Morton Interim City Attorney Robert Rogers Deputy City Manager/ City Engineer Robert Yee Police Department Ron Petrocchi Building Division Ray Laur PLEDGE OF ALLEGIANCE APPROVAL OF MINUTES: Motion-Boblitt/Second Agee: To approve Minutes of the April 30, 1986 Study Session, May 8, 1986 Planning Commission Meeting, May 13, 1986 Study Session, May 20, 1986 Study Session, and May 22, 1986 Planning Commission Meeting. Commissioner Getz suggested that the motion reflect that the Commissioners are only voting for approval of minutes for meetings at which they were present. Unanimously approved by roll call vote. ABSENT: Commissioner Martin. ORAL COMMUNICATIONS No one chose to speak. AGENDA CHANGES Chair Wendler announced that item number 9 would be heard before item number 8. PC Mtg. 6/12/86 Page 1 of 8 Pages AGENDA ITEMS (PUBLIC HEARINGS) Richard Diodati, SA-86-93, Negative Declaration No. 554, 80 Tanforan Avenue Subdivision Map application of Richard Diodati and an environmental determination of same for 16 unit industrial condominium project with related common are and a landscape plan for property located at 80 Tanforan Avenue in the M-1 Industrial Zone District. June 12, 1986 Staff Report presented. Applicant: Richard Diodati 400 Oyster Point Boulevard Mr. Diodati had no objections to the Staff Report and agreed to all conditions. Motion-Hoyer/Second Getz: To recommend to the City Council approval of SA-86-93 and Negative Declaration No. 554 subject to all conditions and findings contained in the Staff Report. Unanimously approved by roll call vote. ABSENT: Commissioner Martin. North peninsula Neighborhood Services Center, Inc., V-84-278, 314 Baden Avenue Request of North peninsula Neighborhood Services Center, Inc. for a one (1) year extension of time for V-84-278 to allow two off- street parking spaces where seven spaces are required at 314 Baden Avenue in the C-2 Central Commercial Zone District in accordance with Section 20.80.150 of the South San Francisco Municipal Code. June 12, 1986 Staff Report presented. Applicant: Ortensia Lopez 308 Baden Avenue Ms. Lopez agreed with the Staff Report and stated because the North peninsula Neighborhood Services Center is non-profit there has been financial hardship and there has been an effort to have the location designated as an historical site. Motion-Getz/Second Terry: To approve V-84-278 for a one year extension of time subject to all conditions contained in the original Variance as granted. Unanimously approved by roll call vote. ABSENT: Commissioner Martin. PC Mtg. 6/12/86 Page 2 of 8 Pages AGENDA ITEMS (PUBLIC HEARINGS) William Grossman, UP-86-765, 114 Hazelwood Drive Use Permit application by William Grossman to allow a karate studio at 114 Hazelwood Drive in the C-1 Neighborhood Commercial Zone District in accordance with section 20.28.040 of the South San Francisco Municipal Code and Ordinance 962, as extended. June 12, 1986 Staff Report presented. Applicant: William Grossman 15 Camelot Court Daly City Mr. Grossman had no objections to the Staff Report and agreed to all conditions. The Commissioners cautioned the applicant of young adults loitering, bicycles parked on the sidewalk, and the possibility of parents double parking while waiting to pick up their children. Mr. Grossman stated that he will address these concerns and see that they do not occur. Motion-Vice Chair Boblitt/Second Agee: To approve UP-86-765 subject to all conditions and findings contained in the Staff Report. Unanimously approved by roll call vote. ABSENT: Commissioner Martin. Nirvana Enterprises, DR-S-86-200, 120 Hazelwood Drive Appeal by Nirvana Enterprises of the Design Review Board's Findings and Conditions regarding the sign program, consisting of individual letters, mounted on the wall at 120 Hazelwood Drive in the C-1 Neighborhood Commercial Zone District in accordance with Section 20.72.190 of the South San Francisco Municipal Code. June 12, 1986 Staff Report presented. Applicant: Mr. Singha 120 Hazelwood Drive Mr. Singh urged the Commission to approve their request and stated that all other recommendations of the Design Review Board have been complied with. Speaking in favor: Louis Dell'Angela 460 Gardenside Avenue Mr. Dell'Angela felt that the sign is in good taste and that its lettering style is insignificant since the area is inundated with signs and different styles. PC Mtg. 6/12/86 Page 3 of 8 Pages AGENDA ITEMS (PUBLIC HEARINGS) The Commission agreed that the only way a sign program can be achieved for this shopping center is for the Commission to be consistent and uphold the Design Review Board's recommendations. Motion-Getz/Second Agee: To uphold the actions and conditions of approval of the Design Review Board for DR-S-86-200 and deny the appeal. AYES: Chair Wendler, Vice Chair Boblitt, Commissioners Agee, Getz and Terry. NOES: Commissioner Hoyer. ABSENT: Commissioner Martin. Doon Toy, PE-86-2, 313 Grand Avenue Parking Exemption application of Doon Toy for an exception to the parking requirements of Sections 20.52.020-20.52.060 for a proposed restaurant within the Downtown Parking District at 313 Grand Avenue in the C-2 Central Commercial Zone District in accordance with Section 20.52.070 of the South San Francisco Municipal Code. June 12, 1986 Staff Report presented. Senior Planner Christians suggested adding Special Condition No. 5 to address the concerns of several departments on the increased parking demand that occur when the banquet facilities are in use, to read as follows: 5. The banquet hall shall not be used from 8:00 a.m. to 5:00 p.m. Monday through Friday. Applicant: Doon T. Toy 516 North Idaho Street San Mateo Mr. Toy stated that the restaurant will be a quality restaurant and he has received the support of many local businesses. Commissioner Terry asked staff the current status on parking in the Downtown area and the need for a parking structure. Director Smith explained that Wilbur Smith's Traffic Report indicates that two lots on Baden Avenue are never filled to capacity and until there is a definite need a parking structure will not be built. Commissioner Getz noted that an increase in the amount of traffic in the Downtown area as a result of this project would stimulate demand for a structure. The Commissioners agreed that the project will be beneficial to the City and that the In-Lieu Parking Fees shall be waived as recommended by the Parking Commission. PC Mtg. 6/12/86 Page 4 of 8 Pages
