February 21, 1991 regular meeting of the South San Francisco Planning
Commission

CALL TO ORDER: 7:30 P.M.
PLEDGE OF ALLEGIANCE
MEMBERS PRESENT:
Chairman DeZordo, Vice-Chairman Matteucci,
Commissioners Boblitt, Warren and Zellmer.
ABSENT: Commissioners Mantegani and Wendler.

CHAIRMAN COMMENTS
ORAL COMMUNICATIONS
City Manager Jesus Armas was present and stated that he was visiting
all Boards and Commissions that existed in the city. He wanted the
Commission to relate to him any areas of concerns, items of interest
and anything he should be aware of. Mr. Armas was willing to answer
any questions the Commission might have about events that are
underway or planned with respect to the City. He stated that this
was an opportunity to exchange information and keep the lines of
communication op~n.
The Commission exchanged their ideas with Mr. Armas. They all agreed
that the Design Review Board is doing a great job and commented that
Richard Desanto, Code Enforcement Officer, was also doing an
excellent job. The Commission expressed interest in water rationing,
controlling landscaping and xeroscape.
AGENDA ITEMS - CONSENT ITEMS
Antonio D. and Gody L. Tito. 643 Chestnut Avenue. PM-91-282. Neqative
Declaration No. 709
Tentative Parcel Map to divide a 15,643 square foot parcel into two
parcels in accordance with provisions of South San Francisco
Municipal Code Title 19.
Motion-Zellmer/Second-Warren: To approve consent item as presented.
Approved unanimously by voice vote. ABSENT: Commissioners Mantegani
and Warren.
AGENDA ITEMS - PUBLIC HEARINGS
Auto Parts Club (Poletti Trust. Owner). 124 Beacon Street. UP-92-
885. Neqative Declaration No. 710
Use Permit to allow establishment of a wholesale/retail auto parts
facility with related parking, landscaping and sign program at an
existing warehouse building in accordance with provisions of South
San Francisco Municipal Code section 20.32.030.

Mr. Avanessian agreed with all the conditions and was available for
any questions.
The Commission commented that staff had done an excellent job on this
project and all their concerns had been addressed.
Motion-Matteucci/Second-Warren: To approve Negative Declaration No.
710 and UP-92-885 subject to conditions and based on findings as
presented in the staff report. Approved by the following roll call
vote. AYES: Chairman DeZordo, Vice-Chairman Matteucci,
Commissioners Boblitt, Warren and Zellmer. ABSENT: Commissioners
Mantegani and Warren.
ITEMS FROM STAFF
Chief Planner Solomon introduced the Acting City Attorney Don Haile.
Chief Planner Solomon discussed briefly some facts about water
rationing. Also advised the Commission that at the next City Council
meeting staff is proposing an urgency ordinace for limiting
construction in the EI Camino Corridor Study Area. He stated that
staff had received an application from Homart Development to change
the character of the program, adding two additional uses for the
undeveloped sites which are the Flex Product and Rand D uses.
Chief Planner Solomon discussed with the Commission the agenda for
the joint meeting with the City Council. Several Commissioners
stated that Council questions their motives, thinking, bases for and
their decisions. They want to have a joint meeting in order to get
their direction.
March 7, 1991 was set for the meeting to discuss GP-90-42.
NSA was discussed briefly since the meeting is on March 5, 1991 and
the notice was received by Chairman DeZordo.
The Old Town Homeowners' Association meeting was also discussed by
Alan Zellmer who attended this meeting.
