PLEDGE OF ALLEGIANCE
APPROVAL OF MINUTES: Motion-Grimes/Second Terry: To approve the minutes of Hay 31,
and June 14, 1984 as presented. Approved by unanimous voice vote with Commissioner
Hoyer abstaining from voting on the June 14 minutes and Comrr.dssioner Martin abstaining
from voting on both minutes.
CHAIRMAN COMMENTS
Chairman Getz noted that the meeting of the Planning Commission Subcommittee and the
Parking Place Commission held at 6:30 p.m. this evening was productive. The areas
of concern expressed by the Parking Place Commission were: 1) Emphasize to the City
Council the need for a shuttle bus from the east side of the Bayshore Freeway to the
downtown area during the hours of II a.m. - 3 p.m. 2) Since merchants and employees
are parking along Grand Avenue, meter prices and fines should be raised in this area.
AGENDA ITEMS
City of South San Francisco, ZA-84-28, Negative Declaration No. 450
Ordinance arrending subsection 20.52.070C of the South San Francisco Municipal Code
and subsection 4.131(c) of Ordinance No. 353, as amended, and adding subsection
20.52.070D (Parking "In Lieu" Fees).
June 28, 1984 Staff Report presented.
The Commission discussed the Parking Place Commission's request to amend Section 2.D.
(8)(b) of the Ordinance regarding parking permits. The City Attorney stated that he
will prepare an amendment to the draft Ordinance.
Commissioner Martin stated that the proposed $4,000.00 "in lieu" fee was too high.
He also noted that the "in lieu" fee system would not work as it does not address
the deficiency of parking spaces in the downtown. He indicated that he would be able
to support the Ordinance if the "in lieu" amount was lowered.
The Director of Community Development advised the Commission that the City Council
would set the amount of the fee.

A discussion was held as to how the "in lieu" fee money would be used. Staff indicated
that the money would be placed into a general fund and the money used for a shuttle
bus system or a parking lot or structure. It was the concensus of the Commission
that the Ordinance should specify how the money would be used. City Attorney Rogers
stated that he had no objection to amending the Ordinance to include this recommendation
of the Planning Comission. He requested that this item be continued for one month.
The Director of Community Development advised the Commission that they could make a
separate motion with regard to the amount of the fee and that Staff would present
this recommendation to the City Council.
Motion-Mantegani/Second Martin: To continue ZA-84-28 and Negative Declaration No.
450 to the meeting of July 26, 1984 to allow time for the City Attorney to present
an amended Ordinance. Unanimously approved by voice vote.

Commissioner Grimes asked Mr. Yee about the alignment of the easement for the newly
installed 72" storm drain. J\.tr. Yee indicated that this project would have no adverse
effect on the storm drain.
Motion-Grimes/Second Terry: To approve PM-84-217 based on findings and subject to
all conditions contained in the Staff Report. Unanimously approved.
Macy's California, UP-78-432 (Modification)
Deletion of requirement to hold "Quarterly Retail Sales" in accordance with Special
Condition No. 3 of Use Permit UP-78-432 for the Macy's Distribution Center at 1556
EI Camino Real.

The applicant's representative stated that he had no objection to the recommended
30-day continuance. Corrmissioner Grimes noted that 20 to 40 semi trailers are parked
on the Macy's parking lot. Chairman Getz indicated that this appeared to be an enfor-
cement problem. Staff indicated that they will check into this.
Motion-Martin/Second Mantegani: To continue UP-78-432 (Modification) to the meeting
of July 26, 1984. Unanimously approved by voice vote.

City of South San Francisco, ZA-84~29, Negative Declaration No. 453
An Ordinance adding Section 20.18.115 and Subsection 20.66.045D to the South San
Francisco Municipal Code regarding dinner house restaurants in the PCl1 Zone District.
June 28, 1984 Staff Report presented.
Motion-Grimes/Second Mantegani: To adopt the resolution recommending that the City
Council approve Negative Declaration No. 453 and add Section 20.18.115 and Subsection
20.66.045D to the South San Francisco Municipal Code. Unanimously approved.
The Good Guys/Weekend Sales Review, UP-83-672
June 28, 1984 Staff Report presented.
Sgt Petrocchi advised the Commission that the Police Department conditions require
that Police Reserve Officers be hired to direct traffic during weekend sales. He
stated that during the June sale, the applicant was unable to staff with Police
Reserves. Sgt Petrocchi stated that if Police Reserves cannot work, Police Department
technicians should be hired and they should be paid at time and a half.
The Commission advised the applicant to refrain from temporary advertising during the
sales periods unless prior approval is granted by the City.
After review of the sales, in accordance with Special Condition No. 10 of the Use
Permit, no action was deemed necessary.
Staff advised the Commission that the applicant would be appearing before the Commission
at the July 27, 1984 Meeting to request a Use Permit modification.
Items from Staff
Director Dell'Angela stated that the City Council had approved the General Plan at
their June 27, 1984 meeting. He further indicated that the Zoning Ordinance would now
need to be rewritten.
Mr. Dell'Angela stated that Staff was approached by an individual about establishing
a day care center at 58 South Linden Avenue. He asked for a Commission concensus
about such a project. The Commission indicated that they had concerns about traffic
and the health of the children in this area. They stated that these items, as well
as other items of concern, should be fully addressed prior to a Use Permit submittal.
Items from the Commission
Commissioner Mantegani asked if "La Tapatia" had a business license to operate for a
24-hours period. Staff will check into this and advise the Commission.
Commissioner Grimes asked if the Commission's recommendation to have a noise mitiga-
tion measure for businesses which operate near residential areas had been included in
the newly adopted General Plan. Senior Planner Christians indicated that such a
noise mitigation measure had been included as a separate policy.
Chairman Getz advised the Commission that Assistant City Attorney Katz was now back
on duty but thatCi ty Attorney Rogers indicated that he would continue to attend the
Planning Commission Meetings. Chairman Getz requested that Staff prepare a resolution
of appreciation for Ms. Katz for her prior work with the Commission.

Commissioner Hoyer stated that Commissioner Bertucelli had advised him that he had
resigned his position on the Commission. Staff will have a plaque and resolution
prepared and invite Commissioner Bertucelli to a future meeting for a presentation of
same.
