April 10, 1986 Regular Meeting of the South San Francisco Planning

APPROVAL OF MINUTES: Commissioner Getz asked that Page 4 of the
March 27, 1986 Minutes be corrected to read that he left the
Planning Commission meeting to appear before the Regional Planning
Commission Meeting at the request of the Mayor.
Motion-Martin/Second Agee: To approve the Minutes of March 27,
1986. Unanimously approved by voice vote. ABSTAINED: Vice-Chair
Boblitt and Commissioner Getz.

AGENDA ITEMS (PUBLIC HEARINGS)
City of South San Francisco, GP-86-30, ZA-86-34 and Negative
Declaration No. 547
1) Public Hearing for General Plan Amendment application of the
City of South San Francisco and an environmental determination of
same to amend various sections of text, policies, and exhibits of
the Land Use, Circulation and Transportation Elements of the South
San Francisco General Plan.
2) Public Hearing for a Zoning Amendment application of the City
of South San Francisco and environmental determination of same to

amend and revise Title 20 (Zoning Ordinance and Zoning Map) of the
South San Francisco Municipal Code.
Chair Wendler asked the Commission if it was agreeable to stop the
meeting at 11:00. The Commission agreed.
Director Smith discussed the tentative scheduling of the Zoning
and General Plan Amendment hearings.
April 10, 1986 Staff Report presented. Robert Odland, Project
Manager for Sedway Cooke, discussed the revised Zoning Ordinance,
the guidelines used, the organization of the ordinance and the
major provisions.
Chair Wendler declared a fifteen minute recess at 8:45 pm.
Chair Wendler recalled the meeting to order at 9:00 pm.
Claire Watsky, Planner-Designer with Sedway Cooke, explained the
different aspects dealing with signs, sign districts and
provisions of the sign ordinance. Senior Planner Maureen Morton
presented the proposed new zoning and sign overlay district maps,
highlighting the areas of significant change.

Mr. Ryan discussed his April 9, 1986 letter addressed to Deputy
City Manager/CD&A Mark Lewis which concerned nine areas of the
proposed ordinance, mainly those dealing with public utilities.

Mrs. Harks' concern was that the houses on the west side of the
300 block of Spruce Avenue are designated as Downtown Commercial.
She felt that these houses should be zoned residential. Her
second concern was that the historical preservation ordinance as
mentioned in the General Plan was too broad. She would like to see
more wording put in the General Plan, specifically that a
historical landmark may be associated with particular people.
Commissioner Getz asked staff about a historical overlay zone to
designate certain sites as historical. He asked staff to look
into it and report back to the Commission.
Mr. Dell'Angela spoke on behalf of the Mazzanti Family and Mr.
Louis Poletti. Mr. Dell'Angela indicated that Mr. Poletti's
concerns were regarding the Planned Commercial area along El
Camino Real which is not being zoned for automobile sales and the
elimination of open storage in the Planned Industrial Zones. Mr.
Dell'Angela also stated his clients felt the proposed sign
ordinance is too stringent and that the Design Review Board is
cumbersome and has too much authority. Speaking for the Mazzanti
Family, Mr. Dell'Angela stated that the downzoning of the Mazzanti
property from a c-o to an open space zone causes a drastic
reduction in the utility of this property that is unfair to the
owner. Mr. Dell'Angela provided staff letters from his clients to
be entered into the record.
Mr. Butler and Mr. Keegan felt that the suggested deletion of the
two General Plan policy statements 38 and 39 regarding hotel size
and location was wrong and they should be left intact. They felt
that there would be too many high-rise hotels going up if the
policies were changed.
Mr. Farrell, a dentist at 1135 Mission Road, felt that the
proposed zone designation change for the area on Mission Road that
includes his medical office building, will make a drastic change
in that area. Commissioner Getz said the idea behind the change
was to encourage more development in that area but that the use
permit process will see that only the right type of development is
approved.
Mr. Dell'Angela spoke again, this time on his own behalf. He made
a lengthy review of the Revised Zoning Ordinance and General Plan
Amendment. He felt that it was too difficult to interpret and
that it needed to be simplified. He asked the Commission to take
his suggestions and criticisms under consideration.
commissioner Getz suggested to staff that each of the speakers'
suggestions be responded to in writing and presented to the
Commission for their review and comments.

Items from Staff
Director Smith informed the Commission that the City Council
upheld the Commissions' decision and denied McDonald's
Restaurant's appeal.
Items from the Commission
Commissioner Terry asked staff the status of the stairway at the
Elks Club. Director smith apprised Commissioner Terry that his
concern was forwarded to Deputy City Manager/City Engineer Bob Yee
for investigation.
Commissioner Terry also suggested that the Commission consider
putting something into the Zoning Ordinance prohibiting the use of
bus shelters for advertising.
Commissioner Getz who recently appeared before the Regional
Planning Commission at the request of the mayor, and advised the
Commission of the City's action regarding Shearwater.
Director Smith informed Commissioner Agee that the Genstar case
will go before the City Council on April 23, 1986.
commissioner Hoyer recently visited former Commissioner Bertucelli
and reported that he is doing fine and is in reasonably good
health.
