Public Hearing to consider the Sign Regulation sections of the
Revised Zoning Ordinance, Title 20 of the South San Francisco
Municipal Code.
January 22, 1987 Staff Report presented.

Mr. Zellmer read a written statement acknowledging the Commis-
sion for its work on the sign regulations. Although the

Association still has concerns with sign restrictions placed on new
businesses and the right of an applicant to appeal to the City
Council, they agreed the process should not be further delayed.
Mr. Luzaich's major concern was the 20' height limitation. He
stressed that visibility along EI Camino Real was critical and asked
the Commission to exempt this corridor and to reconsider the right to
appeal to the City Council.
Mr. Waltz thanked staff and the Commission for their cooperation and
was satisfied with the 15 year amortization period.
Mr. Dell'Angela presented a letter to the Commission and requested
they review it before acting on the issue. The letter suggested
several modifications which Mr. Dell'Angela highlighted. In summary,
he believed the ordinance was too stringent and burdensome.
After assimilating Mr. Dell'Angela's letter, Commissioner Getz
mentioned four items that had merit and suggested they be open for
discussion.
Chair Wendler reminded Mr. Dell'Angela of the Commission's policy of
not receiving written material at meeting time, explaining that it
did not give the Commissioners time to absorb its contents. She
further stated that the Commission will discuss only the issues
mentioned by Commissioner Getz and any other issues could be taken to
City Council.
The Commission agreed to uphold the recommendation of a 20' height
limit on freestanding signs (Section 20.76.140).
The Commission agreed to make the Planning Director's "obsolete sign"
decision (Section 20.76.060) appealable to the City Manager.
Commissioner Getz requested staff to clarify Table 20.76.140 by
indicating the maximum allowable square footage for "C" permits.
The Commission concurred that the City Council should decide whether
or not it wants to hear sign appeal cases. This decision should be
left to their discretion.
Motion-Getz/Second Terry: To adopt the resolution recommending to
the City Council approval of ZA-86-35, including the recommended
changes to Section 20.76.060 and Table 20.76.140. Unanimously
approved by roll call vote. ABSENT: Vice-Chair Boblitt.

Commissioner Terry asked staff to report on the Design Review Board

Morton informed the Commission that the Board made several comments
regarding the color and method of attachment; modifications will be
made before it is presented at the February 12, 1987 Planning
Commission meeting. She also reported that a traffic study will be
submitted in time for the Commission's review.
Commissioner Hoyer asked Deputy City Manager Lewis the status of
commission appointments and it was explained that there was no
immediate action planned by the Council.
Commissioner Agee reported that she reluctantly must resign from the
Commission as she and her husband are moving to Virginia Beach in
March to be with their family. She requested Council permit her to
stay on until the first meeting in March.
ITEMS FROM THE PUBLIC
Louis Dell'Angela, 400 Oyster Point Boulevard, felt that the
Commission had acted unfairly in approving the draft sign regulations
without further considering his constructive criticism. He felt that
the Commission is obligated to take whatever time is necessary to
make a document acceptable.
In response, the Commission concurred that the draft sign regulations
had required a lot of "give and take" and not everyone was satisfied
with its entirety but Commissioners felt it was a very good document.
Commissioner Hoyer stressed that he had dissented on many issues but
the majority opinion won.
Chair Wendler credited Mr. Dell'Angela for many fine contributions to
the ordinance and that the majority of his suggestions had been acted on
commissioner Agee stated that the point has been reached where the
draft sign ordinance is ready to be passed on to the City Council for
review. opportunities for further revision can be made at that
level.
ADJOURNMENT
Chair Wendler adjourned the meeting at 9:00 p.m. to February 12,
1987, 7:30 p.m.
