on the next 2 Items." The minutes
were corrected accordingly. ~10tion-Bertucelli/Second Getz: To approve the
minutes of January 14, 1982 as amended above. UnanirrDusly approved.

Rich Diodati, UP-82-612 and Mitigated. Negative Declaration No. 350
A Use Permit to construct two, 5-story office buildings with related parking
and landscaping on the easterly 23 acre portion of the fO:mler Healy Tibbetts
site located at the easterly terminus of Oyster Point Boulevard, northwesterly
of the Oyster Point Marina in the M-2 Zone.

AGENDA ITEMS (Continued)
The applicant's Traffic Engineer gave a brief presentation about project-related
traffic and parking. The applicant's Architect requested a change in Special
Condition No. la. With the concurrence by Staff, the condition was changed to
read: "la. Additional landscape strips shall be provided in the parking lots
subj ect to approval of the Department of Community Development.'!
~tt. Diodati opposed Special Condition Id. regarding a twenty (20) foot wide
berm area. He said proposed Building Cwould have to be shifted into BCDC
jurisdiction. Staff advised the Commission that the building could be reduced
in size rather than shifted. Staff added that if this condition became
unrealistic or impossible to meet, it could be changed. The Commission agreed
to retain Special Condition Id as written.
The applicant questioned Police Department Condition H. Sergeant Haskin
recorrmended that the last part of this condition be modified by the Ccmnission.
Sergeant Haskin stated he had not received a copy of the final plans when this
Condition was tmposed.
There was a discussion with the City Engineer regarding stop signs in the
area of building A and the new roadway into the ~~arina. 1tt. Yee advised that
he couldn't agree to a stop sign anywhere at this time. I t was too premature.
At the request of the City Rngineer, an additional Special Condition, No.8
was added as follows: "No on street parking shall be allowed along both sides
of Oyster Point Boulevard and it's extension into the project from Building A
to the east end of the overall site."
Motion Grimes/Second Bertucelli: To approve UP-82-612 based on findings and
subject to conditions contained in the Staff Report including above added and
amended conditions. Unanimously approved.
ITEMS FROM STAFF
Philip Gorny reported his findings to the Commission on the noise at the
Oroweat Ba."kery and the lack of public parking at the Huntington Office of
Pacific Telephone. He advised the Carrnission that he would continue to follow-
up on these two problems.
ITEMS FROM THE CDMMISSION
Corrmissioner Mantegani mentioned the shed that had been built on El Camino
Real near Hickey Blvd. He wanted to find out what it was doing there and who
owned it. ~tt. Gorny said he would check into the matter.
