Regular Meeting of October 7, 1993
CALL TO ORDER:

APPROVAL OF MINUTES of August 19, 1993 and September 2, 1993
Motion-Zellmer/Seconded-Lucchesi: To approve the August 19, 1993 Planning Commission
minutes as presented. They were unanimously approved by voice vote.
Motion-Mantegani/Seconded-Padreddii: To approve the September 2, 1993 Planning
Commission minutes as presented. They were approved by voice vote. ABSTAINED:
Commissioners DeZordo and Zellmer since they were not present at the September 2, 1993
meeting.
ORAL COMMUNICATIONS
AGENDA ITEMS - PUBLIC HEARINGS
EIR-93-17. East of 101 Area Plan and Draft Environmental Impact Report
To continue review of policies by the Planning Conlmission. The Commission will continue to
receive public comments.
Continued from Planning Com.mission meeting of Septen?ber 2, 1993.
Staff advised the Commission that the Design Element should be available for the October 14,
1993 Planning Commission meeting. Also revisions to the Area Plan were being prepared for
the City Council meeting of November 3, 1993. At the November 4, 1993 meeting, the
Commission would provide staff direction for preparing the final plan.

Mr. Knox, representing the Haskins property asked the Commission to change the land use on
this property to coastal commercial/light industrial and suggested minor revisions to the Draft
EIR.
The Commission continued reviewing the circulation element policies. Staff also received
testimony from the Commission on the Draft EIR.
Mr. GalY Rice, representing Avis, asked that the Commission be pro-business and allow auto
storage in the area east of 101.
Mr. Hany Levine, representing Sierra Point property, said he did not agree with the
Commission that this site has no access. Senior Planner Carlson stated that currently there is
no direct access to this site from South San Francisco and the City would like to have direct
access.
It was the Commission's consensus to change the Haskins' property to Coastal
Commercial/Light Industrial. It was also their consensus to change the Koll property to
include Planned-Commercial not just Planned-Industrial.

Senior Planner Carlson advised the COlnmission that Genentech is requesting ten (10)
construction trailers for approximately three years to support the building of Building #7. He
asked the Commission if they wanted to see this as part of a review or did they want it
handled administerially. It was the consensus of the Commission to handle it administerially.
Senior Planner Carlson also discussed the St. Francis Heights project and the Commission
agreed that major revisions had been made to the approved plans.

Commissioner DeZordo asked about the Stonegate project (Mark Robson, Santa Clara
Development). Planner Carlson stated that the application had been returned but that the
applicant may appeal. Commissioner Mantegani asked about the Levitz pole sign and
Assistant City Attorney Chiozza advised that they had been asked to remove it and were given
three (3) weeks.
Motion-Zellmer/Seconded-Lucchesi: To adjourn the meeting to October 14, 1993. It was
unanimously approved by voice vote.
