CITY OF SOUTH SAN FRANCISCO I~0R THE PURPOSE OF
SUBMITTING TO THE ELECTORS OF SAID CITY TWO
PROPOSITIONS OF INCURRING BONDED INDEBTEDNESSES
OF SAID CITY FOR THE AO. QUISITION AND CONSTRUC-
TION AND COMPLETION OF CERTAIN MUNICIPAL IMPROVE-
MEN'TS; DECLARING THE ESTIMATED COSTS OF SAID
MUNICIPAL IMPROVEMENTS, THE AMOUNTS OF THE PRIN-
CIPAL OF SAID INDEBTEDNESSES TO BE INCURRED
THEBEFOR, AND THE MAXIMUM RATE OF INTEREST TO
BE PAID THEB2ON; FIXING THE DATE OF SAID ELEC-
TION, THE MANNER OF HOLDING THE SAME AND
PROVIDING FOR NOTICE THEREOF
The City Council of the City of South San Francisco does
ordain as follows:
WHEREAS, the City Council of the City of South San
Francisco, by resolution passed and adopted at a regular adjourned
meeting thereof on February 21, 1956, by a two-thirds vote of all
its members, did determine that the public interest and necessity
demand the acquisition and construction and completion of the
municipal improvements hereinafter mentioned, that the said muni-
cipal improvements are necessary and convenient to carry out the
objects, purposes and powers of the City, that the cost thereof
will be too great to be paid out of the ordinary annual income
and revenue of the City, and that the said indebtedness will
require an expenditure greater than the amount allowed for it by
the annual tax levy of the City, which resolution was duly entered
in the minutes of the said meeting and is now on file and of
record in the office of the City Clerk;
NOW, THEREFORE, IT IS ORDERED, as follows:
1. A special municipal election is hereby called and order-
ed and will be held in the City of South San Francisco on Tuesday,
the 10th day of April, 1956, at which election shall be submitted
to the qualified voters of the City the questions of incurring
two bonded indebtednesses by the City for the objects and purposes
set forth in the following propositions, to-wit:
PROPOSITION NO. 1 "Shall the City of South San Francisco
STORM DRAINAGE ~incur a bonded indebtedness in the
STRUCTURES amount of $1,200,000 for the acquisi-
tion, construction and completion of a
municipal improvement consisting of storm drainage structures
including storm water sewers, catch basins, culverts, earth
and concrete lined drainage channels and storm water pumping
stations, and the acquisition of lands and easements necessary
or useful therefor, and all acquisitions and improvements aux-
iliary thereto that are necessary or useful in the completion
thereof?"
PROPosITioN NO. 2 "Shall the City of South San Francisco
COVE~tED DRAINAGE · incur a bonded indebtedness in the
STRUCTURES amount of $800,000 over and above the
amount stated in Proposition No. 1
for the acquisition, construction and
completion of a municipal improvement consisting of storm
water box culverts and conduits and covered drainage channels?"
2. The estimated cost of the municipal improvements set
forth in Proposition NOo I is the sum of $1,200,000, and as set
forth in Proposition No. 2 is the sum of $800,000, and the amount
of the principal of the indebtedness proposed to be incurred for
the municipal improvements described in Proposition No. I is the
sum of $1,200,000 and for the municipal improvements described in
Proposition No. 2 is the sum of $800,000.
3. The City Council does hereby submit to the qualified
voters of said City at the said municipal election this ordinance
and the said 2ropositions set forth in Section i hereof. The
City Council proposes to issue and sell bonds of said City of
South San Francisco in the amount and for the objects and purposes
specified in said Propositions if two-thirds of the qualified
electors voting on such propositions at said special municipal
election shall vote in favor of said propositions.
4. If two-thirds of the qualified electors voting on
either of such Propositions vote in favor thereof, said Proposi-
tions shall be deemed adopted. The bonds shall be negotiable in
form and of the character known as serial, and shall bear interes~
at a rate not exceeding five per cent (5%) per annum, payable
semi-annually except that interest for the first year after the
date of the bonds may be made payable at the end of said year.
5. The said special municipal election shall be held and
conducted, the votes thereof canvassed, the returns thereof made,
and result thereof ascertained and determined as herein provided;
and in all particulars not prescribed by this ordinance the elec-
tion shall be conducted as other city elections in said City.
6o The said special municipal election is hereby consOli-
dated with the general municipal election which will be held with-
in the City of South San Francisco on Tuesday, the 10th day of
April, 1956. The special municipal election shall be held in the
manner provided for the general municipal election, and the elec-
tion precincts, polling places, and officers of election shall be
the same as those set forth in Resolution No. 2S21 , A Resolution
of the City Council of the City of South San Francisco Providing
for the Holding of a General Municipal Election in said City on
the 10th Day of April, 1956, Designating Precincts, Polling
Places, and Election Officers, and Designating Propositions to
be Voted Upon, adopted by the City Council on February 27, 1956.
7. The elections hereby con~idated shall be held in all
respects as if there were only one election and only one form of
ballot shall be used°
8. Ail persons qualified to vote at the general municipal
election upon the date of the election herein provided shall be
qualified to vote upon the propositions submitted at the special
municipal election.
9. Ballots for the election shall be provided of the form
and to the number provided by law. On the ballots, in addition
to any other printed matter which may be required by law, two
voting squares shall be set off to the right of each of the
Propositions submitted at the election and set forth in Section 1
of this ordinance, one having the word "YES" printed before it
and the other having the word "NO" printed before it.
lC. Each voter may vote on either one or both of the
Propositions hereby submitted. Each voter to vote for either
Propomition hereby submitted for incurring said bonded indebtedness

shall st~p a cross (X) in the blank space opposite the word
"Y~" on the ballot to the right of said '~oposition, and to vote
against either ~oposition hereby sub~tted Nd against the
incurri~ of said indebtedness shall st~p a cross (X) in the
bla~ space opposite the word "NO" on the ballot to the right of
said Proposition.
ll. The polls shall be opened at 7:00 o'clock A. M. of
the day of the election and shall be kept open until 8:00 o'clock
P, M. of the s~e day, when the polls shall be closed, except as
to voters in line as provided in Section 5734 of the Elections
Code.
12. This ordin~ce is adopted pursuit to ~ticle l,
comprising Sections 43600 to 43638, inclusive, of Chapter 4,
Division 4, ~tle 4 of the ~ver~ent Code of the State of
Califo~ia.
13. This ordnance shall be published once a week for two
successive weeks in the South San ~ancisco Ente~rise-Jour~l,
a weekly newspaper of general circulation published less th~
~i~o days a week in the Ciao
14. This ordin~ce shall be forthwith entered upon the
minutes of the City Council ~n the ordinance book of the City.
