HomeMy WebLinkAboutMinutes 2019.11.12 @700 MINUTES OF THE REGULAR MEETING OF THE CITY OF SOUTH SAN FRANCISCO GENERAL PLAN UPDATE COMMUNITY ADVISORY COMMITTEE Meeting held at: MUNICIPAL SERVICES BUILDING, POLICE TRAINING ROOM 33 ARROYO DRIVE SOUTH SAN FRANCISCO, CA 94080 Tuesday, November 12, 2019 7:00 p.m. Call to Order Meeting called to order at 7:00 p.m. Roll Call COMMITTEE PRESENT:, Roderick Bovee, Kristy Camacho, Nicholas Maiden, Patricia Murray, Sophie Martin, Sam Shihadeh, Steven Yee, John Skerry ALTERNATE PRESENT: Eddie Flores, Courtney McCrane ABSENT: Rehman Baig, Robert Cavalieri, Bill Zemke, Julie Ann Murphy Public Comment None. Consent Calendar 1. Approval of the Meeting Minutes of October 31, 2019 MOTION Committee Member Roderick Bovee moved and Committee Member Kristy Camacho seconded a motion to approve the meeting minutes of October 31, 2019 as submitted. The motion carried unanimously New Business 2. Existing Conditions Briefing – Climate Change Eric Yurkovich provided an overview of climate change projections and how it impacts South San Francisco. He also discussed sea level rise projections. He noted that the State requires jurisdictions to address climate adaptation in the General Plan. Committee discussion: • There is a regional effort with San Mateo County jurisdictions and agencies to address sea level rise. • How can South San Francisco address sea level rise? Its was noted that we need to look at climate hazards and how to address, with some solutions being local and others involving a regional approach. • Need to consider sea level rise from a land use perspective and look at areas and infrastructure that could be impacted. • Kevin Mullen based a bill to give San Mateo County more tools with flood protection. • Is the City’s infrastructure vulnerable? The water control plan will need to be protected and will need to understand what work will be done at San Francisco Airport. Will also need to consider how to protect the former bay front landfill. • The General Plan is a good tool to address sustainability policies. • Need to understand geologic conditions? Yes, working to complete Existing Conditions Reports that includes seismic safety and landslides. • Is there a fault line of Oyster Point? • What about fire threats? No areas in South San Francisco are mapped as high wildfire risk, however larger open space areas are at a higher risk of wildfire. 3. Summary of Community Engagement David Javid provided an overview of community engagement completed to-date. He reviewed the common themes and comments from the community outreach. Committee comments: • Any surprising comments? Received good insight at a sub-area level. • How many people attended the sub area meetings? An average of 20-30 people attended each meeting (some meetings with higher attendance and some with lower attendance). Also conducted meetings with a youth group and with the Spanish population. • Need more outreach to ethnic communities. Suggested outreach to D-LAC (school district Spanish speakers meet once per month). 4. Discuss Community Vision and Guiding Principles Eric Yurkovich provided an overview of the draft Community Vision and Guiding Principles and discussed the December 4, 2019 Community Workshop. Committee members suggested having a survey available on-line and looking at other opportunities to engage with the community. Committee members participated in activity stations and discussed their observations. Staff Comments - None Committee Member Comments None Adjournment The meeting adjourned at 8:57 p.m..
