Use Permit to designate rear yards for through lots on Lucca Drive in the Foothill Estates
subdivision in the R-1 Zone District in accordance with provisions of SSFMC Section
20.73.020.
Commissioner Mantegani stepped down from the dais and stated he would not vote on this
item since there was a conflict of interest.

Mr. Love stated the accessory building heights on page 2 of the staff report was a concern.
He suggested that accessory buildings not exceed the height of the fence within 10 feet of the
property line. Otherwise, Mr. Love had no problem with staff's recommendations.
Commissioner Boblitt asked staff if they had received any calls pertaining to this project.
Planner Carlson answered that staff had received one letter and a few phone calls concerning
the project itself. The callers were concerned about the 36-unit project which was approved
more than a year ago. They were also concerned about the overall design and drainage.
Commissioner Boblitt agreed that if the accessory buildings were the height of the fence, she
had no problem with this application.
Commissioner DeZordo stated he had no problem with this project but wanted to set a height
for an accessory structure of 10 feet in height and a 10 feet setback.
Commissioner Warren agreed that the accessory structure should not be higher than 6 feet
within the setback and 10 feet after the setback.
It was the consensus of the Commission that the fence should be limited to a maximum height
of 6 feet. Accessory buildings and structures other than the fence should be limited to a
maximum height of 10 feet, however, said accessory buildings and structures should be limited
to a maximum height of 6 feet in the rear lot within 10 feet of the rear fence.
Planner Carlson advised the Commission that they were establishing a base line and future
residents could request for modifications of the Use Permit if they wanted to do something
different.
Mr. Love said this was an acceptable solution.
Motion- Warren/Seconded-DeZordo: To approve UP-92-910 based on the findings and subject
to modified conditions; "The rear yards for lots 27, 28, 29, and 30 shall be the area on the
southerly portion of said lots as designated on the applicant's plans of March 20, 1992. Any
change of the designated rear yards shall require approval of the Planning Commission. The
owners of record of lots 27, 28, 29 and 30 shall maintain the approved fence and landscaping
adjacent to the rear yards along Lucca Drive. The fence shall be limited to a maximum height
of 6 feet. Accessory buildings and structures other than the fence shall be limited to a
maximum height of 10 feet; however, said accessory buildings and structures shall be limited

to a maximum height of 6 feet in the rear lot within 10 feet of the rear fence along the rear
property boundary. Any proposed change to the rear yard fence, accessory buildings or
structures, or landscaping abutting Lucca Drive shall require approval by the Chief Planner
and the City's Landscape Architect. This condition shall be recorded in a manner satisfactory
with the City Attorney." It was unanimously approved by the following roll call vote. AYES:
Chairman Matteucci, Vice-Chairman Warren and Commissioners Boblitt, DeZordo and
Zellmer. ABSTAINED: Commissioner Mantegani.
Chairman Matteucci asked the Commission to move agenda item #4 to item #2. The
Commission concurred.
ADMINISTRATIVE BUSINESS

Design Review approval of a proposed three-story bank building with drive-thru service
tellers, related parking, landscaping and sign program.
Commissioner Zellmer stepped down from the dais and stated that he could not vote on this
item due to a conflict of interest.
Planner Morton presented the June 4, 1992 staff report.

Mr. Avanessian stated he represented the owners and agreed with the staff report.
Commissioner Mantegani stated he had attended a meeting relating to this project. He
further stated he was happy with the results and supported this design.
Commissioner Boblitt reiterated that she preferred a two-story building.
Commissioner DeZordo stated that he was satisfied with the project; that it was consistent
with the EI Camino Corridor. He questioned staff about the ATM and drive-thru windows.
Commissioner Warren questioned the cap on the column. Mr. Avanessian explained that it
was too small to angle. The staff concurred that it could be flat.
Motion-Mantegani/Seconded- Warren: Commissioner Mantegani moved to approve the design
review (plans dated May 22, 1992). Vice-Chairman Warren seconded the motion and it was

approved by the following roll call vote. AYES: Chairman Matteucci, Vice-Chairman
Warren, Commissioners DeZordo and Mantegani. NOES: Commissioner Boblitt.
ABSTAINED: Commissioner Zellmer.
PUBLIC HEARINGS
City of South San Francisco. ZA-92-68
East of US 101 Area Plan "Scoping Hearing." Identification of topics for inclusion in a
planning study for the portion of South San Francisco lying to the east of US Highway 101.
Chief Planner Solomon presented the June 4, 1992 staff report.

Mr. Thomas representing the owners of the Sierra Point property, spoke to the Commission
regarding some important issues about this comprehensive study. He eXplained that the Koll
Company owned this piece of property since 1983; that it was difficult to attract businesses to
this area. He further explained that this piece of land was a good opportunity to develop a
residential waterfront project which would be a great benefit to the City. Mr. Thomas asked
that the City do a study on high density residential. He stated that this could be a mixed use
project. He mentioned the high cost of housing in the Bay Area and said the City should
have a housing element to meet State law. He talked about a balance type of project that
would bring amenities to the City; this should be part of the study. Mr. Thomas stated one of
the key issues was that in order to keep businesses in this City it must have affordable
housing. He talked further about having biotech facilities being near residential areas. He
explained that Oyster Point had buffers and this would be very beneficial. He also explained
school districts would benefit from residential projects. Mr. Thomas was glad that City
Council had directed staff to do a study that is fair and unbiased. He then talked about the
noise issue in regards to the airport.
Commissioner Zellmer questioned the size of the site and was told that the Koll Company
owned approximately 27-30 acres.

Mr. Christians highlighted a few of Mr. Thomas' suggestions; jobs, housing and balance. He
talked about traffic impacts in regards to the Airport Plan and stated that we have to make it

easier to commute to work. He suggested a survey of businesses who have left South San
Francisco recently to find out if housing was the reason for their departure. Mr. Christians
stated that the key component is what the City can do to attract businesses to this area. He
then discussed transportation and housing supporting public transportation.
Commissioner Warren stated that as part of the scope a full evaluation of the planned
expansion of SFO should be done. Also, noise impact for the land east of 101 should be
addressed. She further stated that she did not believe a sound wall was a viable means of
mitigating freeway noise. Commissioner Warren did not believe that this property was
suitable for housing. She would also like to see the different kind of uses for that site in the
study.
Commissioner Boblitt stated that she was not totally opposed to housing east of 101 but was
opposed to high density residential. She stated that Burlingame was very successful with their
restaurants and hotels and she did not believe you had to have housing as part of the project
but she said she would keep an open mind. Commissioner Warren also expressed her concern
abou t the expansion of the airport.
Commissioner Mantegani complimented staff on the staff report. He stated that one of the
main things of the study would be a lot of support evidence and detailed work. He further
stated that the reason people left South San Francisco was the weather. He thought that if
you worked in South San Francisco and could afford to live somewhere else, you would. He
also did not necessarily believe that affordable housing and businesses go together.
Commissioner DeZordo asked that the City have balance. He stated that the City should
look at housing even though he was not in favor of it but that the study should look at it in a
positive way. He further stated that he would like to see a study on recreation potentials; on
how police and fire selvices would be affected by high density residential projects.
Commissioner Zellmer discussed the parking issue and wondered if the parking could be
accommodated.
Chief Planner Solomon answered Commissioner DeZordo's question regarding the type of
study that would be conducted which included economic analysis, urban design and at the
same time environmental impacts.
Commissioner Warren stated that close proximity to biotech businesses should be addressed
and wanted a wide range of information in the study.
Chairman Matteucci stated the study should include the expansion of the airport, noise
problems, geological study, commercial buildings vs housing. He also did not prefer high
density in that area. Chairman Matteucci said this study would take a lot of thought.

Commissioner Mantegani explained that anything that can be used for the transit system must
be tied in with the residential use; units per acre, etc. He further stated that it must be tied in
to people who work in South San Francisco.
The Commission then discussed the deep water channel.
Commissioner Warren expressed her concern about an egress from that area in case of a
natural disaster or a major fire. She thought this should be addressed as well.
Chief Planner Solomon stated he would take the Commissioner's comments and incorporate
them in the actual work program. This package would then be sent to Council next
Wednesday night.
Commissioner Warren asked Chief Planner Solomon for a copy of the revisions.

Modification to the Design Guidelines and Amendments to Title 20 of the South San
Francisco Municipal Code to provide design standards for residential decks.
Planner Carlson presented the June 4, 1992 staff report.
Commissioner Warren stated she was impressed with the staff report. She questioned an item
on page 2 of Exhibit "A."
Motion- Warren/Seconded-Mantegani: To approve the Design Guidelines (deck design
factors) items 1 through 8. It was unanimously approved by the following roll call vote:
AYES: Chairman Matteucci, Vice-Chairman Warren, Commissioners Boblitt, DeZordo,
Mantegani and Zellmer.
ADMINISTRATIVE BUSINESS
Capital Improvement Program
Resolution of the City of South San Francisco - Planning Commission determining that the
draft Capital Improvement Program: 1992-93 to 1996-97 is consistent with the City's General
Plan.
In answer to Commissioner Warren's question about Randolph Street, Ron Parini, Public
Works, advised her that this street was not included in the street projects. He further stated
that they had a long range plan to inventory and analyze every street in the downtown area.

Commissioner Mantegani questioned the Hickey Boulevard extension and Mr. Parini advised
that the City was moving fOlWard on that project but was moving slowly.
Motion-Boblitt/Seconded-DeZordo: That the draft Capital Improvement Program 1992-93 to
1996-97 is consistent with the General Plan. It was unanimously approved by voice vote.
Items from Staff
Chief Planner Solomon advised the Commission that he had held a public hearing for the
housing element but that no one had showed up. He said the City was getting minimal
comments from the State and stated that the City had a good chance of getting it certified.
Chief Planner Solomon further advised the Commission that he had brought plans for the St.
Francis Heights project for them to see and discussed briefly what is happening with that
project. He said that the applicants had fOIwarded building plans and it had been discussed
that the ones submitted were not consistent with the plans submitted for grading submitted to
City Council and Planning Commission for the Planned Unit Development and Tentative
Subdivision Map. Chief Planner Solomon further explained that this issue would eventually
be determined by the City Attorney.
Items from Commission
Commissioner advised staff that he would not be present at the June 18, 1992 meeting.
Commissioner DeZordo also advised that he would not be attending the next meeting.
Chairman Matteucci read a letter to Councilmember Yee that he had written. The
Commission agreed that it should be signed from the Planning Commission.
Chairman Matteucci adjourned the meeting at 9:32 P.M. to June 18, 1992.
