Consent Calendar 1. Approval of the Meeting Minutes of May 12, 2020 Committee Member Bill Zemke moved and Committee Member Julie Ann Murphy seconded a motion to approve the meeting minutes of May 12, 2020 as submitted. The motion passed. New Business 2. Review Draft Vision, Core Values and Guiding Principles Eric Yurkovich reviewed the process to create the Vision and Guiding Principles. He read the draft Community Vision statement. Committee members provided the following comments:  Diversity should be connected to equity.  How long will survey on website remain open? Eric Yurkovich responded that currently planned to leave open unit July 3, can extend and send out another reminder on social media.  Vision statement should address equity – all people have equitable opportunity to thrive. 3. Discuss and Review Social Equity and Community Safety in the Context of the General Plan Eric Yurkovich discuss health impacts of COVID-19 as well as unemployment rates and how different racial communities are impacted. He also discussed demonstrations and calls for reforms to address racial justice and inequities. Committee members shared experiences about race and inequity:  Committee member noted experiencing racial bias being Asian during early COVID outbreak time.  Committee member noted viewing racial disparaging remarks online and in the news towards persons of Chinese descent.  People need to make conscious effort to examine themselves and their views. This is an opportunity to uplift families that have struggled in this community and in the school district. COVID-19 is having a serious impact on community members.  Committee member noted that they were profiled by police being a Latino person.  Committee member noted we are at a point in time now to act to address racial injustices and vision for the future of the community. Listen to the youth.  Committee member noted being raised to assimilate with the American culture at the expense of their culture. Also noted spouse being profiled by police when children were present.  Committee member noted there needs to be equity at every aspect of the General Plan (housing, health, safety, etc.)  Committee member noted living in the community when there were very few minorities. Has seen a lot of change and would like to see more support for local community members.  Need more outreach to Latino community, Asian community and youth. Diana Benitez reviewed data on local demographics, median household income by race/ethnicity. She reviewed areas subject to impacts with climate change. Diana Benitez discussed types of racism; institutional racism and power and structural racism. She discussed how the General Plan can address inequities. She reviewed the intent of Senate Bill 1000 to address environmental justice. She reviewed examples of General Plan policies. Committee comments:  Is there more recent data than 2017. Any recent data on impacts of COVID-19? Diana Benitez noted that we use Census data (five year updates). Hearing stories of COVID-19 impacts, not enough data has been collected yet. Experiential knowledge is important.  Will there be an element dedicated to Social Equity. Eric Yurkovich responded in the affirmative as well and include in other elements and policies.  How can we address inequities based on past planning (old deed restrictions) that resulted in lower income neighborhoods and segregated housing. Eric Yurkovich noted that this is attributable to the history of urban development across the United States. Need to ensure General Plan policies do not have unintended consequences.  Need to carefully chose language in General Plan to set the right tone and not result in unintended consequences.  Completing a retro-active evaluation of 1999 General Plan. Eric Yurkovich posed discussion questions to the Committee: 1) what are some of the issues the General Plan needs to cover related to social equity, 2) how can the City’s General Plan begin to address these issues; 3) what are some equity-focused performance metrics to evaluate effectiveness of General Plan policies for South San Francisco. Committee comments:  Representation of all backgrounds on Boards and Commissions.  Access to public transportation.  Equitable access to internet (especially due to shelter in place). Consider opportunity for free community wi-fi.  Digital literacy (senior community).  Childhood development and health and human services – connect to equity.  Many families have two working parents due to high cost of housing, issue with childcare especially with school closures.  Access to alternate modes of skill training and job training to uplift lower income residents.  Education and skill building should be included in the General Plan. Quality of schools and success of youth directly impacts the community.  Key components are housing and the youth. School’s resources are limited – need to connect more with business community east of 101 (Genetech’s STEM program). Need daycare, housing for seniors.  National Day of Civic Hacking.  Universal access to childcare.  Housing – can we understand multi-generational living in households and overcrowding? Census data includes overcrowding – downtown subarea has highest rate of overcrowding. Important indicator of housing affordability. Concern with policies that could result in unintended consequences.  Want to be proactive with new policies to address issues.  Would like more information on availability of day care (waiting list, etc.) and how can we promote more day care facilities?  Need to distinguish day care from preschool. Preschools do a great job of getting children ready for school.  Competing priorities for funding – City should consider equitable funding of programs and services.  Is there sufficient school capacity for future growth of community.  The team will evaluate the different land use alternatives and capacity of schools, transportation, utilities, etc. 4. Review Next Steps for Land Use Alternatives and Community Meetings in July Eric Yurkovich reviewed the upcoming engagement opportunities on land use alternatives. Staff will send out the land use alternatives for the Committee to review prior to the July 23, 2020 meeting. Committee comments:  When is a good time to discuss social equity issues of the 1999 General Plan? Eric Yurkovich noted that they can review the General Plan with a social equity lens and report back to the Committee.  Tracking community participation to see where additional outreach is needed.
