HomeMy WebLinkAboutMinutes 03/23/1988 March 23, 1989 regular meeting of the South San Francisco Planning commission (Cassette NO.1) CALL TO ORDER: MEMBERS PRESENT: Chairman Zellmer, Vice-Chairman Mantegani, commissioners Boblitt, Matteucci, Terry, Warren and Wendler. ALSO PRESENT: Planning Division Jean T. smith Maureen K. Morton APPROVAL OF MINUTES of February 23, 1989 and March 2, 1989. Motion-Warren/Second Boblitt: To approve the minutes of the February 23 and March 9, 1989 Planning commission meetings as presented. Unanimously approved by roll call vote. AGENDA ITEMS - STUDY SESSION Discussion of Chairman's proposed schedulinq to consider commission study items. Chairman Zellmer invited the Commission to comment on the draft timeline. Commissioner Terry suggested that by scheduling several items for one study session the process would be expedited. He further suggested that the zoning amendments be reviewed first. commissioner Mantegani stated that his concern regarding roll-up doors did not require a study session and that staff is prepared to present a zoning amendment to the Commission. The Commission felt that issues such as neighborhood shopping centers, regional uses, and outdoor storage would require the greatest amount of time. commissioner Wendler felt it would benefit the process and help expedite study sessions if Commissioner Terry remained on the Commission until all issues were resolved. The Commission discussed with staff ramifications of additional study sessions and budget concerns. Director smith stated that each month's second meeting can be scheduled as a study session. She also informed the Commission that in July, Planning staff will be assigned to staff the Historic Preservation commission in addition to the Planning Commission, Design Review Board, Commercial Rehabilitation Committee, Parking Place Commission, ALUC, the Roundtable, Redevelopment Agency and City Council. The Commission agreed to set April 27th as a study session to discuss roll-up doors, residential additions, maintaining views, and granny units. Parking space sizes would also be discussed, time permitting. Staff asked for clarification on concerns regarding granny units and outdoor storage. Commissioner Terry stated that many outdoor storage facilities have become eyesores which code enforcement has neglected. Existing codes should be examined to determine if there is an ineffective ordinance or an enforcement problem. Chairman Zellmer suggested that the meeting start at 7:00 p.m. PAGE 1 OF 3 PAGES 3/23/89 PC MTG. AGENDA ITEMS - STUDY SESSION - continued The Commission agreed to set May 25th as a study session to discuss parking spaces, outdoor storage, neighborhood shopping centers and Design Review Board, and a tentative session on June 15th. Commissioner Boblitt inquired if the QFI market was cited for the numerous pennants it was displaying. Staff stated they were issued a type "A" sign permit for one banner and have been cited by the Code Enforcment Officers for the others. QFI management had informed the City Manager's office that the pennants would be removed in two weeks. The Commission requested staff prepare a memo to the city Manager stating the Commission's concerns with this incident and with lack of consistent code enforcement. Discussion of items which were withheld from the previous Zoninq Amendment for additional consideration: a. South San Francisco Municipal Code section 20.22.040(c): to add "Commercial Recreation: Outdoor Sports and Recreation" to the uses permitted with a use permit in the C-1 Zone District. The Commission agreed to omit the above from C-1 Zone districts. b. South San Francisco Municipal Code section 20.74.070(f): to amend the off-street parking requirement for automotive repairs and equipment repair/sales uses. The Commission agreed the wording should be amended and incorporated as follows: "20.74.079(f) Automotive and Equipment: ...or one space for every ~ three hundred square feet of repair area... c. Add South San Francisco Municipal Code section 20.74.150(d) limiting driveway cuts on residential lots. The Commission agreed to incorporate section as presented. d. South San Francisco Municipal Code section 20.79.020(i): to eliminate the minimum lot dimension requirement for residential lots suitable for residential second units. The Commission agreed to modify the section as follows: "Lot size: The minimum size of the lot on which the second unit may be built shall be five thousand square feet. ~ lot chall havo a minimum \lidth of fifty foot and a minimum dopth of oighty foot." ITEMS FROM STAFF Senior Planner Morton informed the Commission that Rich Diodati's appeal of Case No. UP-84-705/Mod 2 is scheduled for the April 12, 1989 City Council meeting. ITEMS FROM STAFF - continued Chairman Zellmer stated he would draft a memo for the Commission's consideration regarding disagreement with the City Manager's recommendation to City Council that the Planning Division staff the Historic Preservation Commission. ITEMS FROM THE COMMISSION Senior Planner Morton informed the Commission that John Bacon's appeal of Case No. UP-88-847 is scheduled for the April 26, 1989 City Council meeting. The Commission asked staff to verify if or when Auto Studio is scheduled for a six month review. commissioner Boblitt reported that the recycling center at Westborough Square is cluttered with materials stacked outside the kiosks. ADJOURNMENT Chairman Zellmer adjourned the meeting at 9:00 p.m. to April 12, 1989, 7:30 p.m. ean T.
