1600 Grandview Drive. Genentech. Inc.. UP-91-903. Negative Declaration No. 729
Use Permit, design review approval and environmental determination of same to allow
conversion of an existing office/warehouse building generating in excess of 100 vehicle
trips/day to all office with related signs and changes to the parking and landscape area in the
P-I Zone District in accordance with provisions of South San Francisco Municipal Code
Section 20.32.060,
Motion-Mantegani/Seconded- Warren: To continue UP-92-903 to December 5, 1991. The
motion was unanimously approved by voice vote. ABSENT: Vice-Chairman Matteucci and
Commissioner Boblitt.

Use Permit and design review approval to allow the installation of three utility buildings and
an emergency communications antenna at an existing parking lot in the P- I Zone District.
November 21, 1991 staff report presented.

Mr. Panek described briefly the Disaster Preparedness Program of Genentech. He stated they
wanted to establish an alternate command post in one of the containers and the other two
containers would hold emergency supplies.

Two exhibits were shown to the Commission showing the buildings, site plan parking lot and
the site cross section. He further explained the site and the reason for the location of the
trailers on this site. He questioned Planning condition #8 and indicated that Genentech had
a prior permit issued by the City for a parking lot which includes the bus shelter. Mr. Yee
stated that Genentech has moved the bus shelter without a building permit and he explained
that Genentech was willing to relocate this bus shelter to its original position and stated that
the electrical outlet is no longer necessary,
Commissioner Warren questioned the terms of the antenna and agreed with the Genentech
Disaster Program.
Chairman DeZordo asked Mr. Panek to explain the Disaster Preparedness Program to the
Commission, which he did, explaining the different components which make up the program.
Commissioner Wendler asked Mr. Panek if they had personnel working 24 hours a day to
which Mr. Panek answered in the affirmative. She questioned the security of the antenna and
expressed her concern about the lack of 10% landscaping which is required by the City.
Mr. Vince Lattanzio, Landscape Architect, advised the Commission that with the additional
landscaping in the existing parking lot and around the command post, it would exceed the
10%.
Commissioner Wendler questioned Police Department condition #4 and Commissioner
Mantegani questioned the electrical issue of the bus shelter and buildings.

Chief Planner Steve Solomon advised the Commission that if there was a building code
requirement for any structure that is habitable to have electricity, it should then be made part
of the conditions.
Peter Yee stated that Genentech would have electrical generators available for these
containers.
Jeff Baca, Chief Building Official, stated that permanent buildings have to have electrical
power but believed they could have a generator.
Motion-Warren/Seconded-Wendler: To approve UP-91-904 based on the findings and subject
to the modified conditions as follows: Planning condition #8 - add "if it is not identical to the
original approved plans"; Police Department condition #4 - change the word "should" to
"shall"; Building Division condition #4 - add "If electrical services are required by Uniform
Building Code". The motion was unanimously approved by voice vote. ABSENT: Vice-
Chairman Matteucci and Commissioner Boblitt.

Type C Sign Permit and design review approval to allow multiple flag poles and signs for
marketing a residential project in the R-3 Zone District in accordance with South San
Francisco Municipal Code Section 20.76.170 and 20.86.060.

Mr. Shimasaki explained the purpose of the signs and flags.
Speaking against the project:

Ms. Acosta spoke against the project and stated that Mr. Callan had no regard for the
community and said she did not want the flags.
Commissioner Mantegani wanted to add conditions requiring replacement of the flags if they
became tattered, torn or faded and to limit the approval to a maximum of one year and a
limit of ten flags.

Commissioner Wendler explained that the Commission had worked very hard to keep the City
clean and to rid it of excessive flags. She was in favor of only one flag.
Commissioner Zellmer said he could not support thirty-six flags but did support the three
pylon signs and was in favor of sending the issue of flags back to staff. Commissioner Warren
agreed with Commissioner Zellmer regarding the pylon signs but she did not want to approve
any flags.
Mr. Shimasaki explained that flags are very helpful in getting the attention of the people; he
suggested possibly two flags adjacent to each of the pylon signs.
The Commissioners stated that the applicant may refile for a reduced number of flags.
Motion-Wendler/Seconded-Warren: To approve SC-91-13 to allow the placement of three
pylon signs only and not the flags since there are no unusual circumstances that would warrant
the thirty-six flags. The motion was unanimously approved by the following roll call vote:
AYES: Chairman DeZordo, Commissioners Mantegani, Warren, Wendler and Zellmer.
ABSENT: Vice-Chairman Matteucci and Commissioner Boblitt.
Items from Staff
Chief Planner Solomon advised the Commission that staff had received direction from City
Council on the east of 101 to eliminate housing from the General Plan. He further discussed
the hiring of consultants for the Housing Element. He further advised that staff has held
several meetings with the Genentech development team in the last several weeks and had
reached agreement on two issues: 1) coordinate discussions so staff sees projects much
sooner than at the present time, and 2) pursue a master plan for Genentech.

Chief Planner Solomon stated that before going public with the Housing Element, he would
like to have two or three members of the Commission to review the range of housing
programs that are available and identify ones that will be appropriate to pursue. Chairman
DeZordo, Vice-Chairman Matteucci and Commission Wendler volunteered to be on the
subcommittee,

The Commission discussed a letter they received from Sally Kwok regarding the use at 45
Chestnut Avenue.
Chairman DeZordo circulated an opinion survey (QED Citizen's Survey) to the Commission.
He also drafted a letter to the Mayor and the City Council on the City Manager's position.

He asked that the Commission sign it after the meeting.
Items from the Public
Ms, Jeannette Acosta spoke to the Commission about the construction at King Drive and
Gellert Boulevard (Carter Park II). She stated that construction starts at 7 A.M. She stated
she had complained several times to the Building Division and to the Police Department and
that both had stated it was not their problem. This construction is treated as if it is in the
commercial area. Chief Planner Solomon stated he would check into the matter and report
back to the Commission. Sgt. Petrocchi informed the Commission that the enforcement of
the noise ordinance is the responsibility of the Police Department except during the 8-5
business hours. The City Engineer and Chief Building Inspector have the right to justify or
modify their hours. Sgt. Petrocchi said he would also look into this matter.
Commissioner Warren suggested that the Chief Building Inspector notify the Police
Department if such a change occurs.
Sgt. Petrocchi stated that the ordinance does not state certain hours but that the noise level
cannot exceed a certain decibel before 8:00 A.M.
