Applicant agreed to all the findings and special conditions with
the exception of the Fire Department's request for a storage
cabinet for flammable chemicals. After talking with the Fire
Department and writing them a letter it was agreed that the
cabinet was not required as these chemicals are not flammable.

Focus would be in operation; the safety of the other tenants at

Commissioners wanted a better explanation of the club's
operations. Commissioner Boblitt suggested that a six month
trial period be set up with a reevaluation at the end of that
period looking particularly at the hours of operation and any
adverse impact on the neighborhood. Planning Aide Susy Kalkin
said that Special Condition No. 7 could be amended as follows:
Special Condition No. 7 - This permit shall be subject to
review by the Planning Commission in six (6) months.
Motion-Martin/Second Boblitt: To approve UP-85-747 subject to
all conditions, including the above amended Special Condition
contained in the Staff Report. Unanimously approved by roll call
vote.

Ms. Oesterreich spoke regarding the quality homes Citation Homes
has been building the past 35 years and that their concept of
zero-lot land homes maximizes the use of a lot. She expressed
her concern regarding staffs'negative comments on this project
and wanted to meet with the Planning Commission for some
direction as to where this project should be headed.
Mr. Dell'Angela added that the concept is compatible with the
surrounding area, is sensitive to the general plan, and its
density is reasonable.
Mr. Walters reported the traffic impact on the surrounding
neighborhood would be up 20% on Miller Avenue from the existing
volume, 5% on Chestnut Avenue and 1% impact at Grand Avenue.
Approximately sixty trips during the peak hours would be recorded
on Laurel Avenue.
Speaking in opposition to the Project:

Mr. Hynding's main concern was the traffic impact along Laurel
Avenue and the possible use of Tamarack Lane during the peak
hours.
A letter in opposition from JoAnn Pagnac, 837 Miller Avenue, was
read into the record.
Commissioners expressed their displeasure with staffs' submission
of this item for a Planning Commission hearing inasmuch as the
application was incomplete.
Ms. Oesterreich repeated that Citation Homes was only looking for
a direction from the Commission and that her main interest was to
see how the commission felt about a private v. public street.
Commissioner Agee opposed a private street since there didn't
appear to be a structure set up to deal with parked cars or
landscape maintenance. Commissioner Getz stated his support with
staff on the issue of public streets and stated there was no
justification for private streets and that they create headaches.
Commissioner Martin advised the applicant to meet with staff
again to clear up any problems before this project comes back
before the commission.
Motion-Getz/Second Hoyer: To continue UP-85-744 and Negative
Declaration No. 528 off calendar. Unanimously approved by roll
call vote.

Chair Wendler suggested that Special Condition No. 1 be clarified
as follows:
1. The applicant shall purchase a parking permit for each
employee from the City's Finance Division. If the
permits are not purchased during any month this Parking
Exemption is void and the use shall be terminated.
Motion-Getz/Second Hoyer: To approve PE-86-2 subject to all
conditions (including clarification of Special Condition No.1 and
the addition of Special Condition No.5) and findings contained in
the Staff Report. Unanimously approved by roll call vote.

Use Permit Modification application of La Quinta Motor Inns, Inc.
of Use Permit UP-85-733 to allow architectural modification
consisting of a bell tower with wall mounted identification
signage, and a monument identification sign at the project
entrance at 20 Airport Boulevard in the M-2 Heavy Industrial Zone
District in accordance with Chapter 20.80 of the South San
Francisco Municipal Code.

Mr. Vandenbosh was in agreement with the conditions but requested
to meet with staff and discuss the placement of the sign on the
front and side of the building.
Commissioner Terry inquired about the Mosler Safe sign that is
still standing at the project site. Mr. Vandenbosh informed the
Commission that there had been a misunderstanding with the
demolition contractor who neglected to tear it down, but removal
is forthcoming.

conditions and findings in the Staff Report. AYES: Vice Chair
Boblitt, Commissioners Agee, Getz, Hoyer and Terry. NOES: Chair

Use Permit application of Rogers Trucking and an environmental
determination of same to allow establishment of truck parking,
offices, vehicle repair and equipment storage at 54 Tanforan
Avenue in the M-1 Industrial Zone District in accordance with
Section 20.40.030 B of the South San Francisco Municipal Code and
Ordinance 962, as extended.

Mr. Dell'Angela appreciated staff's support but asked the
Commission to consider amending special conditions 3, 4, 5, 7, 8
and 9. He asked for a reduction in the amount of landscaping, to
leave the on-site parking as is, and to work with Planning
Division staff on sign approval. Mr. Dell'Angela also requested
that the City Engineer's memo be amended to allow wood dividers
instead of concrete curbs in the rear area of the lot.
The Commission agreed that there should not be any reduction in
landscaping. Director Smith advised the Commission that Special
Condition No. 10 be added as follows:
10. The applicant shall provide evidence of a two-year
landscape maintenance contract.
The Commission agreed to the applicant's request to substitute
heavy timbers for the concrete curb in the rear of the lot and
added Special Condition No. 11 as follows:
11. Regarding item II.C of the City Engineer's special
conditions, the Planning Commission approved wooden
wheel stops only at the rear (northerly end) of the
site.
The Commission agreed that all other special conditions shall
remain as written.
Motion-Getz/Second Agee: To approve UP-86-764 and Negative
Declaration No. 555 subject to the conditions (including the
addition of Special Conditions 10 and 11) and findings contained
in the Staff Report. Unanimously approved by roll call vote.

Public Hearing for General Plan Amendment application to amend
various sections of text, policies, and exhibits of the Land Use,
Circulation and Transportation Elements of the South San Francisco
General Plan.

Mr. Basin spoke regarding the deletion from the General Plan of
fast food restaurants along South Airport Boulevard. The
Commission informed Mr. Basin that the proposed wording is
designed to clarify exising policy.
Mr. Dell'Angela reiterated his earlier comments and stated that in
the General Plan the word "should" should be used throughout the
document and the words "shall" and "will", etc. should be
eliminated.
Mr. Butler was concerned with the new wording for policy
statements 38 and 39 dealing with hotels. Senior Planner Morton
read the sections as modified.

Policy 10: The Commission agreed to incorporate the existing as
well as the proposed wording regarding the uses of vacated and
operating schools.
Policy 24: The Commission agreed to add the words "may be" to
Policy 24 as follows:
Senior citizen a~a~~me8~ housing projects may be allowed to
be constructed to a maximum density of 50 units/acre and off-
street parking "may be" provided at a ratio er-e8e-S~aee-:fe~
eaeft-:fe~~-aweii~8~-~8~~S lower than that which is otherwise
required.

No. 547
continued from Planning Commission Meeting of May 22, 1986.
Public Hearing for a Zoning Amendment application of the City of
South San Francisco and an environmental determination of same to
amend and revise Title 20 (Zoning Ordinance and Zoning Map) of the
South San Francisco Municipal Code.
The Commission agreed to continue the Public Hearing on ZA-86-34
and Negative Declaration No. 547 to Tuesday, July 1, 1986, 7:30
p.m. in the City Hall Conference Room.
Items from Staff
Director Smith informed the Commission that at the previous
night's City Council meeting Dr. Robertson's case was continued
until June 25, 1986.
Adjournment
Meeting was adjourned at 11:45 p.m. and continued to Tuesday, July
1, 1986, 7:30 p.m. in the City Hall Conference Room, 400 Grand

home. He felt that it did not conform to the existing planned
community built by W. W. Dean.

Mr. Lee is by profession a civil engineer with a background in
construction engineering. He feels that the homeowners'
association architectural committee approved this project without
informing the residents of its decision. Besides the size of the
new home, he is also concerned with the drainage and stability of
slope.
Commissioners felt that a decision still could not be made until
the drainage issues, stability of lot, and size of proposed home
are further studied.

Use permit for a dwelling group consisting of two additional

Both Mr. pohl and Ms. Manfredini expressed their concerns with
the lot being left undeveloped. They're tired of the eyesores in
that area and wanted the Commission to watch the developers more
closely in the future so there wouldn't be anymore abandoned
developments.
Motion-Boblitt/Second Wendler: To recommend to City Council
denial of SA-83-81/RPD-79-12 based on the following findings:
1. Neighborhood has experienced problems with the immediate
area.
2. There is inadequate reason for the extension request.
3. Past performance of the applicant has been that
representations made have not been born out.
4. The applicant has not represented that they are going to
continue with the construction. There is a very good
possibility of brokerage of the application which will
put it beyond control of this applicant.
5. This entire area needs a discretionary re-Iook for
any future developments and City should not be locked
into any past permits in light of the history.
6. Since the original approval there has been a new
general plan which has been finalized, and we need to
look at that in light of new policy in the general plan.
7. A denial will assist in the clarification of the status
of the homeowners' association to comment on the impact
of any new development, whereas an extension will not.
Unanimously approved by roll call vote.
Items from Staff
Planning Director Smith informed the Commissioners that
Shearwater was approved at the December 11, 1985 City Council
Meeting. A second reading will be on January 8, 1986.

Chairman Terry has received from staff the antennae ordinance
that Daly City has adopted. He directed staff to prepare an
ordinance and have it ready for inspection at the January 9, 1985
meeting.
Chairman Terry requested staff to look into a possibility of
having the zoning ordinance restrict the placement of solar
heater water tanks on roofs.
Chairman Terry also requested staff to make formal replies to the
Commission when inquiries are made regarding the status of a
project or when they have a complaint that should be
investigated.
