Consent Calendar 1. Approval of the Meeting Minutes of September 10, 2019 MOTION Committee Member Bill Zemeke moved and Committee Member Kristy Camacho seconded a motion to approve the meeting minutes of September 10, 2019 as submitted. The motion carried unanimously New Business 2. Community Forum – Emerging Trends in Mobility David Javid provided an overview of the forum and reviewed the community outreach conducted to- date. Mr. Javid introduced the panel members. Taylor McAdam, Transportation Planner, Fehr and Peers, discussed key transportation themes for the General Plan as follows: accommodate growth; manage traffic congestion; reduce greenhouse gas emissions; improve street safety; and capitalize on regional investments. Casey Fromson, Director of Government and Community Affairs for CalTrain, SamTrans, and the San Mateo County Transportation Authority, provided an overview of projects including improvements to the South San Francisco CalTrain station and electrification. She also noted work on the CalTrain long range plan, SamTrans future planning efforts and express freeway lanes. Jessica Manzi, Transportation Manager for the City of Redwood City discussed projects Redwood City is planning to improve circulation networks. Taylor McAdam discussed emerging trends in transportation. Committee and public discussion: • The new CalTrain station includes turn-out for private shuttles but no public buss access. there is no public transportation between the different modes of public transportation (no bus service from BART to CalTrain or to the Ferry). Casey Fromson responded that they planning to update CalTrain schedules to better link with other transportation modes and increase frequency. She also stated that they at the entire SamTrans network including possibility of more east/west connections. • Mayor Matsumoto noted that the free SSF Shuttle runs from BART to CalTrain and through most of the city. • How is SamTrans addressing greenhouse gas emissions with the busses? Casey Fromson responded that they have just purchased ten new electric busses and working to replace the fleet. • South San Francisco has bike lanes but not a bicycle network and the bike lanes are not separated from traffic. There are some difficult street crossings. Taylor McAdam noted that they City is currently work on the bike and pedestrian plan and this topic will also be addressed in the General Plan update. • The ferry service is very limited. Mayor Matsumoto noted that the ferry provides commuter service and they will expand the service if they see increased ridership. • What are express lanes? Casey Fromson responded that an additional lane is being added to the freeway to encourage carpools and express bus service. The Transportation Authority oversees the funds received and will put it back into the community. • There is no public transportation east of 101 and need busses to connect with trains and better synchronize schedules. • Is Redwood City considering BRTs (bus rapid transit) or streetcars? Jessica Manzi responded that the study focused on demand for the service and they are currently considering options on how to provide the service that may start with busses and it would be less costly compared to streetcars. • Do you have access to TNC (transportation network companies, ie. Rideshare) data? Do you have access to the data you need to analyze traffic (Waze and google trip data)? Taylor McAdams responded that they have location based serve data and can see travel patterns. • Need more SSF free shuttle service to Westborough and need revised SamTrans routes. • Any good last mile apps for smart phones? Jessica Manazi responded that she uses several apps that provide cost and timing options with public transportation, walking, biking and driving. • It was noted that attractive locations for housing (near transit and services) are also attractive locations for Airbnbs. It was noted that staff is able to enforce regulations to limit Airbnb type rentals. • Does Redwood City have a preference for bundled or unbundled parking? Jessica Manzi responded that Redwood City typically approved unbundled parking. She noted that bundled parking encourages less care usage but could have street parking impacts. • Pedestrian paths in South San Francisco are very dark – need better street lights. • Sharon Ranals noted that Google has agreed to share its data with jurisdictions. • Why are express lanes being added to US 101? Casey Fromson responded that express lanes are being added to encourage carpools and bus ridership. SamTrans is adding Express bus routes. • Uber and Lyft were mentioned as transportation modes but still result in cars on the street with congestion. Would prefer to see increase in use of public transportation. • Need more secure bike parking to encourage use of electric bikes. Casey Fromson noted that bikes are allowed on trains and they plant o add more secure bike lockers and are looking at adding bike share at train stations. • What is the Grand Boulevard. Jessica Manzi responded that the approach is to transform El Camino Real into a destination. David Javid announced the Community Visioning Workshop scheduled for December 4, 2019 at 7:00 pm and the next CAC Forum on Housing scheduled for January 14, 2019 at 7:00 pm.
