Tentative Parcel Map to create four parcels of 1.9 acres, 3.7 acres,
5.4 acres, and 2.1 acres from an existing 13.1 acre parcel at 160
South Linden Avenue in the M-l Industrial Zone District.

Discussion ensue~concerning a Building Division condition requlrlng
'all building permits and construction to be completed before the maps'
recordation. This condition was amended for clarification.
Motion-Hoyer/Second - Vice Chair Wendler: To approve PM-85-237 and
Negative Declaration NO. 527 based on the findings and subject to all
conditions contained in the staff report and including the recommendations
from the Fire Marchal's Office in their memorandum dated 10-24-85:
"1. Check and test the sprinkler system.
2. Check all fire doors. "
and the following amendment to condition No. 50f Exhibit C.
5. A building permit and all necessary construction shall be completed
and approved prior to 'the recording of the final map; with regard to
the line dividing Parcels 1 and 2, a twenty (20) foot open space ease-
ment on the north side of Parcel 1 that runs with the land may be
recorded as an alternative.
Unanimously approved by roll call vote.
HENAN OOMINGUEZ, SA-83-82
Request for one (1) year extension of time for Tentative Subdivision Map
SA-8~82 for a 17 lot residential condominium project with common open
space on 4.4 acres north of the northerly terminus of Eucalyptus Avenue
and southeasterly of Stonegate Drive in the Planning Commission Planned
Community Zone District.
The Commissioners were concerned that the applicant was not present. They
also thought the neighbors should have been notified as they had been greatly
concerned when the project was originally approved.
Motion-Getz/Second- Vice Chair Wendler: To continue SA-83-82 to the
November 14, 1985 Planning Commission meeting in order to notify neighbor-
ing property owners and to request that the applicant be present to answer
questions. Unanimously approved by roll call vote.
Chairman Terry Introduced Mr. Louis Dell'Angela from the audience who gave
a brief presentation about the "New" Chamber of Commerce.
WORKSHOP SESSION
"Planning CorrmissionDraft t, 'of the Revised.. Zoning' Ordinance
The Planning Division presented four key issues from the draft Revised
Zoning Ordinance for Comrrrrssion Discusssion. These issues were senior
citizen housing, residential uses in other than residential zoning districts.
Industrial uses, and uses in vacant schools.

SENIOR HOUSING
The concensus of the Planning Commission was that parking for senior
housing should not be based on income as there is no evidence to support
a correlation between income levels and ownership of cars. They suggested
a parking ratio of one and one quarter spaces per unit.
The Commission also expressed concern with having certain zones for seniors.
They believed this would isolate seniors from the community. They preferred
the alternative ofa senior citizen overlay zone as described by Staff.
Chairman Terry interrupted the discussion to entertain a request from a
representative of Public Storage concerning the "Research and Development"
designation in the Use Permit issued to their site at 120-180 Produce Avenue/

Ms. Zacharin explained that Public Storage has been unable to find suff-
icient "Research and Development" tenants and want to know what they can
do to change the desigant ion.
The Commissioners responded that Public Storage would have to modify their
permit for any desired changes/
Discussion of the Proposed Zoning Ordinance resumed.
Residential Uses in Other than Residential Zoning Districts
The Commissioners were generally opposed to allowing residential develop-
ment in areas designated as open space. They suggested open space uses
be limited to thise such as agriculture, green houses, and outdoor rec-
reation.
Industrial Uses
Mr. Louis Dell'Angela requested that the Commission not discuss policies
related to storage in Industrial Zones as he had an appeal pending on
this issue which the Commission will be hearing at their November 14, 1985
meeting.
Uses In Vacant Schools
The Commission felt that they must continue to restrict uses in vacant
schools to protect the surrounding neighborhoods. They also supported
the idea of requiring a master Use Permit for each.school in order to
treat the school developments equally with other developments within the
City.
Staff asked the Commission for zoning issues to discuss at upcoming meetings.
The main items the Commission wanted discussed were the definitions, use

classific.ation and sign sections, and the residential density des-
ignators.

Vice - Chair Wendler requested that the Planning Staff keep the Commission
informed about Planning Commission decisions which have been appealed'to
the City Coucil.
