Special Meeting of January 12, 1995

STUDY SESSION
J oint study session with Parking Place Commission - to discuss the role of parking districts in
the City's development strategies.
The Commission discussed the roll of the. Parking Place districts in the City and, in particular,
the Downtown. It was felt that knowing the Council's objectives for the Downtown was the
first critical step before the objectives could be defined by the Parking Place Commission. A
committee of the two bodies was appointed (Chairman Ziegler from the Parking Place
Commission; Vice-Chairman Lucchesi and Commissioner Padreddii). Staff was directed to
request a meeting with a subcommittee of Councilmembers to discuss the future of the
Downtown.
Status of DRB Member Shen
The Commission determined that Anthony Shen was a valuable resource for the Design
Review Board and that it would be unlikely we would find an equally qualified candidate
within the time that Tony Shen would be absent. Staff was directed to write a letter to Tony
thanking him for his selVice, recognizing his value to the Board and offering him a leave of
absence.

PUD provision of the Zoning Ordinance
The Commission agreed that it is necessary to have findings for the PUD District. They also
concurred residential lands were the primary source of problems. They discussed briefly
various ways to distinguish between residential and commercial permits. Vice-Chairman
Lucchesi discussed standards for building design and suggested that staff explore developing
lists of objectives at various architectural scales; for example, at the large scale site plan,
middle scale building massing and small scale would be building details. Chief Planner
Solomon suggested that rather than completing working out the details of the trade-offs to be
provided for exceptions being granted, that the staff prepare the findings for the Commission
at this time and that the details be brought back as an ordinance or resolution setting
standards. The staff was asked to bring this item back soon.
Work Program
Chief Planner Solomon went through the scope of the work program with the Planning
Commission noting that it contained all the projects that had been set forth by the Planning
Commission and City Council and generally discussed these individual items. Staff noted that
because of the increasing workload and decreasing staffing that it was unlikely that staff would
be able to complete the "A" priorities. The Commission concurred that the East of 101 plan
would be the number one priority. The Commission gave the following directions:
· that "A" priority be given to single-family design review procedures,
· that the institutional use study be broken up into two parts leaving the
Brentwood/Avalon Park regulations as an "A" priority and moving a city-wide
institutional use ordinance to a "B" priority,
· that the duplex ordinance, the Colma Creek Flood Control District Task Force
and non-conforming issues - abandonment policy be moved down to the "B"
category,
· that the Zoning Ordinance update be moved up to an "A" category,
. that standards for decks be moved from a "B" to a "C",
. that the useable open space standard by added to the "B" list.
Review of sketch plan for BART station site
The Commission concurred that the BART station alternative number one was close to their
objectives. Staff was directed to prepare a drawing which was more conceptual or schematic
to convey the basic design objectives. The plan should be revised to include second-story
connectors between the parking structure and the station.

DRB scope of single-family dwelling review
The Commission discussed warranting the Design Review Board. They about whether cases
should be reviewed by the Design Review Board or should they be done on a discretionary
level by staff.
