Proposed amendment to the City's General Plan to modify Land Use
Policy Number 29 to allow the addition of drive-thru windows at
fast food restaurants which existed prior to January 1, 1991, in
accordance with the provisions of South San Francisco Municipal
Code Chapter 20.88.
March 7, 1991 staff report presented.

Mrs. Byers addressed the Commission and spoke about attachments to
the staff report which she had submitted for this meeting.
Don Haile, Acting city Attorney, stated that from what he was hearing
from Mrs. Byers, she was debating or refutting the Initial Study. He
further stated that this General Plan provision affects the City
throughout, therefore the Initial Study on the General Plan was
prepared based on possible city-wide effects. Acting City Attorney
Haile stated that the Public Resources Code and State guidelines must
be followed in determining if there is a significant affect to the
environment when an application is made. A discussion ensued with
the Commission about the different aspects of the General Plan
amendment and the subject site. Acting City Attorney suggested that
the Commission may wish to entertain an amendment to the General Plan
which affects only this particular site or which would have limited
impacts. The matter could be referred back to staff for an Initial
Study to determine whether or not this particular drive-thru would
affect the environment.

Chairman DeZordo adjourned the meeting at 8:45 P.M. for a 15 minute
recess. He reconvened the meeting at 9:00 P.M.
Chief Planner Solomon advised the Commission that the first issue to
be discussed is one of community value, then the environmental issues
could be addressed. He also stated that Commission could craft a set
of criteria that limits the environmental impacts of the proposed
General Plan amendment.

Both Mr. Stevens and Dr. Churchwell talked favorably about this
project and requested Commission to consider approving this project
at the Gellert site and not city-wide.
Chairman DeZordo closed the public hearing.
Chief Planner Solomon suggested narrowing the scope of discussion by
focusing on three issues: 1) should drive-through windows be
allowed city-wide; 2) should drive-through windows be prohibited
city-wide, or 3) should drive-through windows be allowed under
certain circumstances.
It was the consensus of the Commission to allow drive-through windows
under certain criteria. The Commission discussed requiring traffic
studies, limiting the concentration of drive-through windows,
conditioning applications, etc.
Motion-Boblitt/Second/Matteucci: To continue off-calendar; direct
staff to revise the language of the amendment as directed and prepare
a new initial study and necessary environmental documents and bring
back to the Planning Commission as soon as possible. It was
unanimously approved by voice vote. ABSENT: Commissioners Warren
and Wendler.
ITEMS FROM STAFF
Chief Planner Solomon told the Commission that Genentech had extended
an invitation to visit their research and development facility. He
also discussed briefly the Neighborhood Strategy meeting held on
March 5, 1991.
Motion-Boblitt/Second Mantegani: To cancel the March 21, 1991
Planning Commission meeting. Unanimously approved by voice vote.
