SOUTH SAN FRANCISCO PLANNING COMMISSION
Regular Meeting of July 14, 1994
CALL TO ORDER:
7:30 P.M.
PLEDGE OF ALLEGIANCE
MEMBERS PRESENT:
Chairman Mantegani, Vice-Chairman Lucchesi,
Commissioners DeZordo, Romero, and Zellmer.

ORAL COMMUNICATIONS
ADMINISTRATIVE BUSINESS
Chief Planner Solomon discussed a report to BART from FT A regarding the preliminary
report of the BART EIR. The Commission discussed Mr. Romero's letter. Mr. Solomon
asked the Commission if the they wanted to draft a letter to Council about their concerns
regarding BART or direct staff to do it.
Commissioner Lucchesi preferred that the Commission take a position and write Council a
letter listing their concerns.
Commissioner Romero did not see any vision with the present plan and was very concerned
about it; also preferred a station East of 101.
A discussion ensued regarding alternatives and the Commission's concerns.
Motion-Zellmer/Second-DeZordo: Staff shall draft a letter to the City Council outlining their
concerns regarding BART. It was unanimously approved by voice vote.
AGENDA ITEMS - PUBLIC HEARINGS
The Planning Commission's recommendations to the City Council regarding the South San
Francisco General Plan Housing Element.
The public hearing was opened. Senior Planner Carlson presented the staff report on the

Housing Element. A short discussion ensued about affordable housing. The public hearing
was then closed.
Motion-Zellmer/Second-Lucchesi: To adopt a resolution recommending City Council
adoption of the Housing Element Amendments. It was unanimously approved by voice vote.

Items from Commission:
Commissioners DeZordo and Lucchesi discussed the subcommittee meeting on expediting
permit entitlements.
The Commission discussed the Design Review Board process and their desire to make it more
"friendly." One suggestion was to have one member of the DRB meet with the architect and
homeowner rather than have them face the entire Board.
It was the Commission's consensus to hold a workshop to discuss the DRB process and to find
ways to expedite applications. The Senior Planner suggested asking the question, "Have you
read the Design Review Guideline?" on the application itself.
Motion-Zellmer/Second-Lucchesi: To adjourn the meeting to July 21, 1994.
Chairman Mantegani adjourned the meeting at 8:35 P.M.
