May 14, 1987 Regular Meeting of the South San Francisco Planning
commission.

APPROVAL OF MINUTES: Motion-Wendler/Second Terry: To approve the
Minutes for the April 21, 1987 Planning
Commission meeting as presented. Unanimously
approved by the following roll call vote:
AYES: Chair Boblitt, Vice-Chairman Terry,
Commissioners Hoyer and Wendler. ABSTAINED:
Commissioner Getz.
Motion-Getz/Second Wendler: To approve the
Minutes for the April 23, 1987 Planning
Commission meeting as presented. Unanimously
approved by the following roll call vote:
AYES: Chair Boblitt, Vice-Chairman Terry,
Commissioners Getz and Wendler. ABSTAINED:
Commissioner Hoyer.
Chair Boblitt introduced newly appointed Planning Commissioners
Robert Mantegani and Louis Matteucci who were present in the audience
and welcomed them to the Commission.
AGENDA ITEMS - PUBLIC HEARINGS
Syufy Theatres and pay'N pak Stores, UP-84-688, 410-470 Noor Avenue
Public hearing to consider modifications to the Special Conditions of
Syufy Enterprises and pay'N pak Stores Use Permit for property
located on the north side of Noor Avenue, east of EI Camino Real or
to take other appropriate action.
May 14, 1987 Staff Report presented recommending continuance of UP-
84-688 to the June 11, 1987 Planning Commission meeting.
Motion-Getz/Second Terry: To continue the public hearing on UP-84-
688 to the June 11, 1987 Planning Commission meeting. Unanimously
approved by roll call vote.

Public hearing to consider Residential Design Guidelines in
accordance with section 20.85.030(a) of the South San Francisco
Municipal Code.
May 14, 1987 Staff Report and review of proposed guidelines
presented. Staff introduced intern Carl Schlaudt, who assisted in
drafting the document, to the Commission. Also, the City's Landscape
Specialist Larry Kasparowitz was recognized for his graphic work.
commissioner Getz suggested that the term "sense of rhythm" be
deleted from the section dealing with streetscape on page 2.
Commissioner Hoyer suggested that the graphic drawing showing large
unbroken wall and window planes be better illustrated and to delete
the refer.ence to "window" planes on page 5.
Motion-Hoyer/Second Getz: That the Planning Commission adopt the
resolution adopting the Residential Design Review Guidelines for the
City of South San Francisco with the two recommended changes.
Unanimously approved by roll call vote.
ITEMS FROM STAFF
Director Smith notified the Commission of the following:
1. The May 28 Planning Commission meeting will be a workshop
to familiarize the new Commissioners with Planning
procedures.
2. The pak'N Save case was continued from the City Council's
May 13th meeting to the May 27th meeting. Also, the Willow
Estates/Standard Homes case and the zoning amendment
regarding additions were set for public hearings on May 27.
3. Councilwoman Teglia has suggested the Planning Commission
study the area bounded by East Grand Avenue, the Gateway
Extension, South Airport Boulevard and Highway 101 with
regard to the transition of this area from an Industrial
Zone to a Planned Commercial Zone.
4. Senior Planner Morton is currently working on the
Westborough Neighborhood Commercial zone; such a zone would
also be used for certain other shopping centers.
ITEMS FROM THE COMMISSION
Commissioner Wendler asked if the information was available regarding
the school impact fees. Director Smith stated that it should be
available by the next meeting.

Commissioner Wendler also asked when the Commission will be receiving
the recommendation to increase the amount of square footage on
residential additions with two car garages. Director Smith stated
that by the second regular meeting in June she would have a better
estimate as to when this special study could be accomplished.
Commissioner Hoyer inquired about the installation-of clay roof tiles
at the Magnolia Center commenting that the Commission had recommended
against their use. Staff informed the Commission that the
Commission's condition was that the roof be the same for the senior
housing project as for the Magnolia Center and the clay tiles were
favored by Council.
Chair Boblitt presented Commissioners Hoyer and Getz with resolutions
commending them for their years of service and also presented them
with gifts from the Commission.
Commissioners Getz and Hoyer expressed their appreciation to staff
and the Commission, and wished them well.
The Commission commended Senior Planner Maureen Morton for her
excellent staff report presentation at the May 14 City Council
meeting with reference to the controversial Pak'N Save case.
