APPROVAL OF MINUTES of April 7, 1994 and June 16, 1994
The minutes of April 7, 1994 were not acted on due to a lack of quorum.
Motion-Warren/Second-Lucchesi: To approve the minutes of June 16, 1994 as presented.
They were unanimously approved by voice vote.

Variance to allow a detached garage structure (already built) with less than the required 20
foot backup distance and which exceeds the maximum height and size requirements of the R-2
Medium Density Residential Zone District. Continuance to Septem.ber 1, 1994 requested.
Motion-Warren /Second-Lucchesi: To continue V-94-322 to September 1, 1994. It was
unanimously approved by voice vote.

SA-93-111. PUD-93-26. Negative Declaration No. 767
Subdivision Map, Planned Unit Development and Design Review for a 34 unit, single family
detached residential development on 4.76 acres in the R-l Single-Family Zone District.
Project involves subdividing the property into 34 single-family lots with private streets and
related site, elevation, grading and landscaping plans in accordance with the provisions of
SSFMC Sections 20.84, Title 19 (Subdivision Ordinance) and the State Map Act. Request
continuance off-calendar.
Motion-Warren /Second-Lucchesi: To continue SA-93-I11, PUD-93-26 and Negative
Declaration No. 767 off-calendar. It was unanimously approved by voice vote.
136 Brentwood Avenue. Doggy's Bath. UP-94-967
Use Permit to establish an animal washing and grooming facility in an existing tenant spaee at
the Brentwood Shopping Center in the C-l Retail Commercial Zone District in accordance
with provisions of SSFMC Sections 20.22040( c).
Senior Planner Kalkin presented the staff report.

Motion-Warren/Second-Lucchesi: To approve UP-94-967 based on the findings and subject to
conditions of approval. It was unanimously approved by voice vote.

Use Permit for the outdoor storage of rock and sand in two 10x12 concrete block enclosures
and 8,700 sq. ft. of outdoor storage area at an existing manufacturing facility in the M-1
Industrial Zone District in accordance with the provisions of SSFMC Section 20.30.040(b).
Assistant Planner Padovan presented the staff report.

Mr. Black stated that Mr. Silvestri, the applicant, agreed with all the conditions but one and
asked for an alternative to the sUlnp to filter out debris froln stormwater runoff. He

suggested providing roll back covers on top of the bins that would shield the storage system
from any rain water. Mr. Black stated he had discussed this alternative with the Engineering
Division and they did not seem to have a problem with it.
Chief Planner Solomon stated that staff could nlake that an option subject to Engineering
approval.
Commissioner Lucchesi questioned Planning Condition #2 with regards to the landscaping.
He stated that he would prefer some trees in front of the property. Mr. Black was asked if he
agreed to plant three trees in the front of the property and he agreed.
Motion- Warren /Second-Lucchesi: To approve UP-94-966 based on the findings and subject
to modified conditions of approval. The following was added to Planning Condition #2:
"three street trees (minimul1l 15 gallon) to the front planter area". The following was added to
Engineering Condition #1: Another option would be to provide rollback covers on the rock bins
subject to Engineering Division approval." It was unanilllously approved by voice vote.

Planned Unit Development to allow a 682 square foot addition onto the rear of a residence
located in an existing PUD in the R-I-C-P Single Family Residential Zone District in
accordance with SSFMC Section 20.84.030.

Mr. O'Brien accepted the conditions and clarified that the sliding glass door would be
replaced with french doors.

Mr. Chen related that he and his wife suffer from severe insomnia. He presented a copy of
the original brochure for the subdivision noting that he chose his house because its bedrooms
abutted bedrooms on the neighboring property. He was concerned with the new windows and
deck which the Hubbards propose and with the potential for an increase in noise in his
bedroom.
Commissioner Lucchesi suggested that a landscape buffer be installed between the deck and
the fence to reduce noise.

Motion-Padreddii/Second- Warren: To approve PUD-94-36 based on the findings and subject
to modified conditions of approval. Planning condition #3 was added to read: "The building
plans shall clearly indicate that the door leading to the deck shall be french doors rather than a
slider." Planning condition #4 was added to read: ''A landscape buffer shall be installed along
the southerly side property line adjacent to the deck and extending past the proposed new bedroom
window. A landscape plan shall be submitted to the City's Landscape Architect for review and
approval. It was unanimously approved by voice vote.
Items from Staff - None.
Items from Commission - Comlnissioner Warren thanked staff for advising the public of the
continuance of the Stonegate/Sunset project. She stated several people who had received the
cancellation notice had been highly cOlnplimentary of staff.
Chairman Mantegani said he would not be attending the September 1, 1994 meeting.
Motion-Warren /Second-Lucchesi: To adjourn the meeting to September 1, 1994. It was
unanimously approved by voice vote.
Chairman Mantegani adjourned the meeting at 9: I~M.
