Motion-Wendler/Second Matteucci: To approve
the Minutes for the June 25, 1987 Planning
Commission meeting and to make correction as
noted. Approved by the following roll call
vote: AYES: Commissioners Mantegani,
Matteucci, Warren, Wendler, and Zellmer.

San Francisco Municipal Code section 20.32.070.

Mr. Avanessian stated the applicant has agreed to the conditions
contained in the staff report.
Vice-Chairman Terry cautioned the applicant from stacking outdoor
storage to a height where it could be seen from the street.
Motion-Wendler/Second Mantegani: To approve Negative Declaration No.
593 and Use Permit UP-87-802 subject to the conditions and based on
the findings as contained in the staff report. Unanimously approved
by roll call vote.

Use Permit application of George Mitchell and environmental deter-
mination of same to convert an existing single-tenant facility into a
multi-tenant facility with related parking and landscaping at 352

Commissioner Warren suggested that a condition be added to have the
City Attorney review the easement agreement before it is recorded.
Senior Planner Gorny suggested the following wording:
"7. Prior to occupancy the applicant shall record an
easement agreement subject to review and approval by the
City Attorney."

Parcel Map application of Dinesh Maniar (Eccles Business Center) and
environmental determination of same to subdivide the property at 570
Eccles Avenue into two parcels containing 15.48 acres and 7.47 acres
in the P-I Zone District in accordance with South San Francisco
Municipal Code Title 19.

consolidated and presented.

Mr. Avanessian stated that many of the conditions have already been
incorporated into the project, and the applicant has agreed to comply
with the others.
Mr. James, representing Jack Nichols, owner of the property at 546
Eccles Avenue, summarized the law suit the two property owners are
disputing regarding an access easement leading to the rear of the
parcel at 570 Eccles Avenue. He requested the Commission not take
any action on the matter until the law suit is settled.
After questioning Mr. Avanessian and Mr. James, the Commission
favored two conditions as suggested by staff.
"4. The 'access and utility easement' shown on the Tentative
Parcel Map along the easterly boundary line of Parcel 1
shall be designated on the Parcel Map as a permanent
easement for access and utility service for the benefit
of Parcel 2.

5. The subdivider shall provide a minimum 25 foot wide access
easement for the benefit of Parcel 1 along the northerly
line of Parcel 2 to provide access to the rear of the
building on Parcell. The easement shall extend from the
easterly line of Parcell to the westerly line of Parcell."
Staff will also consult with the Engineering office with regard to
the feasibility of paving the railroad easement bordering the access
and utility easement along the easterly line of Parcell.
Motion-Mantegani/Second Matteucci: To approve Negative Declaration
No. 598 and Tentative Parcel Map PM-87-294 subject to the conditions,
including added conditions Nos. 4 and 5, and based on the findings
contained in the staff report. Unanimously approved by roll call
vote.
Motion-Zellmer/Second Wendler: To approve Use Permit Modification
UP-84-676/Mod 2 subject to the conditions and based on the findings
contained in the staff report. Unanimously approved by roll call
vote.
Project 101 (Elbert Bressie, owner), SC-87-1, 600-720 Dubuque Avenue
A Type "c" Sign Permit of Project 101 (Elbert Bressie, owner) to
allow installation of a comprehensive sign program at an existing
multi-tenant facility at 600-720 Dubuque Avenue in the P-C Zone
District in accordance with South San Francisco Municipal Code
Section 20.86.060.

Mr. Bressie stated agreement to the conditions contained in the staff
report, and at the Commission's request he explained the project
indicating each of the sign locations.
The Commission commended the applicant on his project and further
discussed the awning signage. A majority of the Commission agreed to
the following amended condition:
4. Lettering on the awning shall be left justified. Logo is
permitted and shall not exceed 2'x 2'.

Auto Studio (Eddie Chan and Chris Santiago, owners), UP-78-441,
45 Chestnut Avenue
Continued from the June 25, 1987 Planning Commission meeting.
One year review of the Use Permit and Design Review approval
regarding the establishment of an automobile repair facility at an
existing gasoline service station at 45 Chestnut Avenue.

For the benefit of the new Commissioners, Mr. Dell'Angela gave a
brief history of the use permit and stated the applicants have
complied with all conditions setforth. He presented a list of
approximately 90 names of people who did business at the auto repair
facility during the period of June 22 to July 1. Mr. Santiago
presented to the Commission receipts representing five purchases of
gasoline since August, 1986. Mr. Dell'Angela asked that these
exhibits be returned as they were the only copies the applicant had.
Mr. Dell'Angela disputed the position of the staff and Planning
Commission that the granting of the use permit in 1978 "to establish
an automobile repair facility at an existing gasoline service
station" means that this repair facility was intended to be a
subordinate use.
After a lengthy discussion with the applicant and his representative
the Commission agreed that the case should be continued until a time
when the City Attorney could be present.
Motion-Matteucci/Second Warren: To continue UP-78-441 and DR-S-82-92
to the September 10, 1987 Planning Commission meeting. Unanimously
approved by roll call vote.

ITEMS FROM THE COMMISSION
commissioner Terry asked staff to verify if the resident on Hillside
Boulevard near School Street had a building permit for the
construction work being done.
Commissioner Mantegani asked staff to inquire if the resident at 213
James Court had a building permit for remodeling.
Vice Chairman Terry asked staff to begin advertising for the expired
positions on the Design Review Board.
commissioners Mantegani and Matteucci reported to the Commission that
they had attended the neighborhood meeting for Stonegate 5 & 6 on
Wednesday, July 8, and complimented the developer on the development
and its compatibility to the surrounding neighborhood.
Commissioner Wendler asked staff to thank the Code Enforcement
Officer for having the banners removed at 1 Chestnut Avenue, Ron
Price Volkswagen.
ADJOURNMENT
Vice Chairman Terry adjourned the meeting at 10:25 p.m. to July 23,
