ORAL COMMUNICATIONS Mr. Lou Dell'Angela, Principal, Environmental Development Group, 400 Oyster Point Boulevard, South San Francisco, appeared representing the developers for the Mirassou project, northwest corner of Noor Avenue and El Camino Real. He asked that the public hearing for the Use Permit and Negative Declaration P for the Mirassou project (Century Plaza/office and retail at Noor Avenue and EI Camino Real) be set for August 8, 1985. The Director felt that the Commission should be presented with an acceptable design before the Use Permit is heard, which would follow the pending Design Review appeal. Commissioners Agee and Wendler acknowledged that the Planning Commission relies on the Design Review Board's expertise for good design in order to act properly on the Use Permit. Commissioner Getz felt that, if the applicant chooses to risk that the Com- mission might oppose the project due to an unacceptable design, the Commission could grant the request to hear the two items at the same meeting. Staff made the point that there is a procedure for appeals to Design Review Board findings which the applicant has chosen to take. Fred Morek, representing the Mirassou Enterprises, addressed the Corrmission stating that the developers would be willing to work with staff prior to the August 8 meeting to resolve the design problems and would rescind the request for appeal so that the Use Permit could come before the Commission in August. After further discussion and upon conferring with the Assistant City Attorney, the following motion was made: Motion-Getz/Second-Agee: Pursuant to the representations of Century Plaza Development that they are withdrawing their appeal of the Design Review Board findings, the Use Permit be set for the August 8th agenda. Unanimously approved. AGENDA ITEMS (PUBLIC HEARINGS) The Price Company ( City of South San Francisco, Owner) UP-85-729 Negative Declaration No. 509 Use Permit to construct a 109,840 square foot commercial building and tire center with related parking, sign, and landscaping at 451 South Airport Boule- vard in the M-2, Heavy Industrial Zone District. June 27, 1985 Staff Report presented. Applicant's Representative Present: Lois Miller 2657 Ariane Drive San Diego, CA Applicant's Architect Present: Michael R. Cabak 1089 O'Brien Drive Menlo Park, CA The Commission was assured that adequate "cart" personnel is hired to make constant sweeps of the site collecting carts and debris. It is also their duty to collect debris which may have settled in landscaped areas and planted medians. In answer to the Commission's query concerning cart collection spots, Ms. Miller stated that the Company has found that such areas are largely ignored, and it works better for their operation to use the cart personnel. Sweepers are also used on the lot morning and evening. There was also a discussion of the cyclone fencing at the site since such fencing has been discouraged and the use of more decorative fencing requested on other projects. It was noted that the fencing is around the auto site only, not around the entire project, and is considered the best for that particular use. Speaking with Concern: Robert Leech 435 South Airport Blvd San Francisco, CA 1~. Leech had some questions concerning landscaping and the reason for the cyclone fencing, as apposed to a solid masonry fence. Staff anwered Mr. Leech on the landscaping noting that there was 12.4% coverage within the boundaries of the site not including the frontage on South Airport Boulevard. Additional landscaping had been added at the back of the site and on the northern peninsula at the request of Staff. Staff also stated that prior fencing requirements related to a prior applica- tion under different circumstances where the use and security to the site were involved. The Commission generally felt that the project was a desirable one and that the mitigation measures presented in the Special Conditions would address all the issues. 1/1C.'=!_ AGENDA ITEMS (PUBLIC HEARINGS) Continued June 27, 1985 Motion-Getz/Second-Boblitt: To approve Use Permit UP-85-729 and Negative Declaration No. 509 subject to all conditions and findings contained in the Staff Report with the following modifications to Conditions No. 4 and 10: "4. The fencing required by the Police Department in the memorandum dated June 17, 1985, shall consist of 6' high cyclone fencing with wooden slats and shall be maintained." "10. The site shall be kept free from debris at all times and monitored on a twice daily basis, once in the morning and once in the after- noon or evening. Carts shall be collected continually and suffi- cient personnel employed to accomplish same.' I Unanimously approved. Review of the 1985-86 Capital Improvement Program for consistency with the General Plan The 1985-86 Capital Improvement Program was presented to the Commission by City Engineer Robert Yee. 1rr. Yee explained various project priorities and monies required to accomplish. Motion-Getz/Second-Boblitt: To adopt Resolution No. 2361 determining that the proposed 1985-86 Capital Improvement Programs are consistent with the City's General Plan. Unanimously adopted. Items from Staff The Director presented an oral invitation to the members of the Commission for a champagne reception presented by the Syufy Theatre group at the site of their new development on Noor Avenue and Huntington Avenue. This reception is by invitation only and was extended by the Syufy Theatre staff personnel. Items from the Commission Commissioner Agee requested that 1rr. Yee investigate the truck traffic on Hillside Boulevard, apparently from developments nearby. Acting Chair Wendler was concerned that her integrity had been questioned recently wllen she advised an applicant of the right and procedure for the appeal process in matters brought before the Commission. She presented a statement noting her concerns and the fact that she would continue to make the public aware of the avenues open to them in the event of a question regarding a Commission decision.
