May 13, 1986 Study Session of the South San Francisco Planning
Commission.

Chair Wendler called the Study Session to order at 7:35 p.m. She
informed those present that the Commission would go through the
proposed Zoning Ordinance (dated April 1986) one page at a time.
It was the consensus of the Commission that the Zoning Ordinance
should be renumbered so that a lay person could more easily
follow the sections and table of contents. Attorney Rogers
recommended that the Zoning Ordinance numbering system be
consistent with the Municipal Code and that this suggestion must
be recommended to the City Council for approval.
Outline of Planning Commission changes (new wording is indicated
in bold type):
CHAPTER 20.04 - GENERAL PROVISIONS
Section 20.04.020 Adoption of Zoning Plan. There is hereby
adopted a zoning or districting plan.
Section 20.04.030 Purpose.
(c) To provide aae~Ha~e open spaces for light and air.
Section 20.04.040 Consistency of Zoning Ordinance With the South
San Francisco General Plan. (It was suggested that the word
general be added before plan)
CHAPTER 20.06 - DEFINITIONS
Section 20.06.020 General Rules for Construction of Language.
(f) "Design review board" shall refer to an advisory board
composed of five members who shall ee-seiee~ea-ey-~fte
eemmissie~ conduct regular public meetings, and advise
the Planning Division and Planning Commission on
various architectural, landscaping, and sign plans.

Development Sign A sign listing the owner, architect, landscape
architect, engineer, planner, contractor, or other person or
firm. . .
Hotel (Commission requested clearer definition, including what
is a lodging facility with less than six rooms)
Lane Any public thoroughfare with an overall width of less than
twenty-five feet which is primarily used to access side and rear
entrances to property or affords a secondary means of access to
the block and to abutting property.
Large Family Day Care Home (Commission requested that this
definition be made consistent with Child Day Care Facility and
Day Care Services)
Mobile Home ...Does not include a recreational vehicle or
commercial coach or ~aeee~y-e~~ie-fte~S~fi~. (Recommended for
clearer definition.)
Motel (Commission requested clearer definition - see hotel)
Section 20.06.190 (0).
Off-Site Advertising. Any sign which advertises goods, products,
services or facilities...
Parking Space. An accessible and usable space on the building
site at least 8'6" by 18' and located off the street with access
for the parking of automobiles. (subsections "a" and "b" are
combined, and "c" "Tandem" is deleted.
Receiver A television set or radio receiver or other electronic
state-of-the-art method of receiving signals.
Sign ...which displays or includes any number, letter, word,
model, banner, air inflated balloon, emblem, insignia, symbol,
device, light, illuminated device, search light, trademark,...
Slope, Average.

be rewritten.)
Temporary Sign. Any sign to be displayed for no more than thirty
days within a one year period.

(g) Truck Stops. A business engaged in the sale of fuel
and lubricants primarily for trucks, routine repair and
maintenance of trucks, and associated uses such as

section 20.08.414 Commercial Recreation.
(c) Indoor Sports and Recreation. Predominantly
participant sports conducted within an enclosed
building. Typical uses include bowling alleys,
billiard parlors, ice and roller skating rinks, indoor
racquetball courts, athletic clubs and physical fitness
centers.
Section 20.08.418 Convenience Sales aHa-Se~viees. The
Convenience Sales aHa-Se~viees use type refers to establishments
or places of business primarily engaged in the provision of
frequently or recurrently needed small personal items or se~viee
for residents within a reasonable walking distance and generally
offers extended hours of operation. These include various
general retail sales and ~e~seHai-se~viees-aHa-~e~seHai-se~v!ees
of an appropriate size and scale to meet the above criteria.

Section 20.08.420 Eating and Drinking Establishments.
(a) Convenience.
(b) Limited Service. (Commission requested definition to
include definition of fast food restaurant)
(c) Full Service.
Section 20.08.434 Personal Services. ... excludes services
classified as Commercial Recreation, Convenience Sales aHa
Se~viees, or Lodging Services. Typical uses include photography
studios, driving schools, reducing salons, bake shops, laundry
and dry cleaning, and tailoring.
Section 20.08.442 Retail Sales. ...Typical uses include
department stores, apparel stores, furniture stores, drug stores
or quick copy printers.

Section 20.08.608 Horticulture.
(a) Cultivation. Cultivation of plants.
(b) Storage. Storage of plants, primarily in containers,
including wholesale nurseries.

this concept.
CHAPTER 20.11 - ACCESSORY USES ANB-AeeESSeR~-FAe~~~~~ES
(Note: the wording "accessory facilities" will be deleted
wherever referred to in chapter)
An objective method for determining principle vs. accessory uses
is required.
Section 20.11.020 Home Occupations.
(a) ...and occupies not more than a total of two hundred
fifty square feet per dwelling.
CHAPTER 20.14 - R-E RURAL ESTATES DISTRICT USE
Commissioner Getz recommended that the City Council consider a
true R-E District which would include provisions for relaxed
standards for street lighting, sewer connection, and street
improvements.
CHAPTER 20.16, 20.18, AND 20.20
The Commissioners supported staff's recommended changes on the
Use Matrix and eliminated Convalescent Services, Group Care, and
Major Services and Utilities from the R-1 and R-2 Zone Districts.
(b) Civic Use Types. Day Care Services: Child Day Care
(only in vacant (and operating) school sites);
Essential Services.
