Box 711 (City Hall, • 400 Grand Avenue) South San Francisco, CA City Council Resolution: RES 40-2021 File Number: 21-134 Enactment Number: RES 40-2021 RESOLUTION OF THE CITY OF SOUTH SAN FRANCISCO ADOPTING THE GOAL OF VISION ZERO TO ACHIEVE ZERO TRAFFIC DEATHS AND SERIOUS INJURIES ON CITY STREETS BY 2025. WHEREAS, the life, safety and health of residents, employees and visitors to South San Francisco is one of the City Council's highest priorities; and WHEREAS, Vision Zero is a philosophy, adopted by many cities and states around the country, that no loss of life or serious injury on the transportation system is acceptable; and WHEREAS, Vision Zero is a multi -national road traffic safety initiative that rejects the notion that traffic crashes are simply "accidents," but instead preventable incidents that can and must be systematically addressed; and WHEREAS, the Transportation Element of the City's General Plan provides policy intent to integrate Complete Streets infrastructure and design features into street design and construction to create safe and inviting environments for people to walk, bicycle, and use public transportation; and WHEREAS, the Transportation Element of the City's General Plan provides policy intent to make Complete Streets practice a routine part of South San Francisco's everyday operations; and WHEREAS, the City of South San Francisco, through its Capital Improvement Projects, has been actively implementing safety projects and programs consistent with Vision Zero; and WHEREAS, the development of a Vision Zero plan will allow the City of South San Francisco to identify policy recommendations and measures through the General Plan 2040 Update and other documents to attempt to eliminate traffic deaths and severe injuries in South San Francisco. NOW, THEREFORE, BE IT RESOLVED by the Council of the City of South San Francisco as follows: SECTION 1. The City Council hereby adopts a Vision Zero goal of eliminating traffic deaths and serious injuries by 2025. SECTION 2. The City Council directs the City Manager and City staff to develop a Vision Zero Action Plan toward eliminating traffic deaths in South San Francisco and establish a Vision Zero Task Force to assist in developing and implementing the Vision Zero Action Plan. The Committee shall be comprised of City of South San Francisco Page 1 File Number., 21-134 Enactment Number: RES 40-2021 City staff from Public Works, Economic and Community Development, Fire Department, Police Department, and community advisory groups to collectively develop the mechanisms for achieving this goal. SECTION 3. These mechanisms will be guided by innovative engineering solutions to improve road safety for all users, especially the most vulnerable; will measure and evaluate performance annually, and will include enforcement and education tactics to deter the most dangerous behaviors that cause public harm, especially along the corridors and locations where collisions are concentrated. SECTION 4. The Vision Zero Action Plan shall be developed for City Council approval in partnership with key internal and external stakeholders (Vision Zero Task Force) potentially including but not limited to Silicon Valley Bicycle Coalition (SVBC), San Mateo County Office of Education (SMCOE)), City/County Association of Governments of San Mateo County (C/CAG), SamTrans, Bay Area Rapid Transit (BART) and Caltrans. NOW, THEREFORE, BE IT FURTHER RESOLVED that this Resolution shall become effective immediately upon its passage and adoption. E3 At a meeting of the Special City Council on 2/24/2021, a motion was made by Councilmember Coleman, seconded by Vice Mayor Nagales, that this Resolution be approved. The motion passed.
