CHAIRMAN COMMENTS
APPROVAL OF MINUTES of July 7, 1994, August 4, 1994 and September 1, 1994
Motion-Warren/Second-Lucchesi: To approve the July 7,1994 minutes as presented. . They
were unanimously approved by voice vote.
Due to a lack of quorum, the minutes of August 4, 1994 and September 1, 1994 were not
acted upon.
415-439 Linden Avenue. Robert Pianca. SC-94-25
Type "C" Sign Permit to allow a sign program consisting of individual lettering and fixed
banners, four of which extend above the roofline at an existing multi-tenant commercial
building per SSFMC Section 20.76.170(a).
Assistant Planner Padovan presented the staff report.

Mr. Pianca said he is upgrading these buildings. He also stated that there are places for three
trees on the corner of Lux and Linden. He did question the double siding which was
presented in the staff report.
Norma Fragoso, Community Development Block Grant Coordinator, stated that she has been
working with Mr. Pianca and felt that this is a very good design concept and improves the
aesthetic quality. She said she was available for any technical questions the Commission
might have.
A discussion ensured regarding the planting of trees on Lux Avenue.
The Commission agreed on two lines of text with a maximum letter height of 12" for a total of
24". Mr. Pianca said thatthere would probably be a problem with stores with longer names
but the printer could shrink the names and have them fit but it would be a bigger expense and
that would certainly be a burden. The Commission answered that they were not requiring this
but giving the applicant the option.
Motion- Warren/Second-Lucchesi: To approve SC-94-25 based on the findings and modified
conditions of approval. It was unanimously approved by voice vote.
399 EI Camino Real. Walgreens. UP-94-971 and SC-94-22. Negative Declaration No. 774
Use Permit and Type "C" Sign Permit for the construction of a 13,500 sq. ft. retail commercial
building with a drive-through pharmacy and signage that exceeds the sign regulations for
maximum height, area and sign copy in the C-1 Retail Commercial Zone District in
accordance with the provisions of SSFMC Sections 20.22.030, 20.22.070(a) and 20.76.170.
Senior Planner Kalkin presented the staff report.

Mr. Henmi agreed with all the conditions and said he was available for any questions the
Commission might have.
While Commissioner Padreddii saw no reason not to allow the readerboard. It was the
consensus of the Commission not to allow it. They also agreed that the store was a good use
for the City.
Motion-Lucchesi/Second- Warren: To approve Negative Declaration No. 774. It was
unanimously approved by voice vote.

Motion-Warren/Second-Lucchesi: To approve UP-94-971 and SC-94-221 based on the
findings and subject to modified conditions of approval. They were unanimously approved by
voice vote.
At this time the agenda was changed. The next item (Massage Ordinance) was changed to
item #4.
ADMINISTRATIVE BUSINESS
A yearly review of UP-94-971, Smart and Final, 249 Kenwood Way, was presented by Senior
Planner Carlson. The applicant was present and was available for any questions.
The Commission agreed that the business is an asset to that area' and glad to have them here,
happy for their success' and appreciated their cooperation. The Commission set another
review for April, 1995.
PUBLIC HEARING - AGENDA ITEMS cont.
Massage Ordinance. ZA-94-88
A Zoning Text Amendment to: a) To adopt, by reference, definitions of "Massage" and
"Massage Establishment," b) Amend the lists of uses subject to a use permit in the Retail
Commercial, Planned Commercial, Downtown Commercial, Planned Industrial and Industrial
zoning districts making "Massage Establishments" conditional uses; uses requiring discretionary
approval by the Planning Commission of a use permit, and c) Delete the provision of the
Adult Entertainment Overlay District regulations related to "Massage Parlor[ s]".
Chief Planner Solomon presented'the staff report.
Motion-Warren/Second-Lucchesi: To adopt a resolution recommending City Council to
amend Chapters 20.06, 20.22, 20.24, 20.26, 20.30, 20.32 and 20.37 of the SSFMC defining by
reference "Massage Establishments," listing such uses as requiring use permits in the
Commercial and Industrial Zoning Districts and deleting provisions pertaining to massage
parlors in the Adult Entertainment Overlay District regulations. It was unanimously approved
by voice vote.

When Chief Planner Solomon asked, the Commission agreed they wished to cancel the second
meeting in December.

Chief Planner Solomon stated that there was great furor over the expansion of the BART
Tanforan station site in San Bruno. The station was discussed briefly which is much smaller
than anticipated. He said to expect the environmental document by the end of the year and
that staff would be going to Council to request traffic consultants to review the document. He
further stated that staff would receive the results of the subcommittee meeting on the BART
station design the early part of the following week.
Jeff Baca, Senior Building Inspector, introduced the new Senior Inspector, Theresa "T.C."
Cayssials.
Motion-Warren/Second-Padreddii: To adjourn the meeting to November 17, 1994. It
unanimously approved by voice vote.
Chairman Mantegani adjourned the meeting at 8:22 P.M.
