CALL TO ORDER: 7:30 p.m. PLEDGE OF ALLEGIANCE MEMBERS PRESENT: Chairman Terry, Vice-Chairman Zellmer, Commissioners Mantegani, Matteucci, and Wendler. ABSENT: commissioners Boblitt and Warren ALSO PRESENT: Planning Division Daniel Christians Philip Gorny Jesus Armas Ron Petrocchi Richard Harmon Jake wittwer City Manager Police Sergeant Engineering Chief Building Inspector CHAIR COMMENTS APPROVAL OF MINUTES of August 25, 1988 Motion-Matteucci/Second Wendler: To approve the Minutes of the August 25, 1988 meeting as presented. Unanimously approved by voice vote. Acting Planning Director Daniel Christians introduced South San Francisco's new City Manager, Jesus Armas, to the Commission. Chairman Terry welcomed Mr. Armas and extended an invitation to attend future Commission meetings. Standard Builders (Manteqani Family, owners), PUD-88-13, SA-88- 100, Neqative Declaration No. 635, West side of Chestnut Avenue, 450' north of Grand Avenue continued from the September 8, 1988 Planning Commission meeting. Planned Unit Development Permit and Subdivision Map to create a 19-unit single-family project on the west side of Chestnut Avenue, 450' north of Grand Avenue in the R-2-G-P Zone District. Alden Company (City of South San Francisco, owners), PUD-88-14, SA-88-101, Neqative Declaration No. 636 continued from the September 8, 1988 Planning commission meeting. Planned UnitIJevelopmentmand Subdivision Map to create a 35-uni't single-family project at the northwest corner of Chestnut and Grand Avenue in the R-2-G-P Zone District. AGENDA ITEMS - PUBLIC HEARINGS - continued Commissioner Mantegani announced he would not be participating in the discussion or action on these cases since he is one of the property owners involved. September 22, 1988 Staff Reports presented. Representatives: Andrew Cresci Standard Building Co. 2222 19th Avenue San Francisco Kip Jones Alden Company 411 Borel Avenue San Mateo Messrs. Cresci and Jones both explained to the Commission that there had been delays in finalizing an agreement on the transfer of land between Alden Company and Standard Building Company, but hoped to have it approved and signed within the week. Both applicants requested a continuation to the October 13, 1988 Planning commission meeting. Chairman Terry thanked the applicants for cooperating in resolving the complicated legal matters. Motion-Zellmer/Second Wendler: To continue PUD-88-13, SA-88-100, Negative Declaration No. 635 (Standard Building Co., Inc.), PUD- 88-14, SA-88-101, and Negative Declaration No. 636 to the October 13, 1988 Planning commission meeting. Unanimously approved by voice vote. ABSTAIN: Commissioner Mantegani. PRESENTATION An informal presentation bv W. W. Dean & Associates of the Terrabav proiect. AGENDA ITEMS - PUBLIC HEARINGS - continued Mr. John Ochsner gave a chronological summary of the project since its conception in 1980. He stated a precise plan would be submitted to the city in thirty days for review. Reductions of Terrabay's precise plan and workbooks of project highlights were distributed to the Commission to use while the project was being discussed. Also, a model of San Bruno Mountain, incorporating Phase One, was on display for the Commission to study. Mr. Doug Dahlin addressed the project's design, color pallet and other architectural aspects. He stated the project has not deviated from its original concept and compared the architecture to that of the Sea Cliff area of San Francisco. Mr. Bob Stone described the plant material to be used in each of the five Terrabay communities. He felt that landscaping and use of knolls would individualize and separate each of the communities. Mr. Ray Walsh gave a slide presentation of the Habitat Conservation Program (HCP). He demonstrated how the collection of seeds from plants on San Bruno Mountain were used on an experimental area of the mountain. The site was graded, hydroseeded and restored to its natural element. The U.S. Fish and wildlife Department inspected each phase to verify that the lupine plant was seeded and thriving. This same process will be used on the South Slope area when graded and benched. Mr. Ochsner indicated that build-out would occur after 5-6 years and that Randolph Street would be widened and paved during Phase One. Chairman Terry thanked W. W. Dean's representative and consultants for the presentation, stating it was appreciated. ITEMS FROM STAFF Report on Action Reqardinq the Proposed Barbed Wire Fence Ordinance Motion-Zellmer/Second Matteucci: To forward to the City Council the report on action regarding the barbed wire fence ordinance. Unanimously approved by roll call vote. UP-88-760/Mod 1 - Outdoor Tenant, 325 South Maple Avenue Senior Planner Gorny informed the Commission that in accordance with Special Condition No. 15 of Use Permit UP-86-760/Mod 1, Pyramid Van and Storage is asking for approval to occupy the outdoor storage area at 325 South Maple Avenue. After a discussIon of the use and assurance that it would not be visible from the street, the Commission unanimously approved the tenant's occupancy. Material submitted at a meeting may be read into the minutes by non- applicants with a maximum of five (5) minutes speaking time. with regard to a letter received from Mr. and Mrs. Jerry Wilcox, 515 Cypress Avenue, Chairman Terry requested that the appropriate department respond to the listed complaints. commissioner Wendler reported that the Westborough Produce Market at Westborough Square was stacking boxes outside the store and under the outdoor display counter.
