ORDINANCE NO.
AN ORDINANCE OF THE CITY OF SOUTH SAN FRANCISCO
ADOPTING THE UNIFORM BUILDING CODE, 1955 EDITION,
AND REPEALING ORDINANCES NO. 253, NO. 317, AND
NO. 338
~REAS the "Uniform Building Code, 1955 Edition",
as approved and adopted by the Pacific Coast Building Officials'
Conference at its Thirty-second Annual Business Meeting, held on
October 5th to October 8th, 1954, has been printed as a Code in
book form; and
WHEREAS three (3) copies of said Uniform Building Code,
1955 Edition, including Volume 3 thereof entitled "Uniform
Building Code Standards", have been filed in the office of the
City Clerk of the City of South San Francisco for inspection,
examination, and use by the public; and
WHEREAS the City Council of the City of South San
Francisco deems it to be advisable and to be in the best interests
of said City and of the residents and property owners thereof that
said Uniform Building Code be adopted by said City Council for
the purpose of regulating and controlling the construction of
buildings in said City,
NOW, THEREFORE, the City Council of the City of South
San Francisco does ordain as follows:
Section 1. That certain building code known and
designated as "Uniform Building Code 1955 Edition", but subject to
the amendments and modifications hereinafter provided, including
the provisions set fo'rth in the Appendix thereof, together with
Volume 3, Uniform Building Code Standards, 1955 Edition, is hereby
adopted for the purpose of regulating the construction of buildings
within said City of South San Francisco.
Section 2. Table No. 3-A of Section No. 303 (a) of said
Uniform Building Code is hereby amended so that, as amended, said
table shall read as follows:

Section 3. Section No. 303 (b) of said Uniform Building
Code is hereby amended so that, as amended, said Section shall read
as follows:
(b) Plan-Checking Fees. In every case in which
plans and specifications are required to be
checked by other agencies, a Plan-Checking Fee
shall, at the time of submission of said plans
and specifications, be paid to the Building
Inspector in an amount equal to one-half the
Building Permit Fee, as set forth in Table No.
3-A.
Section 4. Table No. 5-A, Group F, of Section No. 503 of
said Uniform Building Code is hereby amended so that, as amended,
said Section shall read as follows:

Section 5. Section No. 1501 of said Uniform Building Code
is hereby amended so that, as amended, said Section shall read as
follows:
Sec. 1501. Group J Occupancies shall be:
Division 1. Private garages, sheds, and agricultural
buildings when not over one thousand square feet (1000 sq.
ft.) in area.
Division 2. Fences over six feet (6') high, tanks,
and towers.
For occupancy separations see Table No. 5-B.
For occupa~t load see Section 3301.
EXCEPTION: When the area of a Group J occupancy in a
residential zone is less than 150 square feet, the exterior
walls need not be constructed of 1-hQur fire resistant
materials. This exception shall apply only when the
building is located upon tile rear half portion of the lot,
and is not used for garage purposes.
Section 6. Paragraph No. 2 of Section No. 2512 of said
Uniform Building Code is l~ereby amended so that, as amended, said
paragraph shall read as follows:
2. In all stud walls al~d partitions, including
furred spaces, so placed that the maximum dimension of
any concealed space is not over seven feet (7').
Section 7. Section No. 2516 (a) of said Uniform Building
Code is hereby amended so that, as amended, said Section shall
read as follows:

Sec. 2516. (a) Foundation Ventilation. The space
under floors of buildings (without basements or cellars)
shall be ventilated through foundation walls, providing
cross ventilation where practicable, by openings for a net
area of not less than two square feet (2 sq. ft.) for each
twenty-five linear feet (25 lin. ft.) of exterior wall,
and .such openings shall be covered with corrosion-resistant
wire mesh with openings in such mesh not greater than one-
half inch (1/2") nor less than one-fourth inch (1/4") in any
dimension.
Minumum clearance between bottom of floor joists or
bottom of floors.without joists and the ground beneath
shall be eighteen inches (18"). Minimum clearance under
girders shall be twelve inches (12").
Section 8. Section No. 2805 of said Uniform Building
Code is hereby amended so that, as amended~ the "EXCEPTIONS" to
said Section shall read as follows:
EXCEPTIONS: 1. Interior bearing walls in one-story
buildings'may be supported on piers.
2. For Type' V buildings (except Group H and I occu-
pancies), isolated piers of solid masonry or concrete may be
used for post and girder construction.
Mudsills ~shall be no wood other than Foundation Grade
redwood, Foundation Grade cedar, all heartwood cypress, or
any species of wood pressure-treated with an approved pre-
servative, all, marked or branded by an approved agency.
Minimum foundation requirements for stud bearing walls
shall be as set forth in Table
Foundations for all buildings where the surface of the
ground slopes more than one foot (1') in ten feet (10') shall
be level or shall be stepped so that both top and bottom of
such foundation are level.
(b) Structural Design. Except for special provisions
of Section 2~0~;, Covering the design of piles, all portions of
footings shall be designed in accordance with the structural
provisions of this Code.
(c) ~at Proofing: Every building or portion thereof,
shall be made rat-proof by covering all otherwise-exposed
earth within the foundation walls with a concrete covering
having a minimum thickness of two inches (2").
Section 9. Section No. 3102 of said Uniform Building
Code is hereby amended by adding to said Section the following
language:
In the ~ase of concrete slab floors placed on the
ground and to be used as finish floors or as a base for
other type of floor finish in dwellings and habitable
rooms, the following requirements shall be observed:
1. They shall have a minimum thicl~ness of four inches
(4") with 6" x 6" x 10" gauge wire mesh.
2. A waterproof membrane (acceptable to the Building
Inspector) shall be installed so as to extend to the exterior
wails.
3. A granular fill of proper consistency and thick-
ness shall be provided directly under concrete slab to
retard capillary action and shall be approved by the Building
Inspector,
4. The elevation of the floor slab shall be ~aintained
at one foot (Ir) above sidewalk level,
EXCEPTION: If one foot (Ir) elevation above sidewalk
level canno~ be maintained due to the slope of a lot or
location of the building on a lot, the Building Inspector shall
approve an alternate, provided, however, that in all cases
a one foot (Ir) elevation shall be ~aintained above finished
grade level,
5, A method to eIiminate water leakage through stucco
walls from flowing in upon concrete slab shall be provided
in every case and shall be approved by the BuiIding Inspector.
Section 10, Section 3302 (b) of said Uniform Building Code
is hereby a~ended so that, as amended, said Section shall read as
follows:
(b) Number of Exits. Buildings, or portions thereof,
having an occupant load of more than 10 shall have not less
than two (2) exits,
Buildings, or portions thereof, having an occupant
load of 500 to 999 shall have not less than three (3) exits.
Buildings, or portions thereof, having an occupant
load of 1000 or more shall have not less than four (4) exits.
Floors above the first floor, and basements or cellars
used for other than service of the building, shall have not
less than two (2) exits.
EXCEI~ION~: Only one (1) exit need be provided from
an uppe~ floor in a Group I occupancy, and likewise from a
second floor or mezzanine in a Group F or G occupancy having
an area of not more than five hundred square feet (500 sq.
ft.), Further, only one exit need be provided from any
floor of a building' classified as a Group F or G occupancy
and having an occupant load .of less than fifty (50).
Section 11. There is hereby added to said Uniform Building
Code a section which shall be numbered and read as follows:
Section 3401,1. Corrugated plastic sheets composed
of fibrous glass mat and thermosetting resin plastic may be
permitted for use as lighting panels in roofs of Group F and
G occupancies, subject to the Building Inspector's approval
and provided that:
1. The area of the roof occupied by such installation
shall not exceed twenty percent (20%) of the floor area
sheltered by the roof upon which they are installed.
2. Single sheets shall have an area of not more than
forty square feet (40 sq. ft.) and shall be separated by at
least forty inches (40") of roofing material.
~ When sheets are used as panels, the area of no
panel snal! exceed one hundred square feet (100 sq. ft.).
Each of such panels shall be separated by at least ten
feet (10') of roofing material, with a separation of at
least fifty feet (50') of roofing material provided for
every three hundred lineal feet (300 lin. ft.) of panelling.
4. Ail panels over forty square feet (40 sq. ft.) in
area, the corrugated sheets of which are set at an a~gle of
less than forty-five degrees (45°) from the horizontal, shall
be placed at least six inches (6") above the roof, a:nd if
installed in roofs of buildings of more than one story in
height, such panels shall be placed one foot (1') above the
roof.
5. Supporting members and loading shall be designed as
specified in Chapters 25 and 27.
Section 12. The following ordinances, and any and all
other ordinances,' or parts of ordinances, in conflict herewith, are
hereby repealed: Ordinance }{o. 253, entitled "AI~ O~JDINANCE OF THE
CITY OF SOUTH S,~' F~.~NCI~CO ADOPTING THE UIilFORM BUILDING CODE,
1946 EDITICN", which ordinance was passed and adopted on the 14th
day of October 1946; Ordinance No. 317, entitled "~-,~ OgDINANCE OF THE
CITY OF SOUTH SAN F~:5NCISCO ADOPTI}~G THE UNIFO!IM BUILDING CODE 1949
EDITION", which ordinance was passed and adopted on the 4th day of
June 1951; and Crdinance No. 338, entitled "~N OP/)INAI;CE OF ~'~ CITY
OF SOUTH S~,.,1.~ FR~NCISCO ~MENDI~,~G OPgI,,~NCE NO 317, WHEREBY SAID CITY
nDOPTED THE 1949 EDITION OF THE UNIFORM BUILDING CODE", which
ordinance was passed and adopted on the 4th day of ~{ay 1953.
Section 13. ~ny person, persons, firm, or corporation
who or which shall violate any provision of this ordinance or of
said Uniform Building Code shall be guilty of a misdemeanor and,
upon conviction thereof, shall be punished by a fine not less than
TWENTY-FIVE DOLlaRS ($25.00) and not exceeding THREE HUF. D~D DOLLARS
($300.00) or by imprisonment for a period not exceeding three (3)
months, or by both such fine and imprisonment. Each day's violation
of said Uniform Building Code shall be deemed to be a separate offense
and 'shall be punished accordingly.
Section 14. This ordinance shall be published once as
required by law and shall take effect and be in force following the
expiration of thirty (30) days from and after the date of its adoption.

Passed and adopted as an ordinance of the City of
South San Francisco at a regular
meeting of the City Council of the City Of South San Francisco this
