Continued from Planning Commission Meeting of June 12, 1986. Speaker Mr. Louis Dell'Angela Environmental Dev Group 400 Oyster Point Blvd, Ste 106 Mr. Dell'Angela expressed concern that the Commission is rushing through the Draft Zoning Ordinance. He felt the September 26 expiration date for the interim ordinance was not a necessary deadline. Chair Wendler stated that there have been many meetings for the public; and the Commission had reviewed it page by page. Commissioner Martin pointed out that the public will have a reprinted document at the Council review. Mr. Dell'Angela pointed out some errors on the Map: the corner of Utah and South Airport is zoned Planned Industrial District, and all of South Airport is designated Planned Commercial in the General Plan. Also the Trux development that was built on Belle Aire Road is shown in an Open Space designation and a portion of that industrial area is developed. Mr. Dell'Angela asked about location for adult entertainment. He also pointed out that the Bridge project was recently approved with a parking ratio of 1/2 to 1 and it fits into the 1 1/4 category, not the 1/2 category for parking for senior housing. Planning Director Smith informed the Commission that in the most recent revision, parking for senior projects is allowed to be from 1/2 to 1 1/4 spaces, depending upon the degree of care provided; further this was approved under the present ordinance. Chair Wendler stated that the Bridge project meets a need for senior citizen housing and is in a particularly good location for that use. 7/1/86 PIC HTG. Paqe 1 of 3 Mr. Dell'Angela expressed the opinion that the Design Review Board process is cumbersome; signs, for instance, can be approved by Staff. He felt the Board deals with a lot of little projects and some of the big projects are not even reviewed by them, like Gateway and Shearwater. Chair Wendler pointed out that Gateway and Shearwater are redevelopment projects reviewed by the Agency (Council). Commissioner Martin concurred that some items on the Design Review Board Agenda of June 18, 1986 should not be there; members are taking a lot of time with small proposals. Chair Wendler suggested meeting in the Fall to discuss what is expected from the Design Review Board. Commissioner Getz said that all major developments with an impact on the neighborhoods should go to Design Review Board for a professional evaluation. Mr. Dell'Angela suggested broadening the Zoning Ordinance uses for Planned Commercial to allow for flexibility for Public Storage and Trammell Crow. Senior Planner Morton pointed out the use permit requests for these projects established the uses. Mr. Dell'Angela stated that Mr. Lou Poletti has not seen anything in print that clarifies that truck leasing and rental and sales, as well as auto leasing and sales will be permitted in the Retail Commercial Zone in the future. Senior Planner Morton explained that Mr. Poletti's property was originally in the El Camino Overlay Zone, which has been eliminated but automotive sales and rentals is a conditionally approved use in the Retail Commercial designation. Mr. Dell'Angela suggested that the abandonment period be extended from 6 months to 1 year for non-conforming uses. He also suggested that Planned Commercial Zone should specifically include a commercial fuel station. In behalf of Mr. Mazzanti, he expressed the desire to retain the density rights that he presently has; that the Commission should give this property either an A or J designator. Planning Director Smith explained that this property was desig- nated as Open Space in the General Plan in 1984. Chair Wendler suggested that he request a General Plan amendment because the City assigned the density to this property two years ago. Mr. Dell'Angela questioned if Park N'Fly would be allowed to add a second parking level to their Airport facility under the provisions of General Plan Policy 1-11 and the Zoning Ordinance. 7 / 1 /86 P / C MTG. Page 2 of 3 Senior Planner Morton informed Mr. Dell'Angela that Policy 1-11 does not address the Park N' Fly use and that it could expand with a Use Permit. Chair Wendler closed the Public Hearing at 9:10 P.M. Commissioner Hoyer suggested that the definition on Page 20.06-12 Recreational Vehicles should include boats. Senior Planner Morton stated that the consultants will make the definition consistent with what is in the new RV ordinance. commissioner Martin suggested the following words to be deleted: "for persons 62 years or older" from Section 20.08.308 Convalescent Services. The City Attorney proposed to work with Staff to reconcile the Sections on appeal procedures for both requests and revocations. commissioner Terry suggested adding the wording "and/or sign" after the word "facility" to Section 20.97.060 Abandonment. The City Attorney will work with Staff to clarify the definition of the words "structure" and "facility" to insure that signs are included. Senior Planner Morton pointed out that the name of the zoning district C-1 had been called Neighborhood Commercial; it is pro- posed to be called Retail Commercial, as in the General Plan. Chair Wendler thanked the Commission and Staff in taking extra time on working on the Zoning Ordinance. Chair Wendler clarified that July 30 was the most acceptable date for a joint study session with the City Council, with August 5 as an alternate. Commissioner Hoyer pointed out that the brick on Grand Avenue and Linden Avenue is breaking and he suggested putting signs limiting trucks along these streets.
