Tentative Parcel Map to resubdivide two parcels into parcels each
containing 7,000 sq. ft. in the R-2 Zone District in accordance with
provisions of SSFMC Title 19 and the State Map Act.
Motion-WarrenjSeconded-Boblitt: To approve PM-91-286 based on the
findings and subject to the conditions in the staff report.
Unanimously approved by voice vote. ABSENT: Vice-Chairman
Matteucci, Commissioners Mantegani and Zellmer.
451 South Airport Boulevard, Price Club, UP-85-729/Mod 1
Use Permit Modification to allow a 748 sq. ft. addition consisting of
a meat cooler to an existing warehouse retail facility in the P-C
Zone District in accordance with provisions of SSFMC Chapter 20.91.
Motion-WarrenjSeconded-Boblitt: To approve UP-85-729jMod 1 based on
the findings and subject to the conditions in the staff report.
Unanimously approved by voice vote. ABSENT: Vice-Chairman
Matteucci, Commissioners Mantegani and Zellmer.

Use Permit Modification to allow an automobile rental facility at an
existing commercial parking facility in the P-I Zone District in
accordance with provisions of SSFMC section 20.32.030(c) and Chapter
20.91.

Mr. Phelps agreed with all the conditions and was available for
questions from the Commission.
commissioner Warren was concerned about the traffic study relative to
the speed of vehicles approaching the freeway and the additional 30
vehicle trips operated by this use, some of which would be making a
left from Terminal Court.
Sgt. Petrocchi stated that at a preliminary meeting with General
Rent-A-Car representatives, it was suggested that information be made
available at the rental counter advising SF bound customers to travel
South to 380, connecting to 280 North to San Francisco, thus avoiding
the left turn.
commissioner Wendler suggested that Condition No. 11 be modified to
increase the percentage of on-site transactions from a minimum of 50%
to a minimum of 65% since this would benefit the City with a higher
income from the sales tax. Chief Planner Solomon explained that 50%
was suggested as a guideline, and that the City Attorney has advised
us against setting a particular condition that would mandate a
certain percentage. He also stated that the applicant's intent was
to work with the City to develop procedures to maximize on-site
transactions, but it is something that we cannot impose as an
absolute. Failure to meet this objective is not necessarily a reason
to invalidate this Use Permit. The object of this condition is to
make sure this is a retail use and not just a storage site.
Mr. Phelps stated that the company could not estimate what percentage
of the transactions would be handled at the Produce location because
of the uncertainty of what was going to happen once a counter was
opened at the airport. He stated that General Rent-A-Car could not
commit themselves to more than 50% at this point.
commissioner Boblitt asked if the Use Permit was revocable if there
were no sales at the end of one year?
Chief Planner Solomon stated that it was revocable.

It was the consensus of the Commission to raise the limit from 50% to
65%.
Motion-BoblittjSeconded-Wendler: To approve Negative Declaration No.
725 and UP-91-887jMod 1 based on the findings and subject to all
conditions including modified Condition #11 - "Prior to the issuance
of building permits evidence or agreements shall be submitted,
satisfactory to the Chief Planner, that demonstrates that this use
shall be conducted and maintained as a car rental facility rather
than a vehicle storage lot. It is the ojbective of this condition
that following the first year of operation the "point of sale" for at
least 65 percent of the transactions involving vehicles operating
from this site shall be attributed to this South San Francisco
location." Approved by the following roll call vote: AYES:
Chairman DeZordo, commissioners Boblitt, Warren and Wendler. ABSENT:
Vice-Chairman Matteucci, Commissioners Mantegani and Zellmer.

Appeal of Design Review conditions regarding fencing and landscaping
related to a proposed addition to an existing warehouse in the P-I
Zone District in accordance with provisions of SSFMC sections
20.85.060 and 20.90.020.

Mr. Mulcahy stated that this company had been in South San Francisco
since 1964, and that four years ago they had landscaping that almost
covered the existing chain link fence, but the recent drought has
killed most of it. Mr. Mulcahy agreed to all DRB suggestions but was
not in agreement about the new fence. He stated that building a
concrete fence would not enhance the neighborhood. He felt that
since there is an 85 foot setback, a concrete fence was not necessary
for screening the eight new loading docks. He asked the Commission
for an alternative to the concrete fence. He felt that the fence at
the Budget Rent-A-Car site on South Airport was agreeable to him.
Chairman DeZordo clarified that the Design Review Board did not
require a masonry wall; the suggestion was for a more substantial
fence.
Chief Planner Solomon added that the fence was a condition of
approval; that the rollup doors must be screened.
Planner Kalkin indicated staff's willingness to work with the
applicant to reach an agreement as to what type of fence is best
suited for the site.

commissioner Wendler agreed that the eight loading doors should be
screened. She stated that it was practice to require sites to be
upgraded to meet today's standards.
commissioner Boblitt concurred that the docks should be screened; she
further commented that landscaping is more than just beautification.
She stated that codes have changed since this building was
constructed, and when older buildings are expanded they must meet
current conditions, thus improving these areas.
commissioner Warren was agreeable with Mr. Mulcahy's suggestion of a
wooden fence like the Budget Rent-A-Car fence. She also agreed with
commissioner Boblitt that we are building to the 1990's conditions
and not the 60's. She questioned staff about the drainage. Mr.
Mulcahy had mentioned that the landscaping could impinge on his
neighbor's property. Planner Kalkin stated that the applicant could
install the landscaping and redirect the drainage.
The applicant agreed to a wooden fence similar to the fence at the
Budget Rent-A-Car site.
Chairman DeZordo agreed with the other Commissioners with regards to
the landscaping and the acceptability of a well designed wooden
fence.
Motion-Warren/Seconded-Boblitt: To deny the appeal of DR-91-847
regarding the landscaping and directed the applicant to submit a
revised wooden fence design to the Design Review Board. Unanimously
approved by voice vote. ABSENT: Vice-Chairman Matteucci,
Commissioners Mantegani and Zellmer.

Appeal of Design Review Board decision regarding a proposed second-
story addition to a single-family home in the R-1 Zone District in
accordance with provisions of SSFMC sections 20.85.060 and 20.90.020.

Representing the Applicant:

Mr. Recio explained the project (showed the Commission a model of
the cul-de-sac and pictures of the neighborhood) and stated that at
the June 18th DRB meeting, he and the applicants had been given
minimal time to explain the proposed addition. He thought that the
comments had been personal in nature, rather than design guidelines.
Mr. Recio indicated that this project complied with the design
guidelines and conformed to all requirements. He also explained the
different changes that already had been made and he felt that the
Design Review Board wanted them to change the layout of the plan.
Mr. Recio commented that the neighbors on Chico Court had been shown

the design and all had approved. He then asked the Commission to
reconsider and approve the appeal.

Mrs. McCahill was concerned about moving more of the structure to the
rear of the lot which would entail some major changes like moving the
staircase, etc. and also obstruct solar accessibility of the back
neighbors.

Mr. Wasserman complained about the house at
that it should be condemned. Michael Baird
Division stated that this case was referred

Chief Planner Solomon advised the Commission that staff would look
into this matter and report back to the Commission.
commissioner Boblitt questioned if the first design which was
approved could be approved at a smaller scale?
Senior Planner Morton advised that the first design was too massive
in the front; with the second design, the designer misjudged the size
of the lot by about five feet.
commissioner Warren asked why the design that had been approved had
not been used. Mr. McCahill explained that when they found the
mistake they decided to drop the whole plan and start over.
Commissioner Warren did not support the design and did not care for
the tower. She was in favor of redesigning the exterior to make it
more compatible to the neighborhood.
commissioner Wendler agreed with commissioner Warren. She understood
the position the applicants were in but the first second-story
addition in a neighborhood sets the standard. She explained that she
would not ask for changes to the interior but supported the Design
Review Board suggestions on the exterior.
commissioner Boblitt preferred the earlier design which the Board had
approved but which the applicants had later abandoned. She thought
the current proposal was too bulky and supported the recommendations
of the Design Review Board. Chairman DeZordo was also in favor of
changing the facade.

Chief Planner Solomon asked the Commission if they could accept the
floor plan as presented but have the applicant work on the exterior
of the building. He also suggested that the applicant meet with the
City's landscape architect, who is also a licensed architect, and
return to the Design Review Board.
It was the consensus of the Commission that specific directions be
given the applicants as to what changes the Commission desired. Mr.
Recio stated he understood the changes that the Commission desired
but was relunctant about returning to the Design Review Board.
Motion-WarrenjSeconded-Wendler: To uphold the Design Review decision
and deny the appeal. Also, direct the applicant to work with the
Planning Division staff to redesign some of the elements (the floor
plan may remain) to reduce the bulk and make the addition more
compatible with the neighborhood. Unanimously approved by voice
vote. ABSENT: Vice-Chairman Matteucci, Commissioners Mantegani and
Zellmer.
Review and approval of Enqineerinq Division's Standard Conditions
August 15, 1991 staff report presented.
The conditions were discussed with the city Engineer, Arthur Wong,
and he addressed several concerns of the Commission. Chairman
DeZordo suggested that a topographic map be submitted with a
tentative parcel map.
The City Engineer responded to Commissioner Boblitt's questions about
the grade of the intersection at Westborough and Gellert.

Chief Planner Solomon advised the Commission that he sat on the
interview for the Assistant City Attorney and said that the City
Attorney would make a selection for hiring in September. He then
discussed the August 14th City Council meeting; the agreement between
the City of South San Francisco and the airport. He advised that
there would probably be a shift in the Work Program which had been
presented to the Commission at the last meeting. Chief Planner
Solomon remarked that the Conference Center had been approved by the
city Council.
Items from Commission
The Commission wanted to know the status of the replacements for the
Design Review Board. Chief Planner Solomon stated that staff had
contacted Esta Kornfield several times but as yet had not submitted
her paperwork. He advised that Peter Kostrikin would also be
leaving.
Commissioner Wendler suggested some type of resolution from the
Planning commission for Peter Kostrikin.

Chairman DeZordo reiterated his desire to appoint a landscape
architect to the Design Review Board as soon as possible.
A discussion ensued about the great concern that so many stores are
empty and are remaining so.
Chairman DeZordo adjourned the
1991 at 7:30 P.M.
