PUBLIC COMMENTS
Mrs. Lena Vitalie, resident, stated she is a long time resident of the 100 block of Southcliff
Drive and related the events that occurred on her street on Sunday, December 18, during a
heavy rainfall that morning that flooded her neighbor's propelty. She stated that over the years
she has observed the two storm drains in the area will back up, flood the street and cause major
damage to cars and garages. She asked if recent construction in the area has caused the
stormwater system to overflow.
Mrs. LuMarla Dea, resident of Southcliff Drive, voiced her concern regarding the constant
flooding and property damage that she has sustained. She qU(~stioned the fire department's lack
of assistance during the December 18 flooding and urged Council to address the storm drain
problem.
Mr. Al Dea, resident of South cliff Drive, gave an account of the flooding that occurred on
December 18 and the attempt by a neighbor to clean the storm drain with a rake. He stated that
pine needles clog the two storm drains and suggested better street cleaning.
Ms. Lisa Hoffman, resident of South cliff Drive, described flood damage that occurred in 1995,
the property damage she sustained, and urged Council to correct the situation.
Council discussed with staff remedying the situation and Public Works Director White stated
that this was the first time he was aware of a problem in the area. It was agreed that a letter will
be written to the residents with phone numbers to call in case of an emergency, that the area will
be put on high priority for the storm drains to be kept clear of debris, and that the storm drains
will be upgraded and improved after the rainy season has endl~d.
Ms. Hoffman reiterated the flood damage that occurred in 1995 and that it involved raw sewage.
Mayor Fernekes stated that this matter will also be addressed by the Public Works Director in a
separate letter.
Mr. Frank Vasquez, resident of Southcliff Drive, stated he is a long time resident ofthe block
and that five cars have been completely damaged due to flooding. He suggested that storm
drains from up the hill also be kept clean. He informed Council that he did not think the 1995
storm caused the sewer system to overflow; he thought that garbagt:~ cans had tipped over.
Mrs. Dea stated that the could not get through to the emergency service number on December
18, and that she saw the sewer manhole cover rise in the flood. waters that day.
In response to Council's concerns regarding the firefighters not assisting on the morning of
December 18, Fire Chief White responded that the issue is being investigated. Mayor Fernekes
asked that the Council be kept informed of the outcome of the investigation.

Mayor Fernekes referenced a memo received from staff regarding the storage of hazardous rail
cars by Union Pacific Railroad in South San Francisco and asked that this matter be looked into
by the City Attorney's office. Councilwoman Matsumoto suggested that Congressman Lantos'
office be made aware of the situation.
Mayor Fernekes asked staff to schedule a housing subcommittee (Fernekes/Matsumoto)
meeting to discuss the housing endowment and regional trust program. He reported that the
nepotism subcommittee (Fernekes/ Garbarino) has revised tht:: current policy and the proposed
policy will be coming forward to the full Council for review and discussion at a future meeting.
Mayor Fernekes reported that he attended a meeting with the Library Director to discuss a new
library and she will be preparing a recommendation to Council for a public committee to be
formed that includes representatives of Council and the Library Board. The committee will
prepare a submittal to the state in anticipation of voter approval of the Public Library
Construction and Renovation Bond Act scheduled for the June 2006 ballot.
. Review and direction on City of South San Francisco's vote for Cities Selection Committee
Mayor Fernekes asked that this item be scheduled for the January 11 meeting; he explained that
he is seeking direction from Council on how it wishes to vote for the transportation authority
seats. He stated that copies ofthe official ballot and qualification letters will be provided to
Councilmembers for review.
