PLEDGE OF ALLEGIANCE MEMBERS PRESENT: Chairman Lucchesi, Commissioners DeZordo, Mantegani, and Romero. Design Review Boardmembers J acki Stavi, Bob Williams John Murphy MEMBERS ABSENT: Vice-Chairman Warren, Commissioner Padreddii ALSO PRESENT: Planning Division Steve Solomon Susy Kalkin Larry Kasparowitz Steve Ma ttas City Attorney CHAIRMAN COMMENTS Chief Planner Solomon asked to change the order of the agenda items by moving item #2 (ZA-95-90) to item #1. City of South San Francisco. ZA-95-90 An ordinance amending Section 20.30.040(g) of the Industrial Zoning District (M-l) and Section 20.32.070(g) of the Planned Industrial Zoning District (P- I) establishing criteria as to the amount of dangerous or hazardous material that may be stored or handled and be subject to the discretionary approval of the Planning Commission. Chief Planner stated that this item had been continued from the February 16, 1995 Planning Commission meeting. He went on to explain the changes the Commission has suggested. Commissioner Romero asked if there are limitations or can we have some sort of timeframe? How long is "not permanent"? City Attorney Mattas stated he would revise the language. Commissioner Romero continued that there should be a time limit. Chief Planner Solomon stated that there would less discretion if there was a number call. He went on to say that unless there is a complaint it would be very difficult to enforce a time lindt. It was the consensus of the Commission to place a time limit of 5 years for on site storage. Page 1 of 4 Pages PC Meeting of 2/23/95 Because of the Commission's concerns about this being discretionary approval by the Chief Planner (staff might change down the road), Chief Planner Solomon sajd he could report on these permits yearly or by-yearly and that the Commission could always lJ.i%odify the ordinance. Commissioner Lucchesi asked that the Commission's concerns be forwarded to the City Council. Chief Planner Solomon said he would relay their concerns in lais staff report. Motion-DeZordo/Second-Romero: To approve the resolution recommending City Council approve ZA-95-90 with a five-year time limit. It was unanimously approved by voice vote. Chairman Lucchesi called for a ten-minute recess. Chairman Lucchesi readjourned the meeting at 8:45 P.M. STUDY SESSION 1. Kaiser Workshop 10. W. Orange Avenue Kaiser Hospital medical offices study session regarding the site plan. The following comments were made: Jim Hall, Ellerbe Becket (Architect): - all outpatient functions (no overnight stays) plus ancillary - original program 300,000 s.f. in 3 buildings of 100,000 s.f. - reduced to 200,000 s.f. @ State 7 - only entry would be off N. Canal Street Steve Solomon, Chief Planner - create stronger interior space - flip open parcel to West Orange? - limit traffic from West Orange - stronger landscape statement along N. Canal Hollis Harris, Kaiser Project Manager - Kaiser has done preliminary traffic study - parking provided for 400 members, 520 employees (120 at Call Center) Commissioner Romero - move buildings away from W. Orange - include undeveloped portion of lot in plan now DRB Member Stavi - concerned about the scale of the project - no attempt to break down the building or the parking Page 2 of 4 Pages PC Meeting of 2/23/95 - the depth of the buildings could be alleviated (perhaps through courtyards) Commissioner Lucchesi - What are the block dimensions? (Mr. Hall stated 160 feet.) Commissioner Mantegani - if you close N. Canal to W. Orange, then South Spruce will be a nightmare, if you leave it open then the traffic on W. Orange will be heavy Commissioner DeZordo - locating the building massing on W. Orange is best - is the location of the Call Center fixed? (Ms. Harris answered no.) Commissioner Mantegani - do not like the service center facing W. Orange (Mr. Hall answered that the center will have landscape screen.) Steve Solomon, Chief Planner - what are the building parameters? Jim Hall - floor to floor heights: 13' to 13' -6" - 160' width allows 2 clinics wide with corridor between - 30' x 30' structural bay, typical Commissioner Lucchesi - why not use a campus type plan with smaller, separate buildings? HarrislHall - more service, more maintenance, more need for cross training - functions change within buildings, buildings must be flexible Bob Williams - why not split site the other way with the buildings running perpendicular to scheme shown? allows separation of employee and member parking Larry Kasparowitz, Landscape Architect - believes that landscape architect must be brought in early in the process to allow to function as "urban designer" - buildings should align with W. Orange to respect street alignm.ent - no entry indication has been made at the W. Orange facade (change of building form needed Steve Solomon, Chief Planner - outdoor space could include "useable space" (Genentech Buildjng25 an example of Page 3 of 4 Pages PC Meeting of 2/23/95 outdoor space which is useable and relates to building design - building is monolithic in relationship to neighborhood scale - building is horizontal and needs facade planes to be broken ADMINISTRATIVE SERVICES 3. DRB Guideline Discussion regarding amending residential design guidelines. Chief Planner stated that staff would be bringing forward amended residential design guidelines in the near future. Items from Staff - none. Items from Commission - none. Motion-DeZordo/Second-Mantegani: To adjourn the meeting to March 16, 1995. It was unanimously approved by voice vote.
