APPROVAL OF MINUTES of August 6, 1992
Motion-Zellmer/Seconded- Warren: To approve the August 6, 1992 Planning Commission
minutes as presented.

3700 Callan Boulevard. St. Augustine Church. UP-92-920. Negative Declaration No. 744
Use Permit and environmental determination of same modifying Use Permit UP-271 to allow
an addition for offices and storage to an existing church in the R-2 Zone District in
accordance with provisions of SSFMC Section 20.18.030(b).
Recommendation: Continue to November 5, 1992 meeting.
Motion- Warren/Seconded-Zellmer: To continue UP-92-920 to the November 5, 1992 Planning
Commission meeting. It was unanimously approved by voice vote.

Tentative Parcel Map to adjust the property boundaries among four adjacent parcels in the
P- I Zone District in accordance with provisions of SSFMC Title 19 and the State Map Act.
Motion-Warren/Seconded-Zellmer: To approve PM-92-295 based on the findings and subject
to the conditions in the staff report.

Tentative Parcel Map same to merge to existing lots and to adjust the property boundaries
among three adjacent lots in the P- I Zone District in accordance with provisions of SSFMC
Title 19 and the State Map Act.
Motion- Warren/Seconded-Zellmer: To approve PM-92-929 based on the findings and subject
to the conditions in the staff report.
AGENDA ITEMS - PUBLIC HEARING
383 E. Grand Avenue. First Chance. UP-92-919
Use Permit to establish a North County drop-off facility for alcohol offenders in an existing
multi-tenant office/warehouse building in the P-I Zone District in accordance with provisions
of SSFMC Section 20.32.030(b).
Planner Steve Padovan presented the October 17, 1992 staff report.

Ms. Steele-Baker explained that this center will provide an alternative to police officers who
have to drive to Redwood City to book people for alcohol-related arrests. It will also provide
an opportunity to counsel people who are having problems with substance abuse. She
explained to the Commission how the center processed the offenders. She also added that the
offenders are screened for any medical problems or violent histories.

Mr. Garrish said the Carlmont Family Center in San Carlos has been open for about 5
months and approximately 500 offenders have passed through their program. He said they

were located in an industrial area and that there had been no incidents and were fully
supported by the local Police Department. Mr. Garrish stated that only two people had opted
to leave against their advise and they were picked up by the Police. He further stated that
there were no complaints from any of the neighbors. He said that most of the activity occurs
between 10:00 P.M. and 4:00 A.M.
In response to Commissioner DeZordo's question, Mr. Garrish answered that there are 2
professional counselors on duty. Most people on duty had credentials for drug counseling and
substance abuse and that many had recovered from similar problems. He said there was
always one to two people on duty at all times.
Vice-Chairman Warren asked Sgt. Petrocchi, Police Department, if 20 beds would be
adequate? Sgt. Petrocchi answered that 20 beds would be ample. He further stated that this
was a vital service that this City needs. He said that we were fortunate that it was in our City.
Vice-Chairman Warren further stated that she was happy to see this kind of program in our
City and was very much in favor of this kind of operation.
Commissioner DeZordo asked who was on the committee that selected this program. He was
told that the City Manager, Jesus Armas, was on the committee and he had recommended it
to the Council.
Commissioner DeZordo said he had some concerns. He stated that the Commission should
visit the facility in order to gain more knowledge.
Commissioner Mantegani stated that he had faith in Sgt. Petrocchi recommending this service.
He further stated that if Sgt. Petrocchi had recommended it that it would be good for the
City.
Commissioner DeZordo asked the Assistant City Attorney Dick Chiozza if it would be
appropriate to visit the facility. He answered that if the Commission visited the site, they may
be violating the Brown Act, but that a single Commissioner may go by himself and bring back
additional information for the Commissioners.
Sgt. Petrocchi stated that he had talked to other officers from the southern county area and
that they all agreed it was a vital service and an asset; it was a better alternative for the
offender instead of being placed with the general population in the county jail.
Chairman Matteucci stated that he thought it was a good program and that it was in an
appropriate area.
Vice-Chairman Warren asked if the Commission would like to add a condition that would
require the Use Permit be reviewed in one year.

Commissioner DeZordo said this would not make him feel more comfortable with this
application and the idea was dropped.
Motion-Mantegani/Seconded-Warren: To approve UP-92-919 based on the findings and
subject to the conditions in the staff report. It was approved by the following roll call vote:
AYES: Chairman Matteucci, Vice-Chairman Warren, Commissioners Mantegani and
Zellmer. NOES: Commissioner DeZordo.

Chief Planner Solomon advised the Commission that staff is working on the EI Camino
Corridor process; the committee met once and City Council at their last meeting and "blessed"
the survey area. He said this project would come before the Planning Commission for their
approval at the November 5, 1992 Planning Commission meeting.
He further advised the Commission that staff was still working on selecting the consultant for
the East of 101 area study and hoped to do that within a week.
Chief Solomon stated that there will be a special meeting on October 22, 1992 at the
Genentech site to discuss their master plan.
He then discussed the EI Camino Corridor subcommittee. Commissioner Mantegani was
advised he could not serve on this committee since his residence was within 2,500 feet of the
EI Camino Corridor but that a solution would be to switch Commissioner Warren to this
committee and then Commissioner Mantegani could service on the East of 101 subcommittee.
Commissioner Warren agreed to this. Assistant Attorney Dick Chiozza informed the
Commission that he was writing a letter to the Fair Political Practice Commission and there is
an exemption in regards to this issue called "publicly generally" which states that if 10% or
more of the population is affected by these decisions then particular Council persons and
Planning Commission can serve on these committees. If they approve, then there will be no
problem.
Chief Planner Solomon stated that he would advise the Commission before the changes were
made.
Items from Commission
Commissioner Warren complained about the new Hillside Boulevard extension and the traffic
problems making a left turn at Oyster Point. She was not sure anything could be done about
it.
Commissioner DeZordo stated that there is a playground on the corner of Grand and
Magnolia; the swings and slides sitting on just asphalt. He thought this was very unsafe.
Assistant City Attorney said he could write a letter; review the Use Permit or call them as a
concerned citizen or as a Planning Commissioner.

Mr. Chiozza discussed the illegal driveway in Gellert Square and said that this road would be
blocked hopefully within the next few days and to replant the landscape.
Chairman Matteucci complained about the congestion at Buri Buri School around 8:15 A.M.
and said there was nobody there directing traffic. Sgt. Petrocchi stated that the Department
had been working with the school and that the City has done all they can do by repainting the
red zones and stop signs. They have talked to the school about changing their parking lot and
he said that he would talk to Officer Dickson about this situation.
Items from the Public
Peter Yee, Genentech, Inc., re-extended their invitation to the study session and also extended
an invitation to the dedication of the new research center. Mr. Yee thanked the Planning
Commission and staff for their cooperation.
Motion-Zellmer/Seconded- Warren: To adjourn the meeting to October 22, 1992 at 7:30 p.m.
at the Genentech site.
Chairman Matteucci adjourned the meeting at 8: 15 P.M.
