Regular Meeting of February 3, 1994
CALL TO ORDER:

APPROVAL OF MINUTES of November 18, 1994
Motion-Lucchesi/Seconded-Padreddii: To approve the minutes of November 18, 1993 as
presented. Assistant District Attorney Chiozza amended the minutes.
Motion-Zellmer/Seconded-DeZordo: To approve the amended minutes of November 18,
1993. They were unanimously approved by voice vote.

457 South Canal Street. Newport Fish Company (James Curtis. owner). UP-93-951 and PUD-

Use Permit and Planned Unit Development to establish a seafood preparation facility which
may create objectionable odors in an existing building with diversification of landscape and
setback standards in the M-l Industrial Zone District, in accordance with the provisions of
SSFMC Section 20.30.040(g) and Section 20.84.010
Chief Planner Solomon presented the staff report.

Applicant:
Andrew Tardio

Redwood City
Mr. Tardio stated that they were in the process of purchasing the building. They are presently
in San Francisco. Their hours are from 5:00 A.M. until 2:30 P.M.. He did not think this use
would cause any traffic impact.
Commissioner Padreddii supported the application saying that this was a very nice operation
and would be an asset to the City.
Commissioner Zellmer stated that generally the Commission has not been in favor of loading
and unloading onto the street. He also was concerned about the percentage of landscaping;
7.3% instead of 10%.
Commissioner Lucchesi supported this application and stated that the applicant said they
would be painting the outside of the building.
Commissioner Zellmer suggested a study session to discuss Planned Unit Developments and
the type of items that should go to the Design Review Board.
Chairman Mantegani questioned Planning Condition #7 regarding the final landscaping and
irrigation plan. He wanted to make sure that there is an improvement in the quality of the
landscaping. He further asked that the final plans be submitted to the City Landscape
Architect for approval.
Commissioner Lucchesi asked that the applicant add street landscaping.
Motion-DeZordo/Seconded-Padreddii: To approve UP-93-951 and PUD-94-28 based on the
findings and subject to the modified conditions of approval. Building Division condition
number six was changed to read: "6. In addition to the plan requirements identified above,
the applicant shall also submit two (2) copies of County Health Department approved plans as
may be required. It was unanimously approved by the following roll call vote: AYES:
Chairman Mantegani, Vice-Chairman Lucchesi, Commissioners DeZordo, Padreddii and
Zellmer.
ADMINISTRATIVE BUSINESS
STUDY SESSION - Study session for further discussion of alternatives to allow the sale of
individual duplex units.
Chief Planner Solomon presented the staff report.

A discussion ensued regarding the following issues:
a) A homeowner's association for two units;
b) Additional property taxes;
c) Raising the value of condominiums;
d) Advantages and disadvantages of allowing this in the City;
e) The effect on the revision of the Housing Element;
f) Allowing individual duplex units only in new construction.
Commissioner DeZordo asked for comments from the community; Chief Planner Solomon
suggesting sending out a questionnaire. He said he would recommend to Council to direct
staff to do some polling.
It was the Commission's consensus not to limit individual duplex units to just new
construction. Also, the Commission wants the Council to know that it is open to this but
there are a lot of concerns including the benefit to the City; that if the City Council approves
individual duplex units there should be strict development standards.
Items from Staff - Chief Planner Solomon advised the Commission of a joint meeting on
February 16, 1994 to discuss split philosophy between the Commission and City Council. He
also advised that Max's Restaurant, UP-93-950, was being appealed to City Council. He
discussed briefly St. Francis Heights and showed them the revised grading plan.
Items from Commission - Commissioner Zellmer advised that the issue of PUD's should be
discussed.
Motion-Zellmer/Seconded-Lucchesi: To adjourn to FebrualY 16, 1994 (City Council meeting)
and February 17, 1994 (Planning Commission meeting).
Chairman Mantegani adjourned the meeting at 9:26 P.M.
