APPROVAL OF MINUTES of January 6, 1994 and January 20, 1994.
Due to a lack of quorum, the January 6th lninutes were not approved.
Motion-Zellmer/Seconded- Warren: To approve the nlinutes of J anualY 20, 1994 as presented.
They were unanitnously approved by voice vote.
ORAL COMMUNICATIONS
Chief Planner Steve Solonlon introduced Steven Mattas of the finll Myers, Nave, Riback, Silver
and Wilson. He stated that both he, Mike Nave and Dick Chiozza will be the City's legal counsel
indefinitely.

Use Permit to allow the construction of 8,100 square feet of office spaee which will generate more
than 100 average daily vehicle trips and the installation of two outdoor shipping/storage containers
at an existing air freight-ocean cargo facility in the Planned Industrial (P- I) Zone District in
accordance with the provisions of SSFMC Section 20.32.060 and 20.32.070(b).
Chief Planner Solomon advised the Comlnission that in regards to the above application, the
applicant resublllitted revised plans and because it will be renoticed no motion was necessary.

Rezoning and Parcel Map and Design Review Approval for a 10,164 sq. ft. lot located on the
westside of Oakmont Drive approxiInately 180 feet south of Westborough Boulevard. The
proposal involves a rezoning from R-l- E- P (Single- FaInily Residential Planned Unit Development,
8 units/acre) to R-I-F (Single-Family Residential, 8.7 units/acre) and a corresponding parcel map
to divide the property into a 5,000 sq. ft. and 5,164 sq. ft. lot in accordance with the provisions
of SSFMC Title 19 and SSFMC Chapter 20.87.
Senior Planner Dancy presented the staff report. He then explained the City Attorney advised
changing Planning Condition #5 to read ".....City's geological consultant..." instead of ".....office
of a geological consultant....."

Mr. Herring stated his agreelnent with the staff report.
Comlnissioner DeZordo stated that this project conlplied with the Zoning Ordinance and General
Plan and was glad to see that landscaping of the backyards was included.
Motion- Warren/Seconded-Zellnler: To approve PM-93-305 based on the findings and subject to
the modified conditions of approval. It was unaniInously approved by voice vote.
Motion- Warren/Seconded-Zellnler: To approve the resolution recolll111ending City Council to
approve Negative Declaration 760 and adopt RZ-93-85. It was unanimously approved by voice
vote.

Planned Unit Developnlent to establish a printing production and warehouse facility with
variations in setback, landscape and aisle width standards in the P- I (Planned Industrial) Zone
District in accordance with the provisions of SSFMC Section 20.84.010.
Planner Cahill presented the staff report.

Mr. Dixon stated that Planner Cahill described the project accurately in the staff report. He
questioned the two-foot plant strip across the face of the building.
Commissioner DeZordo questioned the 300 sq. ft. landscaping on the northeast corner of the
building. He stated that this area was in the back and served no function. Commissioner
DeZordo preferred upgrading the landscaping in the front of the building. He also preferred
changing the fifteen-gallon tree to a 24" box and to have automatic irrigation.
Adding more landscaping by eliIllinating one parking space was discussed. Chief Planner
Solomon suggested working with the City's Landscape Architect to conle up with a plan with
more of a visual statelllent.
The applicant agreed to screen 111echanical equipnlent on the roof if it was visible from the street.
Motion-DeZordo/Seconded- Warren: To approve PUD-94-29 based on the findings and subject
to modified conditions of approval. Change Planning condition #3 and add #4 and #5 as
follows: 3. The proposed landscaped area to the rear of the site can be elill1inated in exchange for
increasing the proposed 15 gal. size trees to 24 inch box size. The quantity shall not be decreased.
Final landscape plans shall also include one of the following options to be deterll1ined by the City
landscape architect and the applicant: A landscaped and irrigated planting area along the base of the
building's western elevation within the area of the parking spaces' bUll1per-overhangs. This area shall
befroll1 two to sixfeet wide and include the planting of shrub pockets. b.Replace parking space #6 with
additional landscaping. 4. All landscaped areas shall be separated froll1 parking and loading areas
with six inch concrete curbing. The irrigation systell1 is to be an autoll1atic type systeln. 5. All proposed
111echanical equipll1ent, which Ina)' be visible froll1 the street, shall screened with 111aterials to match the
color and texture of the building. It was unaninlously approved by voice vote.

Commissioner DeZordo stated he did not think the joint City Council and Planning Commission
meeting on the East of 101 was very productive. COlll111issioner Lucchesi disagreed and said that
issues do get cleared at these joint 111eetings. A discussion ensued about the pros and cons of
joint meeting.
Motion- Warren/Seconded-Zelhller: To adjourn the meeting to April 21, 1994.
Vice-Chairman Lucchesi adjourned the nleeting at 8:20 P.M.
