ABSENT: Commissioners Boblitt and Wendler. Commissioner Zellmer did not vote on the minutes as he did not arrive until 7:35 P.M. ORAL COMMUNICATIONS AGENDA ITEMS - PUBLIC HEARINGS Homart Development Company. ZA-91-66. Neqative Declaration No. 714 Zoning Amendment and environmental determination of same to change the Gateway Specific Plan Zone District, South San Francisco Municipal Code Chapter 20.57, to add provisions for a health club, expand the areas for office/sales/service uses, eliminate provisions for vehicle storage and replace Exhibit A. May 2, 1991 staff report presented. commissioner Mantegani saw no problem with the proposal; they apparently cleared up the parking problem. commissioner Zellmer agreed with commissioner Mantegani. commissioner Matteucci was pleased that Homart is working with the City on design. commissioner Warren saw no problem with this project. Planner Morton advised the Commission that the City Council subcommittee (Roberta Teglia and Gus Nicolopulos) together with upper management and staff have been working for over a year to look at a PAGE 1 OF 3 PAGES PC Meeting of 5/2/91 AGENDA ITEMS - Cont. new vision for the Gateway area and to change standards. Chief Planner Solomon explained to the Commission that staff has been working with Homart and Homart's consultants to develop an urban design plan and hope to have it in place by July or August. David Gates is the primary consultant; Gensler and Associates, the architect, and a sign consultant are also involved. commissioner DeZordo wanted clarification on the proposed amendments of the specific plan, specifically the design review section. Chief Planner Solomon explained that the two uses that are being added to allow them to replace, at their discretion, the high rise towers are the flex product, the office sales product, and the Rand D. Those are the two that staff will be developing the design standards for. Motion-Matteucci/Second-Wendler: To adopt the resolution recommending that the City Council approve Negative Declaration No. 714 and ZA-91-66. Approved by roll call vote. AYES: Chairman DeZordo, Vice-Chairman Matteucci, Commissioners Mantegani, Wendler, and Zellmer. ABSENT: Commissioners Boblitt and Warren. Items from Staff Chief Planner Solomon asked the Commission if they still wanted the large plans in their packets. They all agreed they still wanted to continue to receive them. Chief Planner Solomon also invited the Commission to watch a video entitled, "Neotraditional city Planning by Andres Duany, AIA, at the end of the meeting. A discussion followed regarding the Planning Commission Gazette and the attachment regarding significant major changes in planning law. Chief Planner Solomon also advised the Commission that Pay N'Pak is closing its doors. At the present time, they are looking for someone to take over their lease, which is a problem because of a joint parking arrangement with Syufy Theatres. The Commission was also advised that the City Landscape Architect is now housed in the Planning Division. Chief Planner Solomon explained that Mr. Kasparowitz reviews projects for technical details and conducts field inspections to make sure the landscaping is put in correctly, primarily a Planning function. Chairman DeZordo asked whether Mr. Kasparowitz would be available for the downtown and PUD issues. Chief Planner answered he probably would be but these issues would be second-level priorities. Planning would also like to redo the Design Guidelines for Residential review and have Mr. Kasparowitz participate in this project. Items from Commission Vice-Chairman Matteucci, in response to information given to the Commission on the Conference Center, asked why the Board was willing to answer all the Commission's concerns except the design. Chief Planner Solomon stated that the Conference Center Director felt that all in all they have done a good deal on the design. Some issues raised by the Commission were not essential to the Planning PAGE 2 OF 3 PAGES PC Meeting of 5/2/91 ITEMS FROM STAFF - Cont. commission's approval; they dealt with the economics, the viability o.f the center. The Board felt that whether to proceed with the dome or not was something the Board should decide. commissioner Zellmer stated that he would like to send a memo to the Board reinforcing to them that they want a complete package. Chairman DeZordo said the Planning commission could write a letter, through -the Chair, to reiterate their concerns. Chief Planner Solomon stated the Planning Commission could hold a public meeting to air the issues. Also a letter addressed to Council with the Commission's comments could be presented at the time the project goes before Council. Chairman DeZordo stated he had received a package from the Mayor with quite a bit of information about the City of South San Francisco in regards to policy, Park & Recreation, cable TV, etc. Chairman DeZordo also stated that he would be on vacation and would not be able to attend the May 16, 1991 Planning Commission meeting.
